POST SCRIPTUM speaks about the studies of military towns and villages of Siberia conducted by Novosibirsk researchers and about lovely Krapivna, which history and overwhelming landscapes have captured students and professors from Moscow.Yakutia is a separate topic. Opened this year, the railway line to Yakutsk inspires optimism in regard to the development of northern territories. The 20th century is receding into the past, hiding behind the curtain of myths and suppositions. The world was divided into two parts by the Iron Curtain almost for three quarters of the 20th century. How did the Soviet architecture develop in the informational and technological isolation? The article ARCHITECTUROSOPHY devoted to the architectural concepts of the 20th century raises the question: Was there an iron curtain in our profession? Or do the architectural thought and fantasy live in a common informational space which is beyond the political games? There are still attempts to comprehend and evaluate the heritage of the 20th century. What was the Russian avant‑garde and what were modernism and postmodernism on both sides of the Curtain? A lot of things created in the 20th century excite admiration. But the last century of the millennium also deserves strong criticism. The materials of this issue present opposing opinions of theorists, while practitioners eagerly look back upon the heritage of the 20th century in all its contradictory forms. As usual, we do not claim to fully explore this rich theme of the 20th century. We pose questions and leave the curtain slightly lifted. ; Все дальше от нас ХХ век. As Bulgakov's Yeshua said, there are no evil people. People always aim for goodness. But the problem is that the idea of goodness has not yet become common to all mankind. Sometimes, the notion of goodness has surprisingly controversial senses for different communities, groups of people, or different persons. The bloodiest wars and revolutions and the heaviest losses in cultural heritage of the mankind were caused by somebody's pursuance of goodness and profit. In the 1st century AD, the famous Roman lawyer Cassian Longin Ravilla formulated a logical principle that makes it possible to figure out whose ideas of goodness and profit give rise to different phenomena of social life. From a logical point of view, this principle has its drawbacks: drought is profitable for a grain merchant, but he never causes the drought. However, the cui prodest principle often indicates the true causer of events and processes. Another lawyer, who was very famous in the early 20th century, often used this principle in political discussions and even made it a title of one of his polemical articles. There are a lot of people in the professional community who are very much concerned about the processes occurring in contemporary cities, about the situation in architectural and town-planning education in our country; who think that transformation of the status of the architect is dangerous, and who are not satisfied with the heritage practices. We are not going to limit ourselves to the search of those who are to blame for these negative processes. We believe that the analysis of the reasons and the benefits of all that is happening will allow us to see its logic and sense, its goals and triggers. As soon as we understand this, we'll be able to influence it more effectively, for our common and long-term benefit. ; Как утверждал булгаковский Иешуа, злых людей не бывает. Все люди всегда стремятся к добру, к благу. Но вот беда – понимание того, что есть благо, никак не приобретет общечеловеческий характер. Для разных групп, сообществ, отдельных людей понятие добра содержит порой удивительно противоречивые смыслы. И самые кровавые войны и революции, самые тяжкие потери в культурном наследии человечества были вызваны чьим-то искренним стремлением к добру и выгоде. Знаменитый римский юрист Кассиан Лонгин Равилла в I веке сформулировал логический принцип, позволяющий «вычислить», чьи именно представления о добре и выгоде вызвали к жизни те или иные явления в общественной жизни. С логической точки зрения принцип далеко не безупречен: засуха выгодна зерноторговцу, но не он вызывает засуху. Тем не менее принцип cui prodest зачастую служит верной подсказкой, указывающей на истинного виновника событий и процессов. Другой, гораздо более известный юрист рубежа XIX–XX веков очень любил использовать этот принцип в политических дискуссиях и даже вынес его в заголовок одной из своих полемических статей. В профессиональном сообществе немало тех, кому небезразличны процессы, происходящие в современных городах, кого беспокоит состояние архитектурного и градостроительного образования в нашей стране, кто считает опасной трансформацию статуса архитектора, кого не устраивает то, что на практике происходит в отношении наследия. И мы не хотели бы ограничиваться поисками виноватых в этих негативных процессах. Мы надеемся, что анализ причин и выгод происходящего поможет увидеть его логику и смысл, его цели и движущие причины. А поняв, более успешно влиять на них к нашей общей и долговременной выгоде.
