¿Tiene sentido hoy volver a pensar la comunidad? Creo que sí, porque sigue siendo válido que detrás de un concepto tan controvertido anidan algunos de los problemas básicos de nuestra devaluada modernidad.Si el discurso sociológico se impuso desentrañar las raíces de la comunidad, lo hizo mediatizado por dos referencias teóricas: el discurso de la pérdida del mundo tradicional y su profundo significado social, y el referente utópico que creyó encontrar en el tiempo pasado la edad de oro y un mundo sin conflictos y en armonía. Bien es cierto que la comprensión sociológica tenía otros objetivos: redescubrir la socialidad y los vínculos que mantiene cohesionada la sociedad. El discurso comunitario se hacía deudor de la pregunta durkheimiana: ¿qué mantiene unida la sociedad?, ¿cómo podemos pensar su unidad? La teoría sobre la comunidad se transforma en teoría del vínculo social.

El concepto de comunidad tiene un valor polisémico. La sociología ha descubierto relaciones comunitarias en casi todas las instituciones sociales, confundiendo, con frecuencia la necesidad del encuentro social con la persistencia de la comunidad. En condiciones modernas ni la escisión-público-privado ni la esfera privada, ni los enclaves de vida, ni, por supuesto, la sociedad íntima o el narcisismo colectivo parecen motivo suficiente para refundar valores comunitarios. Sólo el mantenimiento de un tipo u otro de tradición es el elemento significativo para crear comunidad. Aquellos grupos (étnicos, religiosos o de género) que aseguran su marco de referencia desde la memoria histórica son los poseedores del discurso comunitario.

El resurgimiento del fenómeno nacionalista se debe a que ningún otro movimiento, en los racionalizados tiempos modernos, ha demostrado ser más eficaz para recrear sentido de comunidad y dotar de identidad a todos aquellos que se identifican y adscriben a su dinámica. Los nacionalismos vuelven a plantear problemas básicos a la ciencia social; el Estado y la Nación vuelven a ser realidades problemáticas y problematizadas.
At the moment, the historical period that the Nation-State is living must be understood taking into account the combined effects of the globalization process and the rapid technological change, that today has its greatest exponent in what has come to be called the 4th Industrial Revoluction, together with the the Fatigue of Leviathan, caused by the irregular activity of more than three centuries in the Western countries. The main argument is that we are not whitnessing the end of national discourses, nor the crisis of the traditional institutions of the State, but the configuration of a new distribution of political power. This new configuration is characterized by new correlations between the institutional forces at the macro level –large political regions, international organzation, multinational corporations–, the regionalization process at the meso level –the increasing relevance of regions resulting of the decentralization of the political and economical power of the State–, and the movements at the micro level –pheripheral regions and nationalities–. The result is a variable geometry that show us that the political power of the State is now embedded in a amplified network of institutions that are defining the capabilities of political action. ; En la actualidad, el momento histórico por el que atraviesa el Estado-Nación hay que entenderlo tomando en consideración los efectos combinados del proceso de globalización y el cambio tecnológico que tiene hoy su máximo exponente en lo que se ha llegado a denominar como la 4ª Revolución Industrial, junto al cansancio del Leviatán, provocado por la actividad irregular de más de tres siglos en los países del Centro Occidental. Mi tesis es que no se visualiza el final de los discursos nacionales ni la crisis de los referentes de la tradición estatal sino la configuración del poder político donde lo macro -grandes regiones políticas, organismos internacionales, corporaciones multinacionales-; lo meso (regiones y movimientos productos de la descentralización del poder político estatal o la contestación interna al centro político "incuestionable"); y lo micro poderes -regiones y nacionalidades "periféricas"- pugnan por la construcción de la geometría variable que presenta al poder político del Estado enclavado en múltiples redes que discurren por instituciones de países y regiones interdependientes. ; At the moment, the historical period that the Nation-State is living must be understood taking into account the combined effects of the globalization process and the rapid technological change, that today has its greatest exponent in what has come to be called the 4th Industrial Revoluction, together with the the Fatigue of Leviathan, caused by the irregular activity of more than three centuries in the Western countries. The inquiry about the limits and the mediations that intervene in the definition that politics makes about the reality which tries to understand is thought-provoking. This is the same as thinking about which are its possibilities of setting and following an agenda regarding several issues with which politics deals. All of these issues have something in common: together and separately, they question its traditional meanings, the contents, forms, the procedures and, above all, the possibilities of political action. Why do I say this? Because politics is mater magistra when dealing with mediations and limits. Moreover, it has established as an individual and collective practice, and as an inclusive and exclusive discourse, setting limits and limitations, frontiers –some of them possible to transit and others impossible-, expectations, means and procedures to achieve them. It also builds great ideals, some frustrations, many interests and few opportunities. Today, the point is that the limits are guaranteed by phenomena which transcend traditional spaces and scenarios of intervention and representation of political action. It is not well known how to deal with the consequences they generate. ; Resulta provocador preguntarse sobre los límites y las mediaciones que intervienen en las definiciones que la política hace de aquella realidad que quiere comprender, porque a la postre es lo mismo que plantearse el problema de cuáles son sus posibilidades para encauzar la agenda de cuestiones de las que se ocupa. Todas tienen un punto en común; en conjunto y por separado cuestionan sus sentidos tradicionales e interpelan los contenidos, las formas, los procedimientos y sobre todo, las posibilidades de la acción política. ¿Por qué digo esto? Porque la política es mater magistra cuando de crear mediaciones y trazar límites se trata. Es más se ha constituido como praxis individual y colectiva y como discurso inclusivo y exclusivo, creando límites y limitaciones, fronteras -algunas posibles de transitar y otras imposibles-, expectativas, medios y procedimientos para lograrlas pero también construye grandes ideales, algunas frustraciones, muchos intereses y pocas oportunidades. Hoy la cuestión es que los límites están avalados por fenómenos que trascienden los espacios y los escenarios tradicionales de intervención y de representación de la acción política, sin que se sepa muy bien cómo abordar las consecuencias que generan o siquiera responder a las dudas planteadas.
