"The crisis over South Ossetia between Georgia and Russia that took place in August 2008 highlights the volatility of the Black Sea region as a new flashpoint in the common neighbourhood between Russia and the European Union (EU). What has made the conflict in Georgia so crucial to the EU is the fact that this is not to be seen as an isolated occurrence. The incidence has repercussions throughout a region that is marked by a plethora of challenges to political stability and democratic consolidation - factors that directly affect European security and welfare. This paper takes a look at the overall and specific challenges that the EU faces in dealing with the Black Sea region. The first section analyses the lack of a European and a regional strategy for the Black Sea states and discusses the competing cognitive labels that frame the Black Sea region's politics. The second section analyses the development of risks to stateness, democracy and economic prosperity in the region. Drawing on both analyses, the paper concludes by drafting suggestions for EU policy to strengthen a pro-European regional identity as well as hedge against risks for the Black Sea region." "Die aktuelle Entwicklung im Kaukasus belegt, wie rasch ungeklärte Krisen in den Peripherieregionen der ehemaligen Machtblöcke des Kalten Krieges zu handfesten militärischen Konflikte werden können, die eine überregionale destabilisierende Wirkung ausstrahlen. Auch wenn sich die Lage nach einem von den Europäern vermittelten Waffenstillstand wieder beruhigt, so wird der georgisch-russische Konflikt um Südossetien und Abchasien die Weltgemeinschaft noch auf lange Sicht beschäftigen. Der verbale Schlagabtausch zwischen den USA und Russland zeigt, dass die Implikationen der Krise größer sind: So unterzeichnete Polen zwei Wochen nach Beginn der militärischen Auseinandersetzung in Georgien einen Vertrag mit den USA über die Stationierung von Abfangraketen als Teil des US-Raketenabwehrschirms auf seinem Territorium. Die Ukraine hat Washington die Nutzung seines Raketenfrühwarnsystems angeboten, Russland drohte umgehend mit ernsthaften Konsequenzen, und setzte fürs erste seine Beziehungen zur NATO auf Eis. Oberflächlich betrachtet handelt es sich bei dem Konflikt im Kaukasus um eine Auseinandersetzung über die Interpretation und Umsetzung territorialer Integrität, staatlicher Souveränität und den Schutz ethnischer Minderheiten in einem multiethnischen Gebiet. Im Kern stellt er sich jedoch als der Versuch internationaler Akteure dar, ihren Einfluss auf die Peripheriegebiete des Kalten Krieges auszudehnen. Die Vorgänge in Georgien und das diplomatische Folgespiel in den Vereinten Nationen stehen stellvertretend für die Neuordnung der Machtverhältnisse im Schwarzmeerraum, und die Verteilung der Einflusssphären in einem Gebiet sich überlappender Nachbarschaftsräume von EU, NATO und Russland."
