Die Global Biodiversity Information Facility (GBIF) wurde nach über dreijähriger Vorarbeit des Megascience Forum der OECD im Frühjahr 2001 mit dem Ziel gegründet, wissenschaftliche Daten und Informationen zur Biodiversität über des Internet frei verfügbar und zur besseren Nutzung zu verknüpfen. Im Rahmen einer weltweiten Forschungskooperation wird GBIF von derzeit 47 Staaten und 29 internationalen Organisationen als Mitgliedern getragen, die sich alle zur freien Bereitstellung digitaler Biodiversitätsdaten nach gemeinsamen Standards über eigene, dafür selbst einzurichtende Datenknoten verpflichtet haben. Das internationale Vorhaben wird durch einen Aufsichtsrat mit Vertretern aller Mitgliedsstaaten und –organisationen geleitet, dessen Arbeit durch mehrere Komitees und Ausschüsse unterstützt wird. Das seit 2002 in Kopenhagen, Dänemark, angesiedelte GBIF-Sekretariat betreibt den Aufbau des internationalen GBIF Portals (www.gbif.net) und unterstützt koordinierend die Aktivitäten der einzelnen Mitglieder, die sich auf vier Programmbereiche erstrecken: Standardisierung und Verknüpfung von Datenbanken (DADI), Digitalisierung von Daten zu Sammlungsobjekten (DIGIT), Katalog der bekannten Organismennamen (ECAT), sowie Ausbildung und Öffentlichkeitsarbeit (OCB). As a worldwide research endeavour, GBIF currently has 47 countries and 29 international organisations as its members, all of which have committed themselves to share freely biodiversity data according to common standards through their own data nodes. The organisation is controlled by a Governing Board consisting of representatives from all members, supported by several committees and advisory groups. Indonesia is one of the ten member states of the economically and politically diverse regional organization of the Association of Southeast Asian Nations (ASEAN). Southeast Asia comprises four of the 25 global biodiversity hotspots, three of the 17 global megadiverse countries (Indonesia, Malaysia, and the Philippines) and the most diverse coral reefs in the world. All member states are Parties to the Convention on Biological Diversity (CBD). We discuss ASEAN-wide joint activities on nature conservation and sustainable use of biodiversity that do not stop at national borders. The Indonesian archipelago comprises two of the world's biodiversity hotspots (areas with a high degree of endemic species that are highly threatened by loss of habitats): Its insular character and complex geological history led to the evolution of a megadiverse fauna and flora on the global scale. The importance of biodiversity, e.g., in traditional medicine and agriculture, is deep-rooted in Indonesian society. Modern biodiversity pathways include new fields of application in technology, pharmacy and economy along with environmental policies. This development occurred not only in Indonesia but also in other biodiversity-rich tropical countries. This review summarizes and discusses the unique biodiversity of Indonesia from different angles (science, society, environmental policy, and bioeconomy) and brings it into context within the ASEAN region. The preconditions of each member state for biodiversity-related activities are rather diverse. Much was done to improve the conditions for biodiversity research and use in several countries, primarily in those with a promising economic development. However, ASEAN as a whole still has further potential for more joint initiatives. Especially Indonesia has the highest biodiversity potential within the ASEAN and beyond, but likewise the highest risk of biodiversity loss. EU BON - Building the European Biodiversity Observation Network (www.eubon.eu) is a project funded under the EU FP7 framework. It presents an innovative approach towards the integration of biodiversity data and information systems, both from in-situ and remote sensing data sources. The aim is to address policy and information needs in a timely manner, customized for various stakeholders on different levels - from local test sites to European and international policy. The Stakeholder Roundtables are a specific task and part of a Work Package in the project (WP6) that focuses on the stakeholder engagement and the science-policy dialogue. The main aim of the Stakeholder Roundtables is to carry out regular engagement with relevant political authorities and other stakeholders at European and national level in