Este artículo analiza los principales determinantes de la recaudación predial en México de 1990 a 2010. A través de un estudio estadístico, con base en datos a escala municipal, se examinan las principales hipótesis sugeridas por la literatura para entender los niveles de recaudación; es decir, se evalúa la capacidad explicativa de factores económicos, políticos y administrativos. Por un lado, se analiza qué tanto las variables socioeconómicas del municipio, así como el monto de transferencias que reciben, influyen en la recaudación. Y por otro, se sopesa si la capacidad institucional del municipio y el nivel de competencia política influyen en el monto recaudado de predial. Los hallazgos indican que los municipios que enfrentan mayor competencia electoral tienden a no incrementar la recaudación predial; que la capacidad institucional de tesorerías y catastros también influye; que mientras más rico y urbano sea el municipio, más recauda. Por último, se encuentra que las transferencias fiscales intergubernamentales no han desincentivado la recaudación predial.

The Mexican tax system in the 1800s was almost entirely composed of indirect taxes. However, the Revolution opened a window for change. In the early 1920s, President Alvaro Obregón created two direct taxes by decree: the federal property tax and the income tax. It was a clear disruption of the status quo, naturally raising opposition from those affected by the new taxes. Yet the attempt to establish the federal property tax failed, while the income tax was a relative success. This paper explains the divergent fates of these two tax decrees. In order to explain the divergent outcomes I focus on the political struggles behind both decrees. I argue that the roles played by both the opposition groups and the government in the two struggles differed greatly and help explain the fates of these taxes. The political and ideological background behind both tax struggles also help to explain the failure of the federal property tax and the implementation of the income tax. ; El sistema tributario mexicano en el siglo XIX era predominantemente indirecto. Sin embargo, la Revolución abrió una ventana al cambio. A inicios de la década de 1920 el presidente Álvaro Obregón creó, por decreto, dos impuestos directos: el impuesto federal a la propiedad y el impuesto sobre la renta. Ello significó una clara alteración del status quo y la oposición franca de quienes se verían afectados por los nuevos impuestos. El IP fracasó y el IRPF supuso un éxito relativo. Este artículo explica la divergencia de las suertes de los dos decretos centrándose en analizar la lucha política que se produjo tras ambos decretos. El papel que jugaron los grupos opositores y el gobierno, en ambos procesos de lucha, fue muy distinto y ello explica la suerte entre uno y otro impuesto. El contexto político e ideológico de la época tras ambas luchas impositivas contribuye también a explicar el fracaso del impuesto federal a la propiedad y la introducción del impuesto sobre la renta.

El nivel de recaudación tributaria está determinado por factores económicos, políticos y de capacidad institucional. El objetivo de este trabajo es analizar el poder explicativo de los últimos dos sobre la recaudación predial. Para ello se llevó a cabo un estudio de casos en seis municipios urbanos, lo que permite observar los mecanismos que están detrás de los factores que influyen en el nivel de recaudación predial. Se condujeron más de treinta entrevistas semiestructuradas con funcionarios municipales y se midió la capacidad institucional para el cobro del predial de las tesorerías y los catastros. Los hallazgos principales demuestran, por un lado, que a mejores niveles de recursos humanos, materiales y tecnológicos (mayor capacidad institucional), mayor es la recaudación. Y, por otro lado, que los alcaldes, tesoreros y directores del catastro deciden generalmente no subir las tasas, tampoco actualizar valores catastrales ni capitalizar las actualizaciones para aumentar la recaudación porque juzgan que tales medidas tendrán un costo político que no quieren pagar.

We propose that the profession is theoretically at a point of convergence between CRT and LatCrit. Both theories are united in the production of knowledge to dismantle oppression. This article provides a brief review of CRT and a comprehensive understanding of LatCrit as a starting point for critical social work education perspectives. We discuss implications for social work education by broadening the racial discourse to include Latinas/os/x and suggest critical solutions and adaptations to current social work pedagogy to better prepare students to enter the social work field and respond to this growing population. We provide recommendations for reevaluating social work and find an exit from the loop of "band-aid" interventions that lack a fundamental basis for addressing the underlying causes of trauma, stress, and racism. We provide concrete examples for incorporating LatCrit into social work education, practice. We close by calling on the professions leading organizations, NASW and CSWE, to release statements addressing the recent assault on CRT (and LatCrit by way of its extension of CRT) and join other social work organizations in condemning the unfair attacks on CRT if social work is committed to the Grand Challenge to Eliminate Racism.

