Ausschreibungen zur Honorierung von Umweltleistungen ; Eine praxisbezogene Analyse am Beispiel ökologischer Leistungen der Landwirtschaft ; Auctions to reward ecological services ; A practical analysis concerning ecological services in agriculture
Die Arbeit betrachtet den ökonomischen Teilaspekt eines interdisziplinären Forschungsprojekts zur ergebnisorientierten Honorierung ökologischer Leistungen der Landwirtschaft auf Grünlandflächen. Der praktische Bezug der Forschungsarbeit ergibt sich vor allem aus zwei in der ELER-Verordnung bestimmten Veränderungen der Honorierung von Landwirten in Agrarumweltprogrammen und ihre maßgeblichen Ziele stellen im Hinblick auf diese Weiterentwicklung der europäischen Agrarumweltpolitik die praktische Erprobung von Ausschreibungen sowie die Diskussion der Einbeziehung einzelwirtschaftlicher Transaktionskosten in die Zahlungen an Landwirte dar. Im Zuge dessen wird mit der Nutzung eines Ausschreibungsverfahrens die Integration marktwirtschaftlicher Elemente zur Honorierung von Umweltleistungen unter Effizienzgesichtspunkten verfolgt, wobei der Schwerpunkt auf dem Schutz der pflanzlichen Biodiversität liegt. Des Weiteren wird der Frage nachgegangen, inwieweit der Analyserahmen der Transaktionskostenökonomik zur Untersuchung der Transaktionsbeziehung zwischen Agrarverwaltung und Landwirten herangezogen werden kann.Die Arbeit ist wie folgt aufgebaut. Bevor mit der Transaktionskostenökonomik die theoretische Basis gelegt wird, erfolgt eine Charakterisierung des agrarumweltpolitischen Rahmens sowie eine Einordnung der Studie in den Gesamtkontext des Forschungsprojekts. Daran anschließend wird das ökonomische Instrument einer Ausschreibung einbezogen und das im Rahmen dieser Arbeit gewählte Ausschreibungsdesign als Spezialfall eines Auktionsverfahrens abgeleitet. Als Bindeglied zwischen den theoretisch-konzeptionellen Ausführungen und den empirischen Arbeiten erfolgt die transaktionskostenökonomische Analyse der spezifischen Transaktionsbeziehung innerhalb eines Ausschreibungsverfahrens für Umweltleistungen und die Erweiterung des Analyserahmens um eine neue Beherrschungsstruktur. Im Anschluss wendet sich die Arbeit den empirischen Untersuchungen in der Modellregion (Landkreis Northeim in Niedersachsen) zu. Hierzu werden zu Beginn die konzeptionellen Ausgestaltungen und die Ergebnisse der in den Zeiträumen 2004/2005 und 2006 durchgeführten Ausschreibungen diskutiert und auf der Grundlage von Befragungsergebnissen um Aspekte der Preiskalkulation und des Bieterverhaltens der Landwirte ergänzt. Den zweiten thematischen Schwerpunkt der empirischen Arbeiten bildet die Ermittlung und Bewertung der für die Landwirte im Verlauf der Angebotsabgabe in beiden Ausschreibungsverfahren relevanten Transaktionskosten. Die Arbeit schließt mit dem Aufzeigen weitergehenden Forschungsbedarfs und einem zusammenfassenden Fazit. ; The thesis regards the economic field of an interdisciplinary research project concerning an outcome orientated remuneration of ecological services on grassland sites. The practical reference results particularly from two changes in agri-environmental payments, determined by the EAFRD-Regulation. Therefore the survey aims at the examination of auctions as well as the question of integrating the farmer's individual transaction costs into agri-environmental payments. From an economics point of view the main focus is the integration of free market elements into the EU's agri-environmental policy under efficiency criteria, whereby the protection of plant biodiversity is focused. Furthermore the question will be answered to what extent the transaction cost economics framework can be used to analyze the relationship between the administration and the farmers within an auction.The thesis is structured as follows. The analysis begins with a brief essay on the EU's agri-environmental policy and the research project before the transaction cost economics framework is presented. The following section introduces the concept of auctions and the auction design used in the case study. To link the theoretical aspects and the empirical work, the specific relationship within an auction is analyzed from a transaction cost economics point of view and the theoretical framework is adjusted by introducing a new governance structure. Afterwards the empirical research is focused by analyzing the conception and results of two auctions witch took place in a case study area (administrative district Northeim in Lower Saxony) in 2004/2005 and 2006. Furthermore aspects of the farmers' price calculation and bidding behavior are examined. The second empirical topic considers the evaluation of the farmers' transaction costs for taking part in both auctions. Finally further need for research is discussed and the general conclusions are summarized.