support of the delivery of the EU BON project. Furthermore, the Roundtables seek to build up a stakeholder dialogue with exemplar sector-specific user communities to incorporate feedback loops for the products of EU BON (data, tools and models) as well as to develop improvements of existing biodiversity data workflows and to discuss sustainability issues. The 4th EU BON Stakeholder Roundtable aimed to present current achievements and products of the project EU BON, which can be assigned to three categories: firstly to tools and infrastructure, secondly to the consortium and its network of collaborators and thirdly to (biodiversity) monitoring and scientific forecasting. The last Stakeholder Roundtable - in contrast to the former Roundtables which addressed European policy (Wetzel et al. 2016), citizen science and the EU BON citizen science gateway (Vohland et al. 2016, Runnel et al. 2016) and local research networks (Vohland et al. 2016b) – focused on sustainability issues of the different components of the European biodiversity observation network. "Biodiversität" wird zunehmend als wichtige Ressource erkannt. Schutz, Zugang und nachhaltige Nutzung der Biodiversität (genetische Ressourcen, Arten, Proben jeglicher Couleur) werden inzwischen auf verschiedenen politischen Ebenen verhandelt, was in international verbindlichen Rahmenwerken verankert wird. Verständnis von und Bewusstsein über Genehmigungen zum Import und Export biologischer Proben ist von zunehmender Bedeutung für Biologen, um Forschungsprojekte legal und zeitnah durchführen zu können. Nichtsdestotrotz werden nach wie vor biologische Proben fleißig im- und exportiert, oft genug auch unter Vernachlässigung der Genehmigungspflicht aufgrund lokaler, nationaler und internationaler Übereinkommen, Gesetzen und Verordnungen bzw. auch schlichtweg mit gesetzeswidrigem Verhalten oder Verpackungen beim Transport. Daraus entstehende Schwierigkeiten können ernsthafte Probleme während der Feldarbeit bedeuten, aber auch den Export verzögern oder zum Verlust von Proben führen. Intensive rechtzeitige (Vorab-) Information bezüglich gesetzlicher Voraussetzungen zum Import, Export und Transport biologischer Proben kann das Problempotenzial stark vermindern oder ganz beseitigen. Wir haben vier wichtige Faktoren identifiziert und fassen Informationen zu diesen Bereichen zusammen, die bei Beachtung die Genehmigungen und den Import in die EG vereinfachen können: (1) gute persönliche (auf gegenseitigem Vertrauen beruhende) Kontakte im Ursprungsland; (2) Verständnis und Einhaltung von allen relevanten Gesetzen und Verordnungen; (3) Zugang zu Informationen bezüglich Genehmigungen, Verordnungen und Informationsverbreitung innerhalb der Forschergemeinschaft; und (4) Zugang zu einheitlichen und aktuellen Richtlinien zu Genehmigungen, Verordnungen und Gesetzen. Ziel dieser Arbeit ist es, in Zukunft die Forschung von einigen zentralen Problemen im Im- und Export zu befreien und Probleme und Missverständnisse zu reduzieren. ; 'Biodiversity' is increasingly perceived as an important resource. Conservation, access and sustainable use of biodiversity (genetic resources, species, samples) are negotiated at political levels, resulting in an internationally binding legal framework. Understanding and awareness of export and import permits for biological samples is increasingly important for biologists to perform research projects legally and timely. Nevertheless, some biologists still export and import biological samples in disregard of or non-compliant with national and international legislation, conventions, and regulations. Resulting difficulties may not only cause serious problems during field work, but may also delay the export, import or exchange of samples. Comprehensive a priori information regarding legal requirements helps to avoid or at least diminish potential problems. We identified four major factors facilitating export/import permits: (1) good personal (mutually trusted) contacts in the country of origin, (2) understanding and compliance with all relevant laws and regulations; (3) access to information regarding knowledge on permits, regulations and laws including their circulation within the researcher communities and (4) access to consistent and up to date regulations and guidelines. We provide information on key issues to assist research teams trying to reduce problems and misunderstandings.

