AbstractInternational migration increases classroom diversity around the world, but little is known about the effect of foreign-origin teachers on students' academic achievement. This study investigates whether foreign-origin teachers causally affect their students' academic performance. Exploiting within-student variation in assignment to teachers in Germany, I find that teachers who are immigrants or descendants of immigrants significantly increase the reading comprehension of their students in secondary school, but do not affect their math skills. This study is the first to investigate bilingualism as a potential mechanism and shows that the effect on reading comprehension is driven by bilingual foreign-origin teachers. Given their own experience in language learning, they seem exceptionally well-equipped to teach languages. This study contributes to the scant evidence on the causal relationship between teachers' foreign origin and students' academic achievement in light of a large and persistent achievement gap between native and foreign-origin students.
Der vorliegende Artikel nutzt zwei Befragungen unter Arbeitnehmern und Arbeitgebern im Bereich der geringfügigen Beschäftigung für eine aktuelle Bestandsaufnahme der Minijobs, und vergleicht die Ergebnisse mit der Situation vor Einführung des gesetzlichen Mindestlohns. Im Vordergrund stehen hierbei die Arbeitsstunden, der Stundenlohn, Gründe für die Aufnahme bzw. für das Angebot von Minijobs, sowie die Arbeitsqualität in Form von Gewährung gesetzlich vorgeschriebener Leistungen, wie z.B. die Entgeltfortzahlung im Krankheitsfall. Insgesamt ergibt sich ein vielschichtiges Bild: Einerseits zeigen sich deutliche Verbesserungen bei den Löhnen und der Leistungsgewährung, und viele geringfügig Beschäftigte sind offenbar mit ihrem Minijob zufrieden. Andererseits sind auch nach Einführung des Mindestlohns noch Löhne unter 8,50 Euro zu beobachten, und die Sprungbrettfunktion von Minijobs hat weiter an Bedeutung verloren. ; This article provides an overview of the current condition of marginal employees in the labor market. Using data on minijobs collected from both employers and employees, we further compare the results before and after the introduction of the minimum wage. The main focus is on hours worked, hourly wages, and the motivation behind offering or accepting mini jobs. As well, we compare the work quality of minijobs as measured by the provision of benefits, e.g., the provision of paid sick leave. The results show a complex picture: On the one hand, there are improvements in terms of wages, benefit provision, and the marginal employees' job satisfaction. On the other hand, after the introduction of the minimum wage, wages below 8.50 Euros can still be observed, and the steppingstone function of mini jobs has lost importance.
[Einleitung .] Vor diesem Hintergrund hat das MAIS eine Studie in Auftrag gegeben, um eine aktuelle Bestandsaufnahme der geringfügigen Beschäftigung in NRW durchzuführen. Dabei geht es einerseits darum zu überprüfen, ob sich die Situation im Vergleich zu den Berichtsergebnissen 2012 verändert hat. Hierbei stehen die Fragen im Vordergrund, welche Personen einem Minijob nachgehen und welche Firmen Minijobs anbieten, und aus welchen Beweggründen dies jeweils geschieht. Andererseits soll der Frage nachgegangen werden, wie sich die Beschäftigungssituation der geringfügig Beschäftigten seit 2012 verändert hat, vor allem hinsichtlich des gezahlten Lohns, der Einhaltung von Arbeitnehmerrechten und dem Übergang in sozialversicherungspflichtige Beschäftigung. Von besonderem Interesse in diesem Zusammenhang ist, ob die oben genannten veränderten Rahmenbedingungen sowie die ergriffenen Politikmaßnahmen einen Einfluss auf die Situation der geringfügig Beschäftigten gehabt haben. Auch wenn die vorliegende Studie hierzu keine kausale Evidenz liefern kann, gibt sie doch einige Hinweise, die diesbezügliche Rückschlüsse zulassen. Um die genannten Fragen zu beantworten, wurden im August/September 2016 - analog zu den Befragungen im Jahr 2012 - zwei NRW-weite Befragungen durchgeführt, eine unter geringfügig Beschäftigten und eine unter Arbeitgebern, die geringfügige Beschäftigungsverhältnisse aufweisen. Die Ergebnisse dieser Befragungen sind in der vorliegenden Studie enthalten, die wie folgt aufgebaut ist. Das folgende Kapitel gibt einen kurzen Überblick über die rechtlichen Rahmenbedingungen der geringfügigen Beschäftigung sowie die derzeitige Situation bei Minijobs, sowohl in Deutschland als auch in NRW. Hierbei werden aktuelle Entwicklungen anhand entsprechender Daten aufgezeigt und die zum Thema existierende Literatur diskutiert. Kapitel 3 enthält Details zur Methodik der Befragung und diskutiert deren Repräsentativität. In Kapitel 4 und 5 werden die Ergebnisse der Befragungen von Arbeitnehmern und Arbeitgebern präsentiert. Das abschließende Kapitel 6 fasst die wichtigsten Ergebnisse zusammen und zieht wirtschaftspolitische Schlussfolgerungen.