Zur Relevanz von Bestandseffekten und der Fundamentalen Transformation in wiederholten Biodiversitätsschutz-Ausschreibungen
Das ökonomische Potential des Einsatzes von Ausschreibungen für Umweltleistungen konnte nunmehr auch in Europa aufgezeigt werden. Jedoch stellen diese Modellprojekte bislang nur einen ersten Schritt auf dem Weg zur Implementierung von Ausschreibungen in europäische Politikmaßnahmen dar. Dies ist insbesondere der Fall, da der Einfluss von Faktorspezifitäten und Bestandseffekten im Rahmen wiederholter Ausschreibungen in der Praxis noch keine Berücksichtigung gefunden hat. Innerhalb des Beitrags wird dieses Defizit am Beispiel der Angebotsbewertung innerhalb wiederholter Biodiversitätschutz-Ausschreibungen diskutiert. Um Ausschreibungen zu einem auch nachhaltig wirkungsvollen Instrument der europäischen Agrarumweltpolitik weiter zu entwickeln, wird aktueller Forschungsbedarf durch die Frage aufgeworfen, wie der Einfluss ökonomischer und ökologischer Bestandseffekte unter Berücksichtigung der Relevanz von Faktorspezifitäten und dem Konzept der Fundamentalen Transformation durch einen Umweltindikator einbezogen werden kann. Unmittelbare Anknüpfungsmöglichkeiten für die zukünftige Entwicklung und Implementierung eines Umweltindikators sind im Rahmen der ergebnisorientierten Honorierung pflanzlicher Biodiversität auf Grünlandflächen zu sehen.

Die Relevanz von Ökobilanzen für die Umweltgesetzgebung am Beispiel der Verpackungsverordnung
Im Rahmen der aktuellen umweltpolitischen und öffentlichen Diskussion der Auswirkungen der Verpackungsverordnung tritt die Frage der ökologischen Vorteilhaftigkeit von Getränkekartons zunehmend in den Vordergrund. Um in diesem Kontext den Weg für eine sachliche Bewertung des zukünftigen umweltpolitischen Vorgehens zu bereiten, wird in diesem Beitrag sowohl der Einfluss und die Leistungsfähigkeit ökobilanzieller Erkenntnisse im Kontext der Ausgestaltung der Verpackungsverordnung diskutiert als auch aktueller umweltpolitischer Handlungsbedarf skizziert. Hierbei stehen die beiden Ökobilanzen für Getränkeverpackungen des Umweltbundesamts im Mittelpunkt. Im Zuge dessen wird aufgezeigt, dass eine den aktuellen Entwicklungen gerecht werdende umweltpolitische Bewertung die Durchführung neuer Ökobilanzen für Getränkeverpackungen notwendig macht. Zu berücksichtigen sind dabei insbesondere die Veränderung der Materialzusammensetzung der Getränkekartons, die für Getränkekartons derzeit erreichte Recyclingquote sowie die mit dem Transport der Getränkekartons verbundenen negativen Umwelteinflüsse. ; In the context of the current environmental policy and public discussion regarding the impact of the German Packaging Ordinance, also the question came to force, if it is still adequate to treat beverage carton as ecologically advantageous beverage packing. In order to discuss the future environmental policy approach in the most objective way, this paper discusses both the influence and performance of life cycle assessments for the design of the German Packaging Ordinance as well as current need for environmental action. Thereby the two life cycle assessments for beverage packaging carried out by the German Federal Environment Agency are focused. It is pointed out that new life cycle assessments for beverage packaging are necessary to deal with current developments. Within these upcoming life cycle assessments aspects like the changing material used for beverage carton, the current recycling rate for beverage carton and the negative environmental effects caused by the transportation of beverage carton should be considered.

