The inclusion of agricultural products in the current customs union is one of the potential future steps on the road to further political and economic integration between Turkey and the EU. This book examines the effects of such integration of agricultural markets on the Turkish agricultural sector as well as on consumers and the Turkish budget. Results are compared to alternative options for Turkish agricultural policy. To this aim, a detailed partial equilibrium model of the Turkish agricultural sector is developed. The complete liberalization of the agricultural sector is found to lead to significant welfare gains compared to the maintenance of current policies. It appears that including agricultural products in the customs union results in similar results with few but significant exemptions.

In dieser Arbeit werden verschiedene Optionen für die zukünftige Agrarhandelspolitik der Türkei im Hinblick auf eine weitere Integration in den Gemeinsamen Markt der EU untersucht. Zuerst werden hierfür die Agrarmärkte und -politiken der Türkei und der EU miteinander verglichen. Es zeigt sich, daß zwar die gesamte Subventionierung der Agrarproduzenten im Verhältnis zum landwirtschaftlichen Produktionswert in der EU höher ist als in der Türkei, jedoch die Preisstützung in der Türkei für die meisten Produkte über dem EU-Niveau liegt.Weiterhin werden in der Arbeit die gegenwärtigen präferentiellen Handelsregeln zwischen der Türkei und der EU sowie die protektive Wirkung der verbleibenden Agrarhandelsbarrieren im Detail untersucht. Seit Januar 1996 bilden die Türkei und die EU eine Zollunion, von der die meisten Agrarprodukte ausgenommen sind. Agrarprodukte unterliegen jedoch umfangreichen Präferenzregelungen. So unterlagen im Jahr 2001 mehr als 60 Prozent der türkischen Agrarexporte in die EU keinerlei Handelsbeschränkungen. Weitere 36 Prozent wurden zu reduzierten Zollsätzen in die EU exportiert.Im Kernstück der Arbeit werden die Auswirkungen einer vollständigen Einbeziehung von Agrarprodukten in die Zollunion quantitativ analysiert. Zu diesem Zweck wird ein partielles Gleichgewichtsmodell des türkischen Agrarsektors (TURKSIM) entwickelt.Es werden drei Politikszenarien im Hinblick auf ihre Auswirkungen im Jahr 2006 untersucht. Erstens ein Status-Quo Szenario, in dem die gegenwärtigen Agrarpolitiken der Türkei weitgehend fortgesetzt werden. Zweitens ein Liberalisierungsszenario, in dem die Türkei ihre gesamten Agrarhandelspolitiken gegenüber allen Handelspartnern vollständig abbaut. Und schließlich ein Zollunionsszenario, in dem der Agrarsektor vollständig in die Zollunion mit der EU einbezogen wird.Im Ergebnis zeigt sich, daß eine vollständige Aufgabe der Agrarhandelspolitik im Vergleich zum Status-Quo zu erheblichen komparativ-statischen Wohlfahrtsgewinnen für die Türkei in der Größenordnung von 670 Mill. führen würde. Dies entspricht etwa 2,3 Prozent des landwirtschaftlichen Produktionswertes.Das Zollunionsszenario unterscheidet sich in seinen Auswirkungen im Jahr 2006 nur für wenige Produkte erheblich von der vollständigen Liberalisierung. Die Ursache hierfür ist die Agrarmarktliberalisierung der EU, von der angenommen wird, daß sie aus einer Reihe von Gründen auch in der Zukunft fortgesetzt wird.Die komparativ-statischen Wohlfahrtsgewinne sind im Zollunionsszenario etwa 200 Mill. niedriger als im Falle einer vollständigen Liberalisierung. Die Ursache hierfür sind hauptsächlich die deutlich höheren Preise für Schaffleisch und Milch im Falle der Zollunion. Verglichen mit einer Situation ohne Zollunion, profitiert die Türkei von den teilweise höheren Exportpreisen für Obst und Gemüse in einer Größenordnung von etwa 60 Mill. . Dem stehen Nachteile auf der Importseite gegenüber, da die Türkei für ihre Importe von Milchprodukten aus der EU etwa 50 Mill. mehr bezahlen müßte als für Importe zu Weltmarktpreisen.Vor dem Hintergrund der relativ geringen Unterschiede der komparativ-statischen Wohlfahrtseffekte scheint es wahrscheinlich, daß die Entscheidung der Türkei, für oder gegen eine Einbeziehung von Agrarprodukten in die Zollunion, von anderen Erwägungen dominiert wird. In Frage kommen hier etwa die durch eine Zollunion stattfindende Bindung der türkischen Agrarpolitik sowie die Position der EU, die in einer unterschiedlich hohen Zahlungsbereitschaft für eine Ein- oder