Abstract What is the concept of liberalism? Despite being a conceptually contested term, political parties still label themselves liberal and seek legitimacy by joining Liberal International (LI). In this paper, I adopt a mixed-methods strategy to assess what this ideology means in Latin America. First, I rely on economic and political theory to propose four potential components of liberalism: private property, liberal democracy, non-conformism, and social justice. Then, I search for these components in the declaration of principles of all the region's LI members. Next, I assess liberals' relative support for these components by comparing the attitudes of their elites and voters to those of conservatives and socialists in Paraguay, Honduras, and Nicaragua. This paper finds that liberal democracy is the only core component of liberalism in Latin America. Even though non-conformism and social justice are widely mentioned in political documents, their support among elites and voters is context-dependent. These results emphasize the contestability of liberalism while shedding light on what unites liberals in Latin America.

How do individual-level political attitudes influence affective polarization on a global scale? This article contributes to the debate on the social distance of party affect by testing a set of hypotheses in 165 elections across the world. With a sample of over 170,000 voters, the results of multilevel mixed-effects regressions demonstrate that ideological radicalism, political knowledge, and external efficacy substantively affect how voters see the main political parties in electoral disputes taking place in 52 countries from 1996 to 2019. Satisfaction with democracy, however, is context-dependent; it positively influences affective polarization only when generalized democratic satisfaction is low. Furthermore, I show that these correlations remain stable regardless of the operationalization of affective polarization—that is, based on two dominant parties and weighted for multiparty competition. These findings provide robust inputs to the study of party preferences and social distance in a cross-national longitudinal perspective.

RESUMEN Introdução: Investigo se o fato de ser jovem ajudou com que candidatos obtivessem sucesso nas eleições legislativas brasileiras de 2018. As hipóteses de trabalho incluem, além da idade, a interação com variáveis tais como gênero, raça, escolaridade e presença no cargo. Materiais e Métodos: Foi feita uma análise descritiva dos dados fornecidos pelo Tribunal Superior Eleitoral sobre os jovens candidatos e eleitos por partido político em 2018 e, em específico, foi realizada uma discussão qualitativa sobre a bancada jovem de um partido de direita (Democratas). Em sequência, utilizo regressões logísticas para testar as hipóteses tanto para a eleição de candidatos jovens à Câmara dos Deputados como às Assembleias Legislativas dos estados. Resultados: Os dados mostram que o "fator juventude" aumentou as chances de sucesso eleitoral, principalmente no nível estadual e se combinado com escolaridade. Ser titular do cargo que disputa contribuiu para o sucesso dos candidatos no nível federal. Ser branco facilitou a eleição de jovens aos legislativos estaduais. Discussão: O artigo aponta uma tendência parcial de renovação na política, já que a preferência por candidatos mais jovens em 2018 esteve acompanhada por algumas características tradicionais da política.

Over two decades ago, Bardach (1998, p. 4) highlighted a core problem of public administration: "Agencies cooperate? Of course not!" One of the solutions identified by scholars and practitioners has been the center of government (CoG), that is, organizations created by elected officials to facilitate inter-ministerial cooperation for the design and implementation of priority policies. Originally developed in European parliamentary systems or at Franklin Roosevelt's presidential center in the United States, the CoG has recently gained momentum in Latin America and the Caribbean (LAC) after a collective effort between the IDB and the OECD. This paper maps the historical path and most recent institutional design of CoG organizations in 27 LAC countries as of 2020. The outcome of an exhaustive data collection process is a typology with five dimensions and 15 ideal types that help scholars and practitioners to better understand how and why these organizations have now been widely adopted in the region. ; Hace dos décadas, Bardach (1998, p. 4) planteó un problema central de la administración pública: "¿Cooperan las agencias? ¡Claro que no!" Una de las soluciones identificadas por académicos y practicantes ha sido el centro de gobierno (CdG), es decir, organizaciones creadas por oficiales electos para facilitar la cooperación interministerial para el diseño e implementación de políticas públicas. Desarrollado originalmente en los sistemas parlamentarios europeos y en el centro presidencial de Franklin Roosevelt en Estados Unidos, el CdG ganó impulso en América Latina y el Caribe (ALC) recientemente después de un esfuerzo colectivo entre el BID y la OCDE. Este artículo traza la trayectoria histórica y el diseño institucional actual de las organizaciones en el CdG en 27 países de ALC. El resultado de una recopilación de datos exhaustiva es una tipología con cinco dimensiones y 15 tipos ideales con el potencial de ayudar a los investigadores y practicantes a comprender mejor cómo y por qué estas organizaciones se han adoptado ampliamente en la región. ; Há duas décadas atrás, Bardach (1998, p. 4) afirmou um problema central da administração pública: "As agências cooperam?
