Competitividad internacional en la educación superior en la región de Bogotá y sus municipios circundantes ; International competitiveness in higher education in the Bogotá region and its surrounding municipalities
La internacionalización de la economía, la regionalización de los mercados y los grandes cambios tecnológicos que caracterizan la nueva sociedad del conocimiento, han provocado un caos en el rumbo de la Instituciones de Educación Superior y un compromiso hacia la reinvención, marcado por exigencias crecientes hacia la diferenciación, donde estas Instituciones han tenido que preparar esquemas diferentes con los que nunca habían contado para recibir la demanda insatisfecha, especialmente en América Latina y los países con economías emergentes, la lucha por la sobrevivencia en condiciones de restricciones de los recursos, con las políticas de estado cada vez más neoliberales, los cambios en la orientación de las valoraciones sociales y las exigencias de cambio hacia economías cada vez más basadas en el conocimiento, lo cual en términos de Porter se puede resumir como una exigencia cada vez mayor en la necesidad de reinventarse en la competitividad. En esta tesis de grado se muestran las grandes posibilidades competitivas del Sector de la Educación Superior en Bogotá y la región circundante, teniendo en cuenta el nuevo papel preponderante de las regiones en la economía global, donde se abordan dos temas trascendentales en dichas posibilidades competitivas: el primero que tiene que ver con las funciones sustantivas de la Educación Superior y el segundo con la posibilidad de fortalecer un comercio de servicios creciente enfatizando en la viabilidad de clusterización del sector. En la tesis se dejan manifiestas las principales brechas competitivas del Sector, el cual fue cotejado con las universidades homólogas Iberoamericanas, brechas que surgen de la evaluación concienzuda y manifiesta en los instrumentos desarrollados para la comparación y construidos desde las herramientas de Porter: El Diamante de Competitividad y el Modelo de las Cinco Fuerzas, así como basándose en el ranking de la Universidad de Shangai y otros instrumentos debidamente referenciados en el trabajo. Como conclusión final, se plantea que hay una favorabilidad competitiva para el Sector de la Educación Superior de Bogotá y la región circundante en la doble condición planteada anteriormente, sin embargo los gobiernos nacionales, regionales y locales deben trabajar en el cierre de las brechas identificadas y en el fortalecimiento de las políticas que tienen mayor ingerencia en el desarrollo del Sector. ; Tecnológico de Monterrey ; 0. RECOMENDACIONES 177 BIBLIOGRAFÍA 180 ANEXOS 186 ; Maestría ; The internationalization of the economy, the regionalization of markets and the great technological changes that characterize the new knowledge society, have caused chaos in the direction of Higher Education Institutions and a commitment to reinvention, marked by growing demands towards the differentiation, where these Institutions have had to prepare different schemes with which they had never counted on to receive the unsatisfied demand, especially in Latin America and countries with emerging economies, the struggle for survival in conditions of resource restrictions, with the policies increasingly neoliberal state systems, changes in the orientation of social valuations and demands for change towards economies increasingly based on knowledge, which in Porter's terms can be summarized as an increasing demand in the need to reinvent itself in competitiveness. This degree thesis shows the great competitive possibilities of the Higher Education Sector in Bogotá and the surrounding region, taking into account the new preponderant role of the regions in the global economy, where two transcendental issues in these competitive possibilities are addressed: the first has to do with the substantive functions of Higher Education and the second with the possibility of strengthening a growing trade in services emphasizing the viability of clustering the sector. The thesis shows the main competitive gaps of the Sector, which was compared with the Ibero-American counterpart universities, gaps that arise from the conscientious evaluation and manifest in the instruments developed for comparison and built from Porter's tools: El Diamante de Competitiveness and the Five Forces Model, as well as based on the ranking of the University of Shanghai and other instruments duly referenced in the work. As a final conclusion, it is proposed that there is a competitive favorability for the Higher Education Sector of Bogotá and the surrounding region in the double condition raised above, however national, regional and local governments must work to close the identified gaps and in strengthening the policies that have a greater influence on the development of the Sector.