There is a Latin tag "cui prodest?" meaning "who stands to gain?". When it is not immediately apparent which political or social groups, forces or alignments advocate certain proposals, measures, etc., one should always ask: "Who stands to gain?". (V. I. Lenin, Who Stands to Gain?) An unsettling problem of the future renovation of the certain generation of houses aroused in the late spring in Moscow and spread immediately around Russian cities, since, as you know, khrushchevki can be found everywhere. However, the need for renovation is felt differently in different parts of the country. The question where to put the comma in the sentence "Demolition impossible to restore" is solved in Moscow by voting among residents. In Pribaikalie, a region of high seismic activity, the problem of reconstruction of the first prefabricated series is very acute. Project Baikal returns to the question which was raised in one of the previous issues in the early spring, anticipating a surge in interest (see PB 51, pp 54-161. Universities occupy a special place in the city's life, the place where centuries-old traditions of the past meet the future. Universities keep their ancestral roots stretching back into the Middle Ages. University rooms and laboratories are the places where the future of science and society is built and discussed.The oldest Siberian University located in Tomsk was included in the City Charter as a city-forming enterprise. Other Siberian cities have not yet come to such deep comprehension of the role of universities. But who can doubt the significance and beneficence of this role?A complex and debatable process of reformation of the Russian higher education has been going on for several decades. Many things are perceived painfully. Irkutsk has been a student city for a long time and ranked second in the percentage of students among citizens. But recently we have lost Irkutsk High Military Aviation Engineering School, nearly lost the MIA High School. Pedagogical University has lost its status of university, and then its independence. Linguistic University has turned into a branch of Moscow University…Besides, external threats still exist and even grow. The lands and the buildings of universities are of keen interest among big businessmen, speculators and developers… Isn't it the reason why the ideas to evacuate universities to suburban campuses arise increasingly frequently?What is the impact of dislocation of universities out of the city historical center? Does it make the city poorer and older? Or safer and more manageable? As usual, we tried to show the challenge and diversity of the main topic of the issue. ; Университет – особое место в жизни города, место, где многовековые традиции прошлого встречаются с будущим. What is happening to architecture?For several decades, starting from the publication of Hundertwasser's Manifesto, we have heard: "Architecture is seriously ill. Architecture is going to die". Many prominent voices are already singing for the repose of its soul.In the past, architecture experienced the highest rises. Classical antiquity, mature Middle Ages, Modern and Constructivism – during those periods architecture acquired the best things produced by science, art and craft. It took from science a precise problem statement, logic and succession of methods, as well as mathematical precision of thinking. It took from art the courage in dealing with motions of the soul, the constant searching for new forms and a keen interest towards achievements of previous generations. It took from craft the skills of dealing with the material, respect towards the practical experience and commitment to economic efficiency. It is no wonder that in its flourishing periods architecture was a role model in the broadest sectors of culture, from politics to fashion.It seems that, within recent decades, architecture set out to take only drawbacks and vices from the same fields. It borrows from science a tendency to the scholastic and pointless playing with terms. From art – egoistic subjectivism and endless intrigues. From craft – monotony and boredom of standardized flow production. Seriously ill architecture chooses not even the greater evils, but all the evils from this variety.Anyway, throughout the history of mankind architecture has not been more timely than today. The mass movement of people to cities poses great challenges. Rural habitat is full of life. Nature itself fills it with living characters, rhythms and Life and Death cycles. The urban environment is created by humans from nonliving materials. This man-made environment offers no chance for a harmonizing impact of nature – the urban ecosystem is too simple, monopolar and dependent upon humans. In regards to emotions, today's city looks as unsanitary and pathogenic as a medieval city used to look in regards to everyday hygiene. Contemporary citizens pour out their anger, disgust and despair like it used to be with pigwash up to the 19th century. Today's pandemic of depression is similar to plague and cholera that devastated Europe in the past centuries.Only healthy and proper architecture open for the best can relieve cities from their disaster and turn the global urbanization into a more sensible and healthy channel. To