Clinton y Castro : pragmatismo o parálisis
Cuba and the United States are going through a period of transition. Domestically, Cuba needs to increase the performance of its economy. Externally, it must establish a new type of business relationship and negotiate with more countries. For its part, domestically, the United States needs more social justice in order to regain the economic performance and achievements of capitalism. Externally, it can no longer make decisions unilaterally. It has ceased to occupy a dominant place in the world economy. Consequently, Cuba and the United States are two mutually suspicious entities, committed to a contradictory course due to the efforts of one and the other to adapt their internal and external structures to the new international conditions. Although the Cuban situation deserves so much attention, this analysis focuses primarily on the North American side of the relationship. ; Cuba y los Estados Unidos están pasando por un período de transición. En el plano interno, Cuba necesita en elevar el rendimiento de su economía. En el plano externo, debe establecer un nuevo tipo de relaciones comerciales y negociar con más países. Por su parte, en el plano interno, Estados Unidos necesita más justicia social, a fin de recuperar el rendimiento económico y las realizaciones del capitalismo. En el plano externo, ya no puede tomar decisiones en forma unilateral. Ha dejado de ocupar un lugar dominante en la economía mundial. En consecuencia, Cuba y los Estados Unidos son dos entidades mutuamente recelosas, empeñadas en un rumbo contradictorio a causa de los esfuerzos de uno y otro por adaptar sus estructuras internas y externas a las nuevas condiciones internacionales. Aunque la situación cubana merece tanta atención, el presente análisis se centra fundamentalmente en el lado norteamericano de la relación.
