Evaluates the implications of the resounding No vote against ratifying the European Constitution. The path to the No vote in France is traced before distinguishing between opposition to the European Constitution and opposition to the European Union. It is then argued that France & the Netherlands rejected the Constitution because the populace was responding to the impact of EU governance under the Maastricht regime; the historical underpinnings of this reaction are traced, highlighting the efforts of Jean Monnet and their unforeseen consequences. The No vote is taken as an example of democracy and the return of the European Union to the people.