do this, architecture has to thoroughly reconsider its methodological tools.Fifteen years ago PROJECT BAIKAL journal was founded by architects of the 1960s and their apprentices. Since then, professional scientists, artists and designers have been contributing to the journal. Throughout its 60 issues, the journal has been speaking about the possibility to combine the best and the most efficient features of science, art and craft. With that, the journal found like-minded fellows in different cities of Russia and other countries.We have reasons to be optimistic. ; Что происходит с архитектурой? Вот уже несколько десятилетий, начиная с опубликования Манифеста Хундертвассера, мы слышим: «Архитектура тяжело больна. Архитектура при смерти». И многие авторитетные голоса уже поют по ней нечто заупокойное.В прошлом архитектура знала высочайшие взлеты. Классическая античность, зрелое средневековье, эпоха модерна и конструктивизма – в эти периоды именно архитектура собирала в себе лучшее, что порождали наука, искусство и ремесло. От науки она перенимала четкую постановку задачи, логику и последовательность методов, математическую точность мышления. От искусства – самоотверженную смелость в работе с движениями души, неустанный поиск новых форм, живое отношение к достижениям предыдущих поколений. От ремесла архитектура получала навыки диалога с материалом, почтительного отношения к практическому опыту и стремление к экономической эффективности. Ничего удивительного, что в периоды расцвета архитектура служила примером и образцом для подражания в самых обширных областях культуры – от политики до моды.Но вот уже несколько последних десятилетий архитектура как будто задалась целью перенять из тех же областей не лучшие достижения, а одни лишь пороки и недостатки. Из науки извлекается склонность к схоластической, бесплодной игре с терминами. Из искусства – эгоистический субъективизм и бесконечные интриги. Из ремесла – монотонность и скука стандартизованного поточного производства. Из множества зол тяжело больная архитектура выбирает даже не худшие, а все.Между тем, за всю историю человечества еще не было момента, когда архитектура была бы настолько актуальна. Огромное по масштабам переселение людей в города ставит перед нами потрясающие задачи. Сельская среда обитания насыщена жизнью. Сама природа наполняет ее живыми образами, ритмами, циклами Жизни и Смерти. Городская, урбанистическая среда полностью создана человеком из неживых предметов. Рукотворность этой среды не оставляет надежды на гармонизирующее воздействие природы – слишком проста экосистема города, слишком монополярна и подчинена человеку. В эмоционально-образном плане современный город выглядит столь же антисанитарным и болезнетворным, как выглядел средневековый город в плоскости повседневной гигиены. Современные горожане выплескивают на улицы гнев, отвращение и уныние – как выплескивали помои вплоть до девятнадцатого века. Нынешняя пандемия депрессии – полный аналог опустошавших Европу чумы и холеры.Только здоровая, полноценная, открытая к лучшему архитектура способна вывести города из этого гибельного положения. Повернуть ход глобальной урбанизации в более разумную и здоровую сторону. Но для этого архитектуре предстоит пережить глубочайший пересмотр методологического инструментария.Пятнадцать лет назад журнал «ПРОЕКТ БАЙКАЛ» был основан архитекторами поколения шестидесятников и их учениками. С момента основания в журнале сотрудничали профессиональные ученые, художники, проектировщики. На протяжении шестидесяти выпусков журнал работал над тем, чтобы напомнить о возможности сочетания в архитектуре лучших, наиболее плодотворных особенностей науки, искусства и ремесла. На этом пути журнал нашел единомышленников в самых разных городах России и в других странах. У нас есть причины для оптимизма.
In the beginning of 2017 our colleagues and authors of Project Baikal received several state awards. Andrei Kaftanov received the Russian Federation Presidential Certificate of Honour for his active international and scientific work. Andrei introduced to PB the Swiss journalist Guy Mettan, who later became president of the Geneva Parliament. His valuable article on the Geneva-Lausanne agglomeration was published in PB 9. Guy Mettan was awarded the Order of Friendship. Andrei Bokov, who has also greatly contributed to PB (PB 5, PB 26, PB 50 and PB 51), was awarded the honorary title National Architect of the RF. ; Начало 2017 года ознаменовалось вручением сразу нескольких государственных наград нашим коллегам и авторам ПБ. Наш друг Андрей Кафтанов не раз посещал Иркутск, был гостем III межрегионального фестиваля ЗВС-2003, известен читателям ПБ как видный деятель Международного союза архитекторов, организатор многих международных выставок и конкурсов. Почетная грамота Президента Российской Федерации – достойная награда за активную международную и научную деятельность. Андрей в свое время познакомил нас с Ги Меттаном, журналистом, а впоследствии парламентарием из Швейцарии. Его рассказ об агломерации Женева – Лозанна был весомым вкладом специальный выпуск ПБ, посвященный агломерации (ПБ9). Высочайшего звания «Народный архитектор России» удостоен Андрей Боков, неоднократный автор и ньюсмейкер ПБ, гость главной темы этого номера (ПБ5, ПБ26, ПБ50, ПБ51).