Este artículo analiza los factores que explican las diferencias en la recaudación del impuesto predial en México entre los estados de la federación durante el período 1969-2010. Se enfoca en algunas variables sugeridas por la literatura como determinantes del desempeño recaudatorio, haciendo particular énfasis en la hipótesis de los recursos alternos según la cual los gobiernos enfrentan un desincentivo a recaudar cuando tienen acceso a recursos de otras fuentes menos costosas políticamente. Analizamos también el impacto de dos reformas al artículo 115 constitucional que buscaron promover mejoras en la recaudación predial. A partir de un modelo econométrico basado en datos tipo panel, nuestros resultados muestran que el desincentivo a la recaudación proviene únicamente de las aportaciones federales (Ramo 33), no así de las participaciones. La principal limitación que enfrenta el país para mejorar la recaudación del impuesto predial se concentra en las áreas rurales debido al valor más bajo del predio rústico, a la mayor incapacidad administrativa de las autoridades municipales en el medio rural para recaudar, así como a la historia de exención al ejido. Finalmente, mostramos que las reformas constitucionales al régimen municipal no fueron eficaces en promover que los municipios mejoraran su desempeño recaudatorio.

Summary: In response to historic and ongoing devaluation of certain people, and concurrently, the places they live, many communities are grappling with how to respond to place-based harms. This has produced a wide range of responses, such as calls for "Land Back," reparations programs, arts-based neighborhood regeneration, and local history initiatives. This paper explores the potential roles community practitioners can play in these contested places. Drawing on a review of the literature, this paper offers an emerging typology for responding to place-based harms. Findings: The proposed typology includes six place-based approaches: Reparation, Remembrance, Regeneration, Resistance, Harm-Reduction, and Repatriation/Rematriation. The authors distinguish each approach by its target and temporal focus, common strategies, primary change agents, and vulnerabilities. While drawing on transdisciplinary scholarship, authors also describe social work's engagement with each approach. Applications: This emerging typology may assist social work practitioners, scholars, and students as they study and employ strategies for intervening in contested spaces. It also suggests areas for future research in conjunction with responses to place-based harms.

The objective of this article is to analyze the managerial skills in state procurement and the effects produced by the management carried out by officials in the periods 2021-2019 in Peru, showing whether they generate social welfare and economic growth, since they constitute one of the processes with the greatest impact in any country. The research had a qualitative-inductive approach, phenomenological design and an in-depth interview with open questions was used. Results: four officials were interviewed and the findings indicate that there are officials with the appropriate profile and competencies to develop and complete state procurement processes and that the integration of managerial skills is generating social welfare for the population. It is concluded that, although there are officials with competencies in management skills, probity, social responsibility and values, the challenge is to promote the generation of social welfare in all social spheres of the country. ; El objetivo de este artículo es analizar las habilidades gerenciales en adquisiciones estatales y los efectos producidos por las gestiones realizadas por funcionarios en los periodos 2021-2019 en Perú, mostrando si generan bienestar social y crecimiento económico, ya que constituyen uno de los procesos de mayor impacto en todo país. La investigación tuvo un enfoque cualitativo-inductivo, diseño fenomenológico y se utilizó la entrevista a profundidad con preguntas abiertas. Resultados: se entrevistó a cuatro funcionarios y los hallazgos indican que existen funcionarios con perfil y competencias idóneas para desarrollar y culminar los procesos de adquisiciones estatales y con la integración de habilidades gerenciales se está generando bienestar social en la población. Se concluye señalando que, si bien existen funcionarios con competencias en habilidades gerenciales, probos, con responsabilidad social y con valores, el reto es impulsar la generación de bienestar social en todos los ámbitos sociales del país.

Photovoice is a qualitative community-based participatory research (CBPR) method used by researchers and communities to inform policy and advocate for community change. Photovoice was piloted within an established community-based intervention, Your Family, Your Neighborhood (YFYN), within a predominantly Latinx community. YFYN is a dual-generation, evidence-based, manualized curriculum supporting and strengthening bonds between parents and their children while fostering neighborhood social cohesion among families living in low-income communities. The photovoice project was conducted with five families (n=20 participants) in English and Spanish. Participants guided the photovoice process to uncover complex community issues from their direct perspectives to accurately capture the challenges and strengths they encounter in their community. Community challenges identified by participants included the dumping of trash in their neighborhood, inadequate space for their children to play, and heavy traffic that impedes their ability to walk their children to school safely. Participants identified three main community strengths: the local park, the Boys & Girls Club, and personal connections with other YFYN family participants. When participants guide the photovoice process, it helps stakeholders understand and uncover complex issues from community members' direct perspectives to capture the meaning of the issues accurately. Production of knowledge from the community rooted in their lived experience can help reshape the narrative of Latinx families living in low-income communities and allows for social workers to more adequately respond to their specific needs.
