In March 2017, the Warsaw Declaration was signed, establishing provisions for the strategic alliance of the Visegrad Group countries, in the framework of which innovativeness is to become a new element of the cooperation between its members. The Warsaw Declaration provides for the initiation of cooperation between governmental agencies, research institutions, universities and local governments in the V4 countries. Within the framework of the envisaged cooperation, Poland has the ambition to become the leader of innovativeness in the group. In the context of the Warsaw Declaration objectives concerning close cooperation in the field of enhancing the innovation potential of the Visegrad Group's economies, the assessment of the level of innovativeness of the Polish economy in relation to the other countries of the group is important. The aim of the paper is, therefore, to make a comparison of this potential on the basis of the summary innovation index, published in the annual report of the European Commission entitled European Innovation Scoreboard, as well as on the basis of the components of this index. In the article, there was conducted a literature review on the innovativeness of the Polish economy, a descriptive analysis, an analysis of statistical data in time and a comparative analysis. The authors proposed also the research thesis that the Polish economy shows a weaker innovation potential than those recorded for the other countries of the group. Results of the research confirm the thesis to some extent. Poland holds a dominant position only in a few areas describing the innovation potential and for most of the studied indices the Polish economy is located 'in the tail' of the group

In the conducted analysis, statistical data from Eurostat were used to describe the innovativeness of economies with respect to two areas: (a) science and technology; and (b) education and training. The developed ranking of innovativeness of the new EU Member States, built on the basis of a summary index, makes it possible to state that the countries with the highest level of innovativeness among 13 analyzed countries were Slovenia, the Czech Republic and Malta. Poland's above-average value of the summary index for these countries occupied sixth position in the ranking, which indicates a relatively low level of innovativeness of the Polish economy.

Oceny tej dokonano w oparciu o wskaźnik syntetyczny zbudowany na podstawie statystycznych metod porządkowania liniowego. W artykule przedstawiono również wnioski wynikające z analizy kształtowania się wybranych czynników cha­rakteryzujących innowacyjność nowych krajów członkowskich Unii Europejskiej. Do badania wykorzystano dane statystyczne pochodzące z Eurostatu, opisujące innowacyjność gospodarek, ujęte w dwóch obszarach: (a) nauka i technika oraz (b) edukacja i szkolenia. Na podstawie opracowanego rankingu innowacyjności nowych krajów członkowskich UE, zbudowanego w oparciu o wskaźnik syntetyczny, można skonstatować, że najwyższym poziomem innowacyjności wśród 13 rozważanych krajów charakteryzowały się Słowenia, Czechy i Malta. Polska, z wartością wskaźnika syntetycznego powyżej średniej dla badanej grupy krajów, zajęła szóstą pozycję, co świadczy o relatywnie niskim poziomie innowacyjności jej gospodarki.

Developments in the global food economy and the increasing extent of globalization and trade liberalization pose new challenges for Polish agriculture. To meet these challenges it is essential for the agricultural and food industries to improve their competitiveness. This paper examines whether the funds allocated to Poland in the new budget perspective 2014-2020, and changes in the Common Agricultural Policy (CAP) as well as the increase in demand for food in developing countries will have a positive impact on the Polish agriculture and increase its competitiveness. The following issues will be examined: The financial framework of the EU budget, with particular emphasis on EU funds for agriculture and rural areas; The consequences of changes in the CAP; Analysis of the Rural Development Programme in Poland in the years 2014-2020; Analysis of the increase in demand for food in developing countries with large populations, The influence of transnational corporations on the control and formation of prices in the food sector. ; Współczesne badania nad świadczeniami (usługami) ekosystemów (środowiska) potwierdzają rangę i znaczenie środowiska przyrodniczego i jego zasobów dla kształtowania dobrobytu człowieka. Szczególnie mocno akcentują ochronę żywych zasobów przyrody dla zachowania bioróżnorodności, która jest niezbędna dla utrzymania podstawowych procesów ekologicznych oraz zapewnienie trwałości użytkowania tychże zasobów. W efekcie ochrona bioróżnorodności to nie tylko problem przyrodniczy, ale również problem ekonomiczny i społeczny, dobrobytu i jakości życia. Zatem różnorodność biologiczna jest niezbędnym warunkiem zapewnienia bezpieczeństwa ekologicznego zachowania ciągłości procesów przyrodniczych, warunków i jakości życia oraz potencjału gospodarczego. Głównym celem artykułu jest wskazanie teoretycznych podstaw ochrony bioróżnorodności z perspektywy nauk przyrodniczych i ekonomicznych oraz identyfikacja zróżnicowań poziomu ochrony bioróżnorodności w krajach Unii Europejskiej. Celem szczegółowym jest wskazaniu form ochrony przyrody jako instrument ochrony bioróżnorodności oraz dokonanie przeglądu ustanawianych form ochrony przyrody w wybranych krajach UE. Dla realizacji tak założonego celu dokonano przeglądu literatury z zakresu nauk przyrodniczych, ekonomicznych i prawnych oraz aktualnych czasopism z zakresu nauk przyrodniczych prezentujących badania naukowe w obszarze bioróżnorodności. Analiza porównawcza została przygotowana w oparciu o dane statystyczne pochodzących z różnorodnych zasobów statystyki międzynarodowej (OECD, EUROSTAT, EEA).