The notion "capital" is not necessarily connected with politics. Sometimes a non-metropolitan city becomes so significant in its partial semantic field that it turns into a "partial capital". Timişoara (Romania) was elected to become one of the 2021 European Capitals of Culture (together with Novi Sad - Serbia and Elefsina - Greece). Within the thirty two years of the tradition to annually elect a European capital of culture, many cities have played this role, both official capitals of European countries and provincial centers. Romanian town-planners will tell us how a non-metropolitan city is getting ready for the role of partial capital. A world away, in the Cape Winelands, architects of Stellenbosch struggle for the identity of the city, the capital of the unique cultural landscape. Here the traditional African culture is mixed with three century-long tradition of winegrowing and winemaking. This wonderful mixture was placed on the UNESCO Tentative List of World Heritage Sites. The authors of the project use cultural heritage protection laws to protect their city from chaotic development. ; Понятие столицы не обязательно связано с политикой. Порой нестоличный город, тем не менее, приобретает настолько важное значение в своей частичной смысловой области, что становится этакой «парциальной столицей». Румынская Тимишоара выбрана культурной столицей Европы 2021 года (наряду с греческим Элефсисом и сербским Нови Садом). За тридцать два года, которые существует традиция ежегодных выборов культурной столицы Европы, в этой роли перебывали многие города - и официальные столицы европейских государств, и провинциальные центры. О том, как нестоличный город готовится к роли парциальной столицы, рассказано в материале румынских градостроителей. На другом конце Земли, в Капских винных землях, архитекторы города Стелленбос борются за свою неповторимую индивидуальность в качестве столицы уникального культурного ландшафта. Традиционная африканская культура перемешана здесь с трехвековой традицией виноградарства и виноделия, и эта удивительная смесь внесена в предварительный список памятников культуры ЮНЕСКО. Авторы проекта используют законы об охране культурного наследия, чтобы защитить свой город от хаотической застройки.
В статье подробно рассматривается современный научный задел по проблеме создания адаптивной среды для слабовидящих и незрячих студентов педагогического вуза. Авторы приводят психофизиологические характеристики слабовидящих и незрячих лиц. Анализируются данные опроса преподавателей по проблеме обучения слабовидящих и незрячих студентов. Приводятся программные и аппаратные средства обучения слабовидящих и незрячих, позволяющие в значительной степени облегчить процесс обучения студентов с нарушениями зрения, описывается опыт их применения и выявляются наиболее эффективные из них.The article gives detailed consideration of modern scientific research made on the problem of creation of adaptive environment for visually impaired students in teacher training universities. The authors give psychophysiological features of blind and partially sighted persons. The research also analyses the results of the survey conducted among teachers which is based on the problem of teaching blind and partially sighted students, describes different types of software and hardware used for teaching visually impaired students and which allow to facilitate teaching process of such students, outlines practice of implementation of the described soft- and hardware and reveals the most efficient kinds.

The article is devoted to the problem of developing the research potential (RP) of university students. Basing on the results of empirical study, the authors analyze the correlation between indicators of research potential and university students' personality characteristics as predictors of its development. Methodologically the study was based on the structural-functional approach and the model of the research potential of students' personality proposed by N.V. Bordovskaya, S.N. Kostromina, S.I. Rozum, N.L. Moskvicheva. The study employed the survey method (a questionnaire developed by the authors was used) and the psychodiagnostic method using a set of techniques: the questionnaire of N.V. Bordovskaya and co-authors «Methodology for assessing research potential», «Test of meaningful life orientations» adapted by D.A. Leontiev, «Assessment of the level of claims» by V.K. Gerbachevsky, and «Determination of the level of self-esteem» by S.V. Kovalev. A correlation analysis of the obtained empirical data was carried out with the calculation of the Pearson coefficient. The questionnaire survey revealed that outside of academic tasks university students demonstrate little interest and involvement in research activities. The correlation study shows the interconnection between the components of the research potential and the level of aspirations, self-esteem and meaningful life orientations of the university students' personality. The identified personal characteristics of university students act as predictors of the development of research potential, which provides a basis for the development of psychological and pedagogical technologies considering the correlation between RP components and meaningful life orientations and indicators of the locus of control of the Self, the core of the motivational structure of the personality, predictive assessments of activity.
This article reviews the speed of development among 10-11 years old children playing international soccer in additional education facilities problem. Since these facilities are paying much attention to the technical and tactical part of the game during the training process, there is not much time to develop the qualities that players need. Due to this fact, it is imperative to implement some exercises that help develop young players' speed in the training course. The goal is to develop the complex of exercises to increase children's 10-11 years old's speed using coordination development means. The main approach of the soccer referees training research is structural analysis. The research methods are scientific and methodological literature and information environment on speed development based on coordination development means analysis and generalization, pedagogical surveillance, pedagogical experiment, and mathematical data processing methods. The results of the pedagogical experiment with control and experimental groups comparing in different speed development tests are shown. Speed improving training exercises complexes are developed, including no item exercises, ladder exercises, ball exercises. The results are genuine, proven by Student's t-test statistic method. This article can be useful for beginner and skilled soccer coaches to implement different exercises in their training process to make the training process more exciting for their trainees and create favorable conditions for speed development.