The use of markets for biodiversity in Germany ; where are we and where should we go from here?
Managed grasslands contribute in a number of ways to the biodiversity of European agricultural landscapes and provide a wide range of ecosystem services that are also of socio-economic value. Against the background of a rapid biodiversity loss in agricultural landscapes, increasing attention is being paid to farming practices that enhance ecosystem services. Therefore developing cost-effective conservation payment schemes is the main challenge facing present European agri-environmental policy. However, there is still a serve shortage of knowledge and practical experiences concerning the use of conservation procurement auctions in Europe. The aim of the paper, therefore, is twofold. Firstly, the current state of using markets for biodiversity by means of payment-by-results biodiversity conservation procurement auctions will be discussed by reviewing two field experiments with farmers in two case- study areas in Germany. Secondly, further need for research will be discussed briefly. Keeping in mind the methodological difficulties of evaluating field experiments, this empirical work indicates a potential for budgetary cost advantages of auctioning compared to traditional fixed flat-rate payment schemes of up to 52 per cent. These findings along with the relatively high number of successful participants indicate that this specific approach will most probably be an improvement over current agri-environmental programmes in the EU. This is mainly because low-cost producers gain smaller information rents and conservation agencies will be able to close contracts with (some) high-cost farmers due to cost-effectiveness gains provided by low-cost landowners. Even though the case-studies have yielded promising results, some critical aspects as well as lessons to be learnt will be discussed to improve the design and performance of upcoming biodiversity conservation procurement auctions based on performance payments. Das Conservation Reserve Program: Erfahrungen und Perspektiven für die europäische Agrarumweltpolitik
Der langjährige Einsatz und die große Bedeutung des Conservation Reserve Program begründen seine Sonderstellung als marktorientierten Ansatz zur Honorierung von Umweltleistungen. Mit diesem Beitrag wird herausgearbeitet, welche Lehren aus dem Conservation Reserve Program für die Weiterentwicklung der europäischen Agrarumweltpolitik gezogen werden können. Aufbauend auf Grundlagen des Einsatzes von Ausschreibungen für Umweltleistungen werden zunächst das Conservation Reserve Program und der Environmental Benefits Index erläutert. Im Rahmen der sich anschließenden Bewertung wird deutlich, dass mit dem Conservation Reserve Program ein erfolgreiches Verfahren zur Berücksichtigung ökologischer und ökonomischer Aspekte bei der Auswahl zu honorierender Flächen Einzug in die Agrarumweltpolitik der USA gefunden hat. Als zentrale Erfolge wird hierbei sowohl auf die Einführung des Environmental Benefits Index als auch auf die sukzessive Weiterentwicklung des Ausschreibungsdesigns eingegangen. Um Ausschreibungen zu einem wirkungsvollen Instrument der europäischen Agrarumweltpolitik - insbesondere angepasst an die Ziele des weiter an Bedeutung gewinnenden Biodiversitätsschutzes - zu entwickeln, wird abschließend aktueller Forschungsbedarf für zukünftige Modellprojekte aufgezeigt, wobei sowohl grundlegende Erfahrungen aus dem Conservation Reserve Program als auch weitergehende Aspekte Berücksichtigung finden.

Potentiale und Risiken der Nutzung von Methan aus Methanhydraten als Energieträger
Marine and permafrost-based methane hydrates are the largest existing fossil carbon resource, whereby the marine deposits far outweigh the terrestrial ones. Their broad geographic distribution, especially in comparison to oil and conventional gas, make them a promising future source of energy. However, there is a danger of forcing the greenhouse effect in the event of a release of methane into the atmosphere as well as causing the collapse of oceanic slope sediments. Also the technical difficulties in extracting methane from hydrates are not yet fully resolved. Nevertheless, research on methane hydrates has been forced both on political as well as economic considerations in recent years and methane hydrates have several practical advantages, which make them a transitional solution worth looking at on the way to a future renewable-based energy supply, not in the least in playing a role in carbon capture and sequestration. However, the knowledge of the potentials and risks of methane hydrates is still very poor, especially in the German-speaking public, administration and policies. This deficiency hopefully will be eased by this overview dealing with the current state of research and an outlook based on the most important findings.

