AbstractInnovation processes are crucial to modernizing business processes, products, and institutional arrangements in the public sector. However, many attempts at innovation in this area fail. Previous research has identified various barriers, yet little is known regarding which might manifest during the various phases of the innovation process. In this study, we analyse the barriers to public sector innovation from a process perspective, using the policy cycle as an analytical framework. We conducted qualitative interviews (n = 22) with Swiss practitioners to explore barriers to public sector innovation in individual phases of the innovation process. Thus, this study contributes to a better understanding of the barriers that can impede a successful public sector innovation process by shedding light on the barriers' dynamics and differences at the national and regional levels.Points for practitioners
Public sector innovation (PSI) barriers often require public sector organisations to follow a professional innovation management approach.
Reluctance to connect and insufficient and/or unclear room to manoeuvre appear to be the most critical barriers, likely resulting from the substantial complexity of the context.
PSI barriers show different levels of prevalence in each phase of the innovation process. It is crucial to address barriers in each stage appropriately. Understanding the prevalence of barriers in each phase will help with determining the appropriate strategy.

The interest in digital identities has increased considerably in academia and practice in recent years. This can be seen by the many electronic identity projects worldwide and the numerous published studies that provide insightful narratives and descriptive case findings about success factors and barriers to the adoption of national authentication infrastructures. In this paper, we take a closer look to the role of trust on the design and implementation of a nation-wide e-credential market. We argue that trust in political and economic institutions can be an important factor to explain differences in the chosen cooperative arrangement which can range from monopolistic, purely state-controlled e-credential markets, to polypolistic, decentralized e-credential markets where also private vendors offer state recognized e-ID on their own or in partnership with the government. Following an inductive reasoning process, we develop three testable propositions which may inspire further empirical research and offer practitioners a new angle to rethink e-credential markets in the light of citizen trust in political and economic institutions.

Der Kontrast von Weiss und Schwarz stellt dar, wie radikal der Wandel im Schweizer Bankensektor der letzten Jahre ist, und symbolisiert, dass auf dem Schweizer Bankenplatz nur noch versteuerte Gelder und Vermögen verwaltet werden. Die vorliegende Dissertation untersucht die Reaktionen der Schweizer Banken auf diese neue Logik mit einem besonderen Fokus auf Bedeutung und Einfluss von Bankeigentümerstrukturen. Die Analyse erfolgt in drei Schritten, die über einen theoretischen Bezugsrahmen im Zusammenhang stehen. Der erste Untersuchungsabschnitt fokussiert den radikalen Wandel auf dem Schweizer Bankenplatz, welcher sich als Folge der Finanzmarktkrise von 2007/08 vollzog. In diesem Kapitel werden die unterschiedlichen Phasen des Wandels analysiert. Es wird gezeigt, wie eine historisch gewachsene Selbstverständlichkeit wie das Bankkundengeheimnis durch den Wandel grundlegend infrage gestellt und Schritt für Schritt deinstitutionalisiert wird. In der Folge setzte sich eine neue institutionelle Logik, die Logik des Weissgeldes, sukzessive durch. Der zweite Untersuchungsabschnitt fokussiert die Schweizer Banken. In diesem Kapitel wird die Bedeutung der unterschiedlichen Formen von Eigentümerstrukturen der Banken hervorgehoben und danach gefragt, ob und inwiefern sie den Umgang der Schweizer Banken mit der neuen institutionellen Logik des Weissgeldes beeinflussen. Die Ergebnisse der explorativen Untersuchung zeigen, dass die unterschiedlichen Formen von Bankeigentümerstrukturen von Bedeutung sind. Sie haben allerdings keinen Einfluss auf den Umgang der Banken mit der neuen Logik. Der dritte Untersuchungsabschnitt fokussiert Führungspersonen der Schweizer Banken und untersucht, wie diese den radikalen Wandel wahrnehmen und welche Überzeugungen sie hinsichtlich der neuen Logik des Weissgeldes teilen. Smart information and communication technologies (ICTs) are finding their ways into public administration, and numerous smart government efforts are marking the start of a new digitalization wave in the public sector. Despite being in the early stages of development, these initiatives promise a new model for the provision of public services: smart government. Because past technical innovations in the public sector did not reach their full potential, it is crucial to know the difficulties if one is to successfully address them. We explore the perceived barriers to the adoption of smart government in an early phase of implementation. We analyzed barriers, utilizing 32 interviews with actors involved in smart government initiatives. Cluster analysis helped us to identify six barrier groups: a lack of legitimacy, a lack of legal foundations, a lack of policy coherence, a lack of technical infrastructure, cost-benefit considerations, and a lack of innovation capacity. We distinguish between organizational and institutional barriers, and discuss restrictions and implications for praxis and future research.

Toutefois, des ambiguïtés conceptuelles ainsi qu'un nombre limité d'observations ont entrainé confusion et l'incertitude. Dans l'étude que nous avons réalisée, nous nous sommes interrogés sur comment les chefs de service de Suisse perçoivent l'utilisation des Big Data dans l'administration publique. En effet, les gestionnaires publics jouent un rôle clé en influençant le compor tement des fonctionnaires et du public. Ils peuvent façonner l'agenda politique de manière durable, et cela en faveur ou à l'encontre de l'utilisation des Big Data. D'où l'impor tance de cette réflexion. De plus, il est essentiel du point de vue de l'administration de connaître l'attitude fondamentale des employés et de la population à l'égard de l'utilisation des Big Data afin de permettre une communication et une mise en œuvre efficaces.

Anhand zwei konkreter Fallbeispiele beschreibt der vorliegende Artikel anschaulich wie staatliche Behörden und öffentliche Organisationen die heutigen Potenziale der Digitalisierung und integrierter Sensorsysteme zu nutzen versuchen. Unter dem Stichwort "Smart Goverment" werden neuartige IT-Initiativen lanciert, welche mehr als "E-Government" auf eine ganzheitliche Vernetzung von physischen, digitalen, öffentlichen und privaten Lebensräumen abzielen. Dabei spielt die aktive und passive Partizipation von Bürgern und anderen Stakeholdern eine wesentliche Rolle. Nur so können die für die algorithmische Entscheidungsfindung notwendigen Daten generiert werden, welche für die personalisierte Interaktion mit Bürgern oder zur real-time Steuerung öffentlicher Infrastrukturen benötigt werden. Der Artikel schließt mit einer kritischen Diskussion über die Möglichkeiten und Grenzen von Smart Government Initiativen und deren Einfluss auf das Privatleben der Bürger und die öffentliche Politikgestaltung.

This study explores the feasibility and usefulness of five generic frames (conflict, responsibility, economic consequences, human interest and morality) in analysing framing practices in a multifaceted journalistic field over time. We show that supplementing generic frames through the tonality expressed in news stories enhances analytical quality. Mapping Swiss media outlets by how they frame a highly polarizing policy, we identify different framing practices in covering the issue. Using multiple correspondence analyses, the results first show that, while cultural background and media partisanship lead to heterogeneity in how the issue is initially framed, the state's involvement homogenizes framing practices over time. Second, unlike previous research, our study provides empirical evidence that both conflict frame and attribution of responsibility frame can measure the same underlying construct. Third, we find evidence that these two frames are strongly associated with a negative tone. Limitations and implications for future research are discussed.
