The aim of the lecture is to show how all organisations can adapt the lessons learned in order to improve their own business's position in the competitive race.

Purpose
An "IT mindset" significantly influences public sector information technology (IT) adoption in least developed countries (LDCs). The purpose of this paper is to explore the IT mindset concept and its relationship with IT knowledge and intention to explore IT in the workplace.


Design/methodology/approach
The research used a mixed-methods approach in two phases. Qualitative work was conducted to formulate the conceptual framework and hypotheses, followed by a survey of 228 public sector officials in Bangladesh to test the hypotheses.


Findings
The study showed that an IT mindset can be conceptualised as comprising personal innovativeness with IT and IT beliefs. The IT mindset was significantly related to intention to explore IT use in the workplace and its components were influenced by an individual's IT skills and IT awareness.


Research limitations/implications
Future research could further explore the IT mindset concept and its antecedents and consequences in LDCs, where it is often related to successful IT adoption, and also in public and private organisations elsewhere.


Practical implications
The study furthers understanding of barriers to IT adoption in LDCs' public sectors. Building IT knowledge through IT skills and awareness is required to orient mindsets to IT adoption.


Social implications
Improved efficiency, productivity and transparency in the public sector through IT use have flow-on societal and economic benefits. The paper provides insights into greater facilitation of e-government and IT in the public sector.


Originality/value
The study is theoretically significant because the IT mindset concept has lacked in-depth study and requires clarification of its nature and role.

Online advisory services are increasingly being adopted by modern service organisations as an effective way of interacting with their customers. However, despite their importance, our understanding of the value of online advisory services is limited, particularly in the e-government context. Systematic studies addressing design guidelines and best practices for online advisory tools are sparse. This study experimentally investigates the key role that effective online advisory tools play in generating a sense of empowerment among consumers in a government-citizen context. Our findings indicate that tools that have 'enhanced' explanatory facilities lead to both improved decision-process satisfaction and decision-advice transparency, in line with prior theory. Further, the study extends the theory on explanations and service design by showing that the higher levels of satisfaction and transparency flow on to empowerment effects, namely a higher sense of control and a lower perceived power distance. A further positive outcome is the improved perceptions of the service provider, in this case the government agency.

Online advisory services have become ubiquitous and are playing a more vital role in people's lives. From online loan terms exploration to health care eligibility self-assessment, various services are delivered to clients through online advisory tools. Government agencies in particular are offering such services to the public. Due to increased awareness that government service delivery should be "citizencentric", this study assesses the impact of providing online advisory systems to assist the public. Building on insights from practice and literature, the study utilizes an experiment to empirically examine the key role that effective online advisory tools play in generating a sense of empowerment for the general public. The results of the study reveal that optimized explanation features that suit the cognitive processes of users and the resultant process transparency are pivotal in differentiating the winners from the losers in the online government advisory services arena. Furthermore, having effective online advisory tools empowers individuals, giving them a better sense of control over their future assessment outcome and better perceived power relationships with the government agency to which they are beholden. Finally, this service process leads to improved perceptions of the government agencies' service provider image.

Currently there are two prevailing strands of thought related to government online advisory services. One school considers the empowerment effect of online advisory systems on citizens and claims that such systems, when appropriately designed, can lead to empowerment outcomes including a better sense of control and better perceived power relative to government officials. On the other hand, the phenomena of the digital divide or digital exclusion is discerned - where there are excluded and disadvantaged groups because of the shifting focus of government services towards online delivery. Faced with this dilemma, we aim at understanding the seemingly contradictory implications of the provision of online advisory services for public use by government agencies. We conducted a literature review of online government advisory services, e-government and empowerment, in order to form a consolidated view theory-wise and to explore a sound explanation of this dilemma. This study represents the first stage of an ongoing research project. The expected outcome of the research project is a comprehensive framework for online government advisory service delivery and design strategies for advisory systems that truly empower the general public. The project is expected to benefit both the public and government agencies who wish to enhance their advisory services.

As governments operate in more dynamic and resource constrained environments the requirement for Information and Communication Technology (ICT) governance frameworks are assuming greater importance as tools for managing information system and technology projects. This exploratory paper looks at how governance frameworks for the electronic domain are influenced and shaped by the underlying legislation that gives rise to the government body, the practice of 'good government," and the allocation of public sector budgetary resources. This paper also analyses and describes what two public sector agencies in Australia are doing in terms of their ICT governance arrangements to ensure the success of their business and reduce the risk of ICT project failure. The two public agencies were selected from a wider study for their exemplary Information Technology (IT) and Information and Technology governance frameworks and processes that have been used to guide and direct ICT activities, including e-government and government e-business initiatives. Other organisations in the wider study displayed limited governance practices, with some notably problematic human resource and financial management information system implementations that hampered government e-business progress.