Nichteinbeziehung von Agrarprodukten in die Zollunion zum Ausdruck kommen könnte. ; This study analyzes alternative options for future Turkish agricultural policies in the context of agricultural trade relations between Turkey and the EU. Initially, agricultural markets and market policies are compared between Turkey and the EU. It appears that although total producer support expressed as a share in domestic production value is higher in the EU than in Turkey, agricultural prices for most products receive more support in Turkey than in the EU.Secondly, preferences currently in force are reviewed in detail and the significance of the remaining import barriers of the EU applied to imports originating from Turkey is investigated. Turkey established a customs union (CU) with the EU in January 1996. Agricultural trade is not covered by this CU but it is subject to extensive preferential trade rules. In 2001, more than 60 percent of Turkeys agricultural exports to the EU entered the EU market without import barriers. Another 36 percent were subject to reduced tariff rates. Thirdly, the inclusion of all agricultural products in the CU between Turkey and the EU is analyzed quantitatively. To this aim, a partial equilibrium model of the Turkish agricultural sector (TURKSIM) is developed.Three agricultural policy scenarios are analyzed with respect to their effects in the year 2006. First, a status quo scenario with largely unchanged policies provides a reference for comparison with other options. Secondly, a liberalization scenario is defined in which Turkey abolishes all market policies, e.g. tariffs, export subsidies, and coupled premiums. Thirdly, a scenario with agriculture included in the CU with the EU is analyzed.The complete liberalization of the agricultural sector is found to lead to significant static comparative welfare gains compared to the maintenance of current policies under the status quo scenario. For the year 2006 these welfare gains are estimated to amount to about 670 million, about 2.3 percent of projected agricultural production value.It appears that for most products the option of an inclusion of agriculture in the CU with the EU is very similar to the option of complete liberalization of agricultural trade. This is because the EU has, in recent years, liberalized its agricultural markets significantly and is projected to continue to do so for many reasons. The total welfare gain under the CU scenario is about 200 million lower than under the liberalization scenario mainly because of higher sheep meat and milk product prices. Compared to a situation without a customs union, Turkey would gain only about 60 million of export revenue with export prices above world market level for some fruit and vegetables; and would lose about 50 million with import prices above world market level for milk products. Due to the relatively small difference of comparative static welfare effects between the total liberalization of the agricultural sector and the inclusion of agriculture in the CU, other factors, such as the self-binding effect of agriculture in the CU or the price Turkey may have to pay or receive from the EU for such a scenario, may be decisive for the future strategy pursued by the Turkish government.

At the EU Council in December 2004, European heads of governments will decide on a potential date for the start of EU accession negotiations with Turkey. Various recent analyses assess the cost of applying the Common Agricultural Policy of the EU (CAP) to Turkey without taking into account the specific structure of the agricultural sector in Turkey, which would determine the receipts from EU funds. This paper assesses potential budgetary effects resulting from the application of the CAP to Turkey, if Turkey should accede in 2014. The analysis is based on macroeconomic projections from the literature, equilibrium modelling of the Turkish agricultural sector, and projections of the future development of the CAP. It is found that total EU budgetary outlays for the application of the CAP to Turkey could total about €3.3 billion in 2014 and rise to €5 billion in 2024 due to full phasing in of direct payments and rural development policies. The resulting net transfer under the CAP to Turkey would be about €1.6 billion in 2014 and could increase to €2.6 billion in 2024.
