RESUMENLa utopía concreta de una posible integración y una ciudadanía latinoamericana aparece desde el siglo xviii, articulada a la evolución del concepto de identidad y patria. Ambas propuestas estarán presentes en los próceres independentistas y adquirirían mayor promoción entre los intelectuales y líderes políticos más auténticos desde el inicio de la vida republicana hasta la actualidad. Some of the frequent criticisms of the situation of democracy and human rights in Cuba are discussed. The historical reasons for the particularities of the political and social system developed since the Cuban Revolution are argued, which explain their difference from the criteria commonly required to consider the existence of democracy in a country, especially multi-partyism. It is based on why the Cuban people have preferred, through its recent Constitution, to prioritize social rights, rather than to privilege politicians. ; Se analizan algunas de las frecuentes críticas a la situación de la democracia y los derechos humanos en Cuba. Se argumentan las razones históricas de las particularidades del sistema político y social desarrollado a partir de la Revolución cubana, que explican su diferencia de los criterios comúnmente exigidos para considerar la existencia de democracia en un país, especialmente el multipartidismo. Role of the Latin American illustration in the gestation of integration culture. ; Papel de la ilustración Latinoamericana en la gestación de la cultura integracionista
This research article analyze with a qualitative methodology the relevance of the thinkers of the Latin American Illustration in the gestation of integrationist culture. Among the main elements that demonstrate this affirmation are: their contribution to the vindication of the vernacular values of the original peoples, their work in the initial formation of regional or national identity or of Americanity, theirclaims for the elimination of unjust forms of exploitation of popular sectors, particularly indigenous peoples and African slavery.His proposals for modernization were also highlighted not only of the economic and technological infrastructure, but of educational and cultural institutions, as well as their struggles against all that is ideologically obsolete. Their claims of peoples' political and social rights with early proposals for political reforms were very significant, which, when they failed, led to the decision to take up arms to fight for Independence. ; Este artículo de investigación analiza mediante una metodología cualitativa la importancia de los pensadores de la Ilustración latinoamericana en la gestación de la cultura integracionista. Entre los principales elementos que demuestran esta afirmación se encuentran: su contribución en la reivindicación de los valores vernáculos de los pueblos originarios, su labor en la conformación inicial de la identidad regional o nacional o de americanidad, sus reclamos por la eliminación de injustas formas de explotación de los sectores populares, en particular de los indígenas y la esclavitud de los africanos. También se destacaron sus propuestas de modernización, no solo de la infraestructura económica y tecnológica, sino de las instituciones educativas y culturales, así como sus luchas contra todo lo ideológicamente obsoleto. Fueron muy significativas sus reclamaciones de los derechos políticos y sociales de los pueblos, con propuestas precoces de reformas políticas, las cuales, al fracasar, propiciaron la decisión de tomar las armas para luchar por la independencia.

The most outstanding representatives of the Latin American political thought have developed concrete proposals and objective of «practical humanism». They have generally distanced itself from speculative and idealistic cut formulations, because they think are harmful to the emancipatory goals of peoples. This feature of concretion is also observed in relation to the political institutions. ; Desde las primeras manifestaciones de organización humana en la gens, la tribu, el pueblo, hasta formas más avanzadas como el Estado, los tribunales, las iglesias, las ciudades, las constituciones, los partidos políticos, los sindicatos, las diversas organizaciones de la sociedad civil, etc., los hombres han tratado de encontrar en ellas algún tipo de protección y realización personal, pero a la vez, paradójicamente, han temido a su poderío al considerar que se constituyen en poderoso búmeran que pone en peligro sus intereses individuales. Los más destacados representantes del pensamiento político latinoamericano han elaborado propuestas concretas y objetivas de «humanismo práctico». Por lo general, se han distanciado de formulaciones de corte especulativo e idealista, porque consideran que resultan dañinas a los objetivos emancipadores de los pueblos. Este rasgo de concreción se observa también en relación con las instituciones políticas.

No obstante, el reconocimiento de la existencia de innumerables obstáculos para la realización más elaborada y de mayores conquistas democráticas y de los derechos humanos, prevalece una concepción progresiva del desarrollo social, auspiciada por el fortalecimiento de la lucha por tales derechos.

The wars and human rights constitute an antinomy of the civilizing process. Latin American thought, nurtured by universal sources on this issue has made contributions to forms of practical humanism. One questions the Eurocentrism that undervalued the contributions of ancient cultures on the ethics in war. Capitalist modernity, however its undeniable contribution to the development of democracy and human rights has shown to what extent their warmongering nature from birth until today, cannot and will ensure that the civilizing process forward through peaceful channels of enrichment of the human condition. ; Las guerras y los derechos humanos constituyen una antinomia del proceso civilizatorio. El pensamiento latinoamericano, nutrido de fuentes universales sobre esta problemática ha aportado contribuciones a formas de humanismo práctico. Se cuestiona el eurocentrismo que subvalora los aportes de culturas de la Antigüedad sobre la ética en los conflictos bélicos. La modernidad capitalista, no obstante sus innegables contribuciones al desarrollo de la democracia y los derechos humanos, ha mostrado en qué medida su naturaleza guerrerista, desde su nacimiento hasta nuestros días, no puede ni podrá asegurar que el proceso civilizatorio avance por cauces pacíficos de enriquecimiento de la condición humana.
