We examine the "home bias" of knowledge spillovers (the idea that knowledge spreads more slowly over international boundaries than within them) as measured by the speed of patent citations. We present econometric evidence that the geographical localization of knowledge spillovers has fallen over time, as we would expect from the dramatic fall in communication and travel costs. Our proposed estimator controls for correlated fixed effects and censoring in duration models and we apply it to data on over two million patent citations between 1975 and 1999. Home bias is exaggerated in models that do not control for fixed effects. The fall in home bias over time is weaker for the pharmaceuticals and information/communication technology sectors where agglomeration externalities may remain strong. -- Fixed effects ; home bias ; patent citations ; knowledge spillovers

Abstract
Several decades ago, Sig Prais concluded that the root cause of the UK's poor industrial performance was the poor quality of education and training. In this lecture, I will make a related argument, focussing on the lack of opportunity in the United Kingdom for workers who have not succeeded in the formal education system and the long-lasting impacts this has on their economic, health and social wellbeing. I will highlight the importance of providing opportunities for continued training over a worker's lifetime for appropriate skills that are valued in the workplace in order to achieve inclusive growth.

Abstract
Obesity rates in the United Kingdom, and around the world, are high and rising. They are higher, and rising faster, amongst people growing up and living in deprivation. These patterns raise potential concerns about both market failures and equity. There is much that policy can do to address these concerns. However, policy can also do harm if it is poorly targeted or has unintended consequences. In order to design effective policies we need an understanding of who we are trying to target, and for what reasons. This paper provides an overview of some of the evidence, and some recent policy initiatives.

Policy makers in Europe have been concerned that lack of product market competition have led productivity to lag behind the US. Theoretical models are ambiguous about the direction of the effect that product market competition should have on productivity. On the one hand increasing competition lowers firm's profits and thus reduces incentives to exert effort (the Schumpeterian effect), on the other hand it reduces agency costs (or increases the risk of bankruptcy) thus increasing incentives to exert effort. This paper uses panel data on UK establishments over the period 1980-1996 to investigate the relationship between product market competition and productivity levels and growth rates. The introduction of the European Union Single Market Programme (SMP) is used as an instrument for the change in product market competition. The SMP was ex ante expected to affect competition in some industries but not others. It is shown that the Lerner Index fell in the affected industries after the SMP by more than in the non-affected. The results suggest that the increase in product market competition brought about by SMP led to an increase in overall levels of efficiency and growth rates. The sample of firms is then split into those with a principal-agent set up and those without. The increase in efficiency occurred in principal-agent type firms, and not in those where managerial control and ownership were more closely related. These results suggest that product market competition can play an important role in reducing agency costs and may explain some of the poor performance of European economies.

The theoretical effects of labor regulations, such as employment protection legislation (EPL), on innovation is ambiguous. EPL increases job security, and the greater enforceability of job contracts may increase worker investment in innovative activity. But EPL increases firms' adjustment costs, which may lead to underinvestment in activities that are likely to require adjustment, including technologically advanced innovation. In this paper, we find empirical evidence that these effects are at work-in particular, a higher share of multinational enterprise innovative activity in countries with high EPL is technologically advanced. © 2014 by the President and Fellows of Harvard College and the Massachusetts Institute of Technology.

In 2010 China was the world's fourth largest filer of patent applications. This followed a decade of unprecedented increases in investment in skills and Research and Development. If current trends continue China could rank first in the very near future. We provide evidence that the growth in Chinese patenting activity has been accompanied by a growth in Chinese inventors creating technologies that are near to the science base. Part of the success of China has been to attract the investment of foreign multinationals. This is also true for a number of other Emerging Economies. Europe's largest multinational firms increasingly file patent applications that are based on inventor activities located in emerging economies, often working alongside inventors from the firm's home country.

Stronger productivity growth in the US than the EU over the late 1990s is widely attributed to faster, more widespread adoption of information and communication technology (ICT). The literature has emphasised complementarities in production between ICT and internal restructuring as an important mechanism. We investigate the idea that increased use of ICT has facilitated outsourcing of business services, and that these are complementary activities in production because they allow firms to focus on their core competencies. This is consistent with evidence from the business literature and aggregate trends, and we show evidence from microdata that is consistent with this idea.

The identification of markets is a standard feature of anti-trust investigations, and the substantive decision in many cases stands or falls on the precise market definition selected.Market shares are often used to help establish jurisdiction or, more generally, to sort out priorities for anti-trust agencies. Market shares are also sometimes used as an observable measure of market power, meaning that the fact of finding high market shares is sometimes taken to be tantamount to uncovering the existence of market power.