In order to stop further losses and maintain important ecosystem services, programmes have been put into place to reduce and ideally halt these processes. A whole suite of different approaches is needed to meet these goals. One major scientific contribution is to collate, integrate and analyse the large amounts of fragmented and diverse biodiversity data to determine the current status and trends of biodiversity in order to inform the relevant decision makers. To contribute towards the achievement of these challenging tasks, the project EU BON was developed. The project is focusing mainly on the European continent but contributes at the same time to a much wider global initiative the Group on Earth Observations Biodiversity Observation Network (GEO BON), which itself is a part of the Group of Earth Observation System of Systems (GEOSS). EU BON will build on existing infrastructures such as GBIF, LifeWatch and national biodiversity data centres in Europe and will integrate relevant biodiversity data from on-ground observations to remote sensing information, covering terrestrial, freshwater and marine habitats.A key feature of EU BON will be the delivery of relevant, fully integrated data to multiple and different stakeholders and end users ranging from local to global levels. Through development and application of new standards and protocols, EU BON will enable greater interoperability of different data layers and systems, provide access to improved analytical tools and services, and will provide better harmonized biodiversity recording and monitoring schemes from citizen science efforts to long-term research programs to mainstream future data collecting. Fauna Europaea covers about 260,000 taxon names, including 145,000 accepted (sub)species, assembled by a large network of (>400) leading specialists, using advanced electronic tools for data collations with data quality assured through sophisticated validation routines. Fauna Europaea started in 2000 as an EC funded FP5 project and provides a unique taxonomic reference for many user-groups such as scientists, governments, industries, nature conservation communities and educational programs. Fauna Europaea was formally accepted as an INSPIRE standard for Europe, as part of the European Taxonomic Backbone established in PESI. uploaded for EU BON by Plazi The EU BON project aims to Build the European Biodiversity Observation Network, and is the European contribution to the Group on Earth Observation Biodiversity Observation Network (GEO BON). This present deliverable, entitled "Strategies and business plan for regional and global biodiversity information infrastructures" (D7.4) fits under EU BON Work Package (WP) 7 "Implementation of GEO BON: strategies and solutions at European and global levels", and provides an overview of the outputs resulting from two WP7 Tasks. The objectives of this deliverable were to develop (1) a strategy for a global GEO BON infrastructure with optimised functionality in terms of efficiency and operability (as part of Task 7.4), and (2) a business plan for sustaining the European Biodiversity Observation Network after the funded phase (as part of Task 7.5). Building on the outputs from other EU BON work packages and extensive consultation (including externally to the project consortium), these objectives have been met. The global and European-level map of the biodiversity informatics landscape (Task 7.4) has led to a better understanding of the landscape's current structure and functioning. This will enable key players to establish or strengthen collaborations, avoid effort duplication, and facilitate access to the biodiversity data, information and knowledge required to support effective decision-making. The business plan for the European Biodiversity Observation Network (Task 7.5) summarises what the network has to offer, to identified end-users (from policy, science/research, and citizen-science), in terms of products, tools and services, including those that can potentially generate income. A possible organisational structure, potential sources of funding, along with entry points for the network in other projects and initiatives (established or upcoming), are also presented.

There are a multitude of biodiversity informatics projects, datasets, databases and initiatives at the global level, and many more at regional, national, and sometimes local levels. In such a complex landscape, it can be unclear how different elements relate to each other. Based on a high-level review of global and European-level elements, we present a map of the biodiversity informatics landscape. This is a first attempt at identifying key datasets/databases and data services, and mapping them in a way that can be used to identify the links, gaps and redundancies in the landscape. While the map is predominantly focused on elements with a global scope, the sub-global focus at the European-level was incorporated in the map in order to demonstrate how a regional network such as the European Biodiversity Observation Network (EU BON) can usefully contribute to connecting some of the nodes within the landscape. We identify 74 elements, and find that the informatics landscape is complex in terms of the characteristics and diversity of these elements, and that there is high variability in their level of connectedness. Overall, the landscape is highly connected, with one element boasting 28 connections. The average "degrees of separation" between elements is low, and the landscape is deemed relatively robust to failures since there is no single point that information flows through. Examples of possible effort duplication are presented, and the inclusion of five policy-level elements in the map helps illustrate how informatics products can contribute to global processes that define and direct political targets.