In pursuit of employment opportunities and increased productivity, governments and donors have the highest ambitions for technical and vocational education and training (TVET) systems. Most prominently, TVET is expected to facilitate access to employment and a qualified workforce by offering its graduates skills that the labour market demands. Beyond its employment impacts, TVET supporters also anticipate that it will improve societal outcomes such as inclusion, gender equality and social cohesion.Access to the labour market plays an essential role in allowing displaced populations to sustain their livelihoods and to foster socio-economic integration. Long-term displacement situations and a decline in resettlement opportunities have spurred the quest for local integration in countries of first asylum. It is in this context that TVET has gained additional salience in the past decade.Does TVET live up to these promises? Overall, systematic empirical evidence on the impact of TVET is limited and often inconsistent. In terms of employment and income, evidence suggests that there is a small positive effect, but time plays an important factor. Often, impacts are only seen in the medium- to long-term, and in general, programmes tend to work better for the long-term unemployed. Evidence of societal effects is even more limited; there is a large gap of knowledge on the potential social cohesion impacts of TVET. Given the amount of funding and the high expectations found in the policy discourse, it is essential to better understand if and how TVET measures contribute to achieving their self-declared goals.In this brief, we present the results of an accompanying research study of an inclusive TVET programme implemented by the German development cooperation organisation Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in Ethiopia. In this programme, host and refugee participants are jointly trained, with the explicit goals of fostering social cohesion and improving employment opportunities.The results indicate that while the social cohesion effect seems remarkable on several dimensions, the income and employment effect is at best weak and materialises only for specific groups of individuals. Qualitative and quantitative evidence supports the validity of the approach to achieve social cohesion. More than design or implementation problems, the lack of stronger employment effects appears to be driven by structural context conditions like limited labour market absorption capacity, legal work permission constraints, gender barriers and similar hindering factors.We derive the following main recommendations from the analysis: TVET measures need a careful context analysis (including labour market capacities, legal work barriers) to ensure that the necessary conditions for TVET to succeed are in place. This is particularly relevant in terms of employment effects, which appear to be elusive. Inclusive TVET measures seem to be an effective tool to improve social cohesion. However, if social cohesion effects are valued not just as an "add-on" to employment effects but as primary goals, the question arises if alternative interventions might be more efficient. This question is particularly salient given the modest evidence regarding employment and income effects. The evidence base of the impact of (inclusive) TVET programmes needs to be expanded. Knowledge gaps that need to be closed include TVET's impact on displaced populations, its potential societal effects, differential gender effects, and medium- to long-term employment and income effects.

Mit der Begleitevaluation der arbeitsmarktpolitischen Integrationsmaßnahmen für Geflüchtete sollen wissenschaftlich fundierte Erkenntnisse über die Inanspruchnahme, Umsetzung und Wirkungen der wesentlichen Instrumente der aktiven Arbeitsmarktpolitik im SGB II und SGB III zur Förderung der Integration von Geflüchteten in Ausbildung und Arbeit gewonnen werden. Dabei werden auch Kontextfaktoren wie z. B. die regionalen Rahmenbedingungen sowie die Bedeutung der Sprachförderung in den Blick genommen. Zielgrößen sind neben Fortschritten auf dem Weg in Ausbildung und Arbeit auch Fortschritte bei Dimensionen sozialer Teilhabe, die gute Frühindikatoren für eine erst später erfolgende Arbeitsmarktintegration von Geflüchteten darstellen. Dieser Zwischenbericht dokumentiert den bis zum 31. Oktober 2019 erreichten Projektfortschritt und präsentiert empirische Befunde auf Grundlage der bis zu diesem Zeitpunkt verfügbaren umfangreichen projektspezifischen Datenbasis.
Dieser Schlussbericht präsentiert wissenschaftliche Erkenntnisse über Umsetzung, Inanspruchnahme, Wirkungen und Wirtschaftlichkeit der arbeitsmarktpolitischen Integrationsmaßnahmen für Geflüchtete. Es werden die Fragen beantwortet, wie effektiv und effizient die zentralen Maßnahmen der Arbeitsförderung in den Rechtskreisen SGB II und SGB III für Personen im Kontext von Fluchtmigration im Hinblick auf ihre Arbeitsmarktintegration und soziale Teilhabe sind, und welche Faktoren, wie etwa Sprachförderung und individuelle und lokale Kontextfaktoren, die Maßnahmenwirksamkeit verstärken oder hemmen. Die kausalanalytisch angelegte Auswertung administrativer Daten wird durch die Untersuchung von Befragungsdaten und eine umfassende Implementationsanalyse ergänzt. Aus den empirischen Erkenntnissen abgeleitete Handlungsempfehlungen geben schließlich Impulse, um die Organisation, Prozesse und Rahmenbedingungen der arbeitsmarktpolitischen Integrationsmaßnahmen für Geflüchtete so zu gestalten, dass ihre positiven Wirkungen weiter verstärkt werden können.