"Der langjährige Einsatz und die große Bedeutung des Conservation Reserve Program (CRP) der Vereinigten Staaten begründen seine Sonderstellung als marktorientierten Ansatz zur Honorierung von Umweltleistungen. Mit diesem Beitrag werden daher zwei Ziele verfolgt. Einerseits wird das CRP anlässlich seines 25-jährigen Bestehens gewürdigt. Darüber hinaus wird herausgearbeitet, welche Lehren aus dem CRP für die Weiterentwicklung der europäischen Agrarumweltpolitik gezogen werden können. Aufbauend auf Grundlagen des Einsatzes von Ausschreibungen für Umweltleistungen werden zunächst das CRP und der Environmental Benefits Index (EBI) erläutert. Im Rahmen der sich anschließenden Bewertung wird deutlich, dass mit dem CRP ein erfolgreiches Verfahren zur Berücksichtigung ökologischer und ökonomischer Kriterien bei der Auswahl zu honorierender Flächen Einzug in die Agrarumweltpolitik der USA gefunden hat. Als zentrale Erfolge werden sowohl die Einführung des EBI als auch die sukzessive Anpassung des Ausschreibungsdesigns gewürdigt. An empirical examination of repeated auctions for biodiversity conservation contracts
The European Union's Council Regulation on support for rural development by the European Agricultural Fund for Rural Development has introduced auctioning as a new instrument for granting agri-environmental payments and awarding conservation contracts for the recent multi-annual budgetary plan. This paper therefore deals with the conception and results of two case study auctions for conservation contracts. Results of two field experiments show much differentiated bid prices in the model-region and budgetary cost-effectiveness gains of up to 21% in the first auction and up to 36% in the repeated auction. Besides these promising results, some critical aspects as well as lessons to be learned will also be discussed in this paper to improve the design and performance of upcoming conservation auctions.

Perspektiven der Nutzung von Methanhydraten als Energieträger: eine Bestandsaufnahme
Methanhydrate sind die im größten Umfang vorhandene Kohlenstoffressource und ihre im Vergleich zu Erdöl und Erdgas breite geographische Verteilung sowie ihr erhebliches Potential machen sie zu einem begehrten Rohstoff. Demgegenüber besteht die Gefahr einer Forcierung des Treibhauseffektes im Fall einer Freisetzung von Methan in die Atmosphäre und eine Destabilisierung der ozeanischen Sedimente. Bisher sind zudem die technischen Schwierigkeiten bei der Extraktion des Methans noch nicht umfassend gelöst. Nichtsdestoweniger wurde die Gashydratforschung in den vergangenen Jahren sowohl aus politischen als auch aus wirtschaftlichen Erwägungen forciert. Private ex-ante transaction costs for repeated biodiversity conservation auctions: A case study
The European Union's Council Regulation (EC) No 1698/2005 on support for rural development by the European Agricultural Fund for Rural Development has introduced promising changes in rewarding farmers by the implementation of conservation auctions and granting farmers' transaction costs. The paper therefore deals with the evaluation of private transaction costs within a case study using repeated auctions to reward plant biodiversity. Based on a review of the current literature the paper develops a specific definition of transaction costs as well as a methodology to measure and calculate the farmers' private transaction costs.

A review of the German mandatory deposit for one-way drinks packaging and drinks packaging taxes in Europe
The mandatory deposit for one-way drinks packaging, embodied in the German Packaging Ordinance of 1991, entered into force in January 2003, after the condition for its implementation was given by the fall of the market share of reusable drinks packaging under 72% in 1997. In this context the author doubts that the German mandatory deposit is an effective instrument to stabilise the market share of ecologically advantageous drinks packaging. Rather it is to be expected that the environmental policy objectives can be accomplished more effectively by a reorientation of the specific environmental policy. Hence it needs to be considered that even eleven years after the first time decrease of the relevant market share of reusable drinks packaging an urgent need for action exists in Germany. This practise based analysis therefore deals with packaging-taxes as an alternative environmental policy instrument and points out recommendations against the background of a further amending of the German Packaging Ordinance as well as experiences from the use of packaging taxes in Europe.