The growing interest in measuring economic and social phenomena that are difficult to observe directly increases the need for researchers to broaden the use of multivariate statistical analysis methods. The ease of interpreting results presented in the form of rankings makes it common practice to use different methods of linear ordering of objects. If the appropriate assumptions are met, the determined set of variables allows for the construction of a synthetic measure whose ordered values provide a ranking. Such a statistical approach is quite often used in assessing the level of innovativeness of economies, and the literature abounds in various innovation indices. The starting point of this paper is a set of 27 variables on the basis of which the Summary Innovation Index is developed. After verifying the statistical assumptions and reducing the database to 21 diagnostic factors, the authors construct a total of nine innovation rankings, using different methods of linear ordering and selected procedures for normalisation of variables. The aim of the paper is therefore to assess the impact of selected methods of linear ordering (Hellwig's method, TOPSIS method, GDM method) and various procedures for normalising variables (classic standardisation, positional standardisation, quotient transformation) on the final ranking of the EU Member States due to the level of their innovation performance. The obtained results confirm that the applied method of linear ordering and the selection of the normalisation procedure have an impact on the final ranking of the examined objects – in this case, the final ranking of the EU Member States due to the level of their innovativeness analysed in the presented research.

The effective operation of national innovation systems can be a source of many opportunities, but it cannot be forgotten that innovation in itself may mean limiting but also generating various types of risks for the functioning of the local market. The main aim of the article is to present the concept and classification of national innovation systems in the world and to try to answer whether the type of NIS determines the level of innovation of the economies of the European Union countries. The following research thesis was formulated in the study: the type of National Innovation System determines a certain level of innovation in the economy of an European Union country, i.e., in countries belonging to a developed NIS, the level of innovation of the economy is higher than in countries belonging to developing systems. The results of the analysis confirm the research thesis. In the empirical part, the level of innovation in the European Union countries was assessed using the synthetic measure of development (SMD) by Z. Hellwig. Based on the obtained values of the synthetic measure of development (innovation), a ranking of the innovation of the economies of the EU countries was compiled and groups of countries with a similar degree of innovation in the economy were distinguished. The developed ranking of the European Union countries was compared with the NSI classification presented in the theoretical part of the article. The study covered 2010 and 2019.

Purpose – The aim of the study was to identify the differences in the vulnerability of Polish voivod-ships to climate change, which may pose a threat to the sustainable development of particular regions. Research method – To achieve the purpose of the research, for each voivodship, a Synthetic Measure of Socioeconomic Vulnerability to Climate Change (SMSEVCC) was calculated. The SMSEVCC was applied in the linear ordering of objects characterized by several diagnostic variables, which were later replaced by one diagnostic value. Results – The implementation of sustainable development in Poland is strongly determined by cli-mate change and the associated extreme weather phenomena. The risk varies regionally and depends on the natural vulnerability of a given area that results from environmental conditions and the level of socioeconomic development. Originality /value / implications / recommendations –The paper presents a comprehensive analysis, eva-luation of socioeconomic vulnerability of voivodeships in Poland to climate change. Progress in the im-plementation of sustainable development requires strengthening adaptation measures to climate change, which should be adapted to the specifics of individual regions. An important element of actions for sustainable development should be the increased importance of the economic insurance system.
