After nearly 15 years of official and unofficial contacts and negotiations, on June 25, 1988, representatives of the European Community (EC) and the Council for Mutual Economic Assistance (CMEA or COMECON), meeting in Luxembourg, signed a Declaration establishing official relations between the two parties so as to "develop cooperation in areas which fall within their respective spheres of competence, and where there is common interest."

La Déclaration signée par la Communauté Européenne et le CAEM le 25 juin 1988 est le résultat de négociations acharnées qui ont duré plus de quinze ans. Le texte enjoint les parties à « développer une coopération dans les domaines qui ressortent à leurs sphères respectives de compétences... ». La CE a maintenu une position strictement légaliste fondée sur la disparité des pouvoirs dont disposent les deux organisations internationales, résistant aux tentatives soviétiques de renforcer la main-mise de l'U.R.S.S. sur le CAEM afin de mieux peser sur les relations entre les pays est-européens et la CE. Dans les faits, les membres du CAEM peuvent négocier librement leur coopération économique avec la Communauté Européenne, ce qui est dans leur intérêt ainsi que dans celui du progrès de leur intégration économique au sein de l'Occident. Depuis la signature de la Déclaration commune, la Commission de la CE a entrepris une série de négociations concernant des accords de coopération économique et a créé des Commissions de coopération avec ses voisins de l'Est.
