The transition from adolescence to adulthood is considered a significant developmental stage in a young person's growth. Most youth receive family support to help them weather the difficulties associated with this stage. When foster youth age out of the child welfare system, they confront the challenges associated with this developmental stage and are at risk of having to transition without family support. This article applies the life course perspective to describe the theoretical and contextual foundation that explains the hardships foster youth experience when they emancipate from the U.S. child welfare system. Next, the theoretical basis for natural mentoring among foster youth is explored using the resiliency perspective to frame the discussion. Then, current research on natural mentoring among foster youth is reviewed. The article concludes with implications for U.S. child welfare practice, policy, and research with respect to how to improve outcomes for youth who age out of foster care through the cultivation of natural mentoring relationships.

Child identity fraud, or the criminal exploitation of a child's personal data, poses serious risks and challenges for youth in foster care. Despite the 10-year history of a federal mandate requiring state child welfare agencies to conduct annual credit checks for adolescent foster youth (42 U.S.C. § 675), identity fraud has received scant attention in child welfare research. Analyzing a state-level administrative dataset with linked child welfare and consumer credit records, we employed hierarchical binary logistic regression modeling to analyze demographic and foster care placement factors associated with identity fraud victimization among a statewide population cohort of 1176 youth (age 14–17) in foster care in a mid-Atlantic state. In the model of best fit, covariates significantly associated with differing odds of identity fraud victimization included African American race ( OR = 2.67, p < .001); two or more races ( OR = 2.95, p = .003); and older age at credit check ( OR = 3.49, p < .001). Youth with history of prior home removals ( OR = 1.59, p = .059) were marginally more likely than youth with no prior home removals to experience identity fraud, controlling for all other variables.

AbstractIn Kenya, the number of street‐involved children continues to grow each decade, with most recent estimates as high as 250 000 to 300 000. Despite efforts by local government, nongovernmental organizations, and community‐based organizations to address this problem, most children who receive services end up returning to the streets. Since 2021, Agape Children's Ministry has provided time‐limited, crisis‐oriented services to families recently reintegrated through its Family Strengthening Programme (FSP). We conducted an exploratory programme evaluation of Agape's FSP to ascertain whether it is achieving the intended outcomes. Thirty families (n = 30 children; n = 38 caregivers) were enrolled in the FSP during the study window and participated in the evaluation. Family functioning and child well‐being increased to a statistically significant and large extent from before to after the intervention. All but two children remained reintegrated at the end of the study period. Results highlight the importance of using a holistic family‐based programme that reunites children with their healthiest possible family environment with a plan specifically tailored to their individual needs and unique family situations. Results also bring to the fore the need for broad governmental attention to basic needs of families as an important part of improving family functioning.

Objective: Conduct secondary data analysis to evaluate the effectiveness of Massachusetts' Adolescent Outreach Program for Youths in Intensive Foster Care (Outreach) for increasing social support (SS) among enrolled youth. Participants: 194 youth in intensive foster care under the guardianship of the Massachusetts Department of Children and Families with a goal of independent living (IL) or long-term substitute care, and born between August 1985 and December 1990 (67% female, 66% White, 27% Hispanic) participated in the study between September 2004 and March 2009. Method: We hypothesized that Outreach compared to services as usual (SAU; control group) would increase participants' SS and that there would be racial/ethnic disparities in SS as a function of the Outreach. Treatment effects were tested using mixed-effect models. Results: Outreach did not increase foster youth's SS, compared to SAU. No racial/ethnic disparities in program effect were detected. Discussion and Applications to Social Work: Providers of IL services should reconsider how best to build and strengthen SS among the foster youth they serve.

Objective: This study examines the influence of therapist and youth characteristics on post-discharge outcomes from intensive in-home therapy. Method: Data for 1,416 youth and 412 therapists were obtained from a behavioral health services provider. The Huber—White method was used to account for nested data; ordered logistic regression was employed to assess outcomes. Results: Therapist gender and employment stability were significantly associated with youth outcomes. The likelihood of an undesirable outcome was significantly less for cases with female therapists. Conclusion: Findings underscore the need for additional study concerning the impact of therapist characteristics and stability on youth outcomes, and to improve the understanding of the relationship between the two. Future studies in these areas would advance social work practice in family-based treatment programs.

Barth et al. (2021) published an article in this journal identifying ten topics in the field of child welfare that are frequently discussed among professionals, advocates, and researchers in an effort to shape discussions of practice and policy reform. Concerned that these discussions are often poorly informed by the research evidence, Barth et al. intended to offer a corrective to these common, erroneous narratives. The Editor-in-Chief, Bruce Thyer, asked for suggestions for commentators and then invited some number of respondents to offer their perspectives on the original article. Here, we respond to each of the submitted papers, highlighting areas of agreement, and addressing other topics where we—sometimes sharply—disagree. We welcome an ongoing, fact-based, respectful dialogue to help shape child welfare reform. Efforts to improve the child welfare system are urgently needed; we stand by our view that large-scale practice and policy reform, in particular, must be guided by the best available research evidence.

An intense appetite for reforming and transforming child welfare services in the United States is yielding many new initiatives. Vulnerable children and families who become involved with child welfare clearly deserve higher quality and more effective services. New policies, programs, and practices should be built on sound evidence. Reforms based on misunderstandings about what the current data show may ultimately harm families. This review highlights 10 commonly held misconceptions which we assert are inconsistent with the best available contemporary evidence. Implications for better alignment of evidence and reform are discussed.

AbstractScholars and advocates are at odds about how to achieve higher levels of child safety and permanency. Calls for change include the recent upEND focus on eradication of child welfare services to a radical refocusing of the present system towards prevention/early intervention. To clarify the implications of reform over abolition, we seek to portray a future in which the abolition of child welfare has occurred, in juxtaposition to maintaining four core elements of established child maltreatment programmes around the world: (1) receiving and responding to community signals about the risk to children; (2) assessment of need coupled with a proportionate response; (3) rights protections to ensure fairness when placement outside the family is required; and (4) procedures for accountability and quality improvement. For each of these functions, we outline abolitionist advocates' positions and implications for children and parents. Across these elements, we delineate how assigning these responsibilities to communities, as suggested by upEND, would likely (1) exaggerate racial and economic inequities and (2) create structural barriers that would increase harm to children. We suggest several evidence‐informed enhancements to practice, research and policy that would mitigate these inequities while also increasing safety and permanency.
