Es zählt zu den Üblichkeiten des Berichts oder Gesprächs über die Eigenarten der Niederlande, eine sorgsam gepflegte, gleichsam immer geübte Toleranz als wesentliches Merkmal des Landes hervorzuheben. Das ist ein flott hingeworfener topos, der bis hinein in die "permissive society" und ihre eher extremen Erscheinungsformen reicht, niemals aber wirklich hinterfragt worden ist. Tatsächlich ist der Begriff zugleich wesentlicher Bestandteil des niederländischen Selbstbildes und dient somit als Unterscheidungsmerkmal gegenüber Nachbarländern, insonderheit gegenüber Deutschland und den Deutschen in Vergangenheit und Gegenwart. Eben diese Relation von Selbstbild und Fremdbild macht das Thema "Toleranz" insofern zu einem eminent politischen, als mit der Konstruktion von Selbstbild und eines dadurch konditionierten Fremdbildes häufig genug die Verteilung von Werten und Wertigkeiten verbunden ist. Zum erstenmal wird in der Aufsatzsammlung versucht, in einem von der Frühen Neuzeit bis in die Gegenwart reichenden Vergleich die Entwicklung der Toleranz in Theorie und Praxis in den Niederlanden und in Deutschland aufzuarbeiten und einen Einblick in die Realstruktur der Toleranz in beiden Ländern zu erhalten

Résumé L'intérêt pour les origines des gouvernements actuels vient souvent de l'idée selon laquelle leur fonctionnement et leurs problèmes actuels peuvent s'expliquer, en partie du moins, par les choix institutionnels opérés à l'origine. Les réformes institutionnelles mises en œuvre à l'époque de l'ère dite « française » (ou napoléonienne) ont tendance à faire oublier les origines au moins aussi importantes liées aux réformes opérées sous l'Ancien régime. Pour bien comprendre les origines des systèmes gouvernementaux « modernes », il convient d'examiner la période de l'Ancien régime de plus près. Cette considération est tout à fait pertinente dans le cas des Pays-Bas. Contrairement à ce que l'on pense souvent, à l'époque de la République, un système de gouvernement plus centralisé s'est effectivement développé lentement à partir des deux centres de pouvoir (les stadhouders et les États généraux). Remarques à l'intention des praticiens L'importance du cas néerlandais réside dans le fait qu'il fait ressortir, en raison de l'absence même d'absolutisme monarchique, les mécanismes plus profonds concourant à centraliser la gouvernance (et son système).

The interest in the origins of present-day government is often derived from the thought that its current functioning and problems can be at least partially explained by the institutional choices made at the moment of origin. The institutional reforms made during the so-called French (or Napoleonic) era divert attention from the at least equally relevant Ancien Régime reform origins. For a thorough understanding of the origins of a 'modern' governmental system we have to examine the Ancien Régime period more closely. This is highly relevant in the Dutch case. Contrary to popular opinion, during the Republic a more centralized system of government did gradually develop from the two power centers (Stadtholders and Estates-General). Points for practitioners The importance of the Dutch case is that it highlights, due to the very absence of monarchical absolutism, the deeper mechanisms working towards centralizing (the system of) governance.
