Abstract
This study estimates the prevalence of non-take-up of social assistance using administrative data from the Canton of Bern. Regional variation in non-take-up rates is then used to study the contextual effects of social norms with respect to welfare receipt legitimacy. Social norms are proxied with the degree of urbanity, language regions and communal voter shares of left- and right-wing parties. Multiple regression analysis, extended by several robustness checks, suggests that social norms do indeed have an impact on take-up behavior.

Moderne Wohlfahrtsstaaten bieten in der Regel Schutz vor Armut, in dem Haushalten unter der Grenze des Existenzminimums durch Sozialhilfe unterstützt werden. In den meisten Ländern wird von dieser Möglichkeit jedoch nicht erschöpfend Gebrauch gemacht. Wenn Nichtbezugsquoten hoch sind, ist fraglich, inwiefern die Instrumente der Armutspolitik adäquat konzipiert sind. Auf der Basis von Steuerdaten des Kantons Bern ermittelt die vorliegende Studie den Bevölkerungsanteil mit rechnerischem Anspruch auf Sozialhilfe. Der Anteil der Nichtbeziehenden wird dabei auf 26,3 Prozent geschätzt. Die Analyse der regionalen Unterschiede legt ferner die Vermutung nahe, dass neben rein pekuniären Faktoren, soziale Erwartungen und Einstellungen zum Sozialhilfebezug mit eine Rolle bei der Nichtinanspruchnahme von Sozialhilfeleistungen spielen. Diese tragen zur Erklärung des in vielen Studien gefundenen Unterschieds des Nichtbezuges von Stadt und Land erheblich bei, neben weiteren Faktoren wie die Wirtschaftsstruktur und die Dichte der sozialen Netzwerke.

Most western societies provide social assistance for households that lack the resources to maintain a minimum living standard. However, redistributive effectiveness of such policies can be compromised if eligible recipients do not claim the benefits they are entitled to. If non-take-up rates are high, it is questionable whether anti-poverty schemes are designed adequately. This paper follows two main goals. First, although non-take-up rates may be assumed to be high also in Switzerland, previous estimates for Switzerland are problematic due to methodological shortcomings (most important missing information on wealth). This study provides results based on an alternative estimation approach using tax data from the canton of Bern. Second, I exploit regional variation in non-take-up rates to study potential stigma effects. As expected, non-take-up rates decrease when wealth is controlled for; the non-take up estimation drops from 51.7 percent (without wealth) to 23.6 percent (including wealth). There is substantial regional variance, that is used for further analyses by fitting a multilevel-model with municipalities as level-1 and social service regions as level-2 units. Non-take up indeed can be related to several variables that theoretically can be associated with different regional norms (rural vs urban areas and French speaking vs German speaking part). Social norms are proxied with voters share for parties that have "social assistance" explicitly on their political agenda. As theoretically expected, non-take-up rises with rising support for the restrictive Swiss People's Party (SVP) and falls with rising support for the social democratic Party (SP). These findings are in line with stigma theory, but should not be interpreted as a final test of the assumed relationship.

This association is tested against other potential explanations like the urban-rural divide, population density, economic structure, and the degree of need using multiple regression models. Sensitivity analysis is additionally carried out using methods of robust regression, but the effect remains, suggesting that social norms do indeed have an impact on take-up behavior and partly explain the nontake-up divide between rural and urban areas.

Obwohl das BFS regelmässig Armutsindikatoren auf nationaler Ebene veröffentlicht, bleibt das Bild zur Armut in der Schweiz lückenhaft. Es fehlen flächendeckende und vergleichbare Indikatoren zur Armutssituation in den Kantonen, obwohl die Bekämpfung der Armut zu einem grossen Teil in die Zuständigkeit der Kantone fällt. Derzeit erstellen einige Kantone in unregelmässigen Abständen Armutsberichte, andere analysieren den Sozialleistungsbezug und für eine dritte Gruppe liegen keine Kennzahlen vor. Diese fragmentierte Informationslage erschwert das Vorankommen in der Armutspolitik. Die Berner Fachhochschule und Caritas Schweiz haben deshalb ein Modell eines Armutsmonitorings entwickelt, mit dem die Kantone regelmässig eine vergleichbare Grundlage zur Armutssituation und -entwicklung erstellen können. Dank neuen Möglichkeiten des Data-Linkage können bestehende Daten auf Kantonsebene für ein Armutsmonitoring genutzt werden. Das Modell stützt sich auf kantonale Steuerdaten ab, welche weiteren statistischen Daten verknüpft werden. Diese neue Datenbasis bietet grosses Potenzial für ein umfassendes Monitoring in der Schweiz.

Globalisierung, Digitalisierung und Krisen verändern die Armutsrisiken. Um rechtzeitig darauf reagieren zu können, ist die Armutspolitik auf eine regelmässige und solide Faktenlage angewiesen. Als Grundlage für die Erstellung dieser Informationen hat die Berner Fachhochschule deshalb gemeinsam mit Caritas Schweiz ein Modell entwickelt, mit dem die Armutsbeobachtung in der Schweiz erheblich verbessert werden kann.

This paper shows the potential of administrative data to grant us a more complete picture of the redistributive effects of the visible (tax rates) and hidden (tax deductions) instruments of the fiscal welfare state. Based on administrative tax data from a large Swiss canton, we apply a gini-based redistributive effect decomposition to demonstrate how several taxes and deductions impact the post-tax income distribution. We show that tax deductions drastically reduce the redistributive effect of taxes because lump sum deductions in a progressive tax system lead to greater tax relief for higher income earners. Moreover, high income earners have additional options to claim deductions such as real-estate expenses or extra-mandatory payments to the pension scheme. Comparison over time furthermore shows that the role of deductions for real-estate expenses decreased. All in all, because deductions reduce the redistributive effect of taxes, they lead to higher post tax income inequality compared to a hypothetical system without deducations. The redistrubtive effect of the tax system should therefore be studied, not only with respect to tax rates, but also with respect to deductions.

The project is methodologically inspired by an previous study carried out by Wolf Linder at IDHEAP in Lausanne in 1985 on the subject of "legal inflation". At that time, the population and development of Swiss laws from 1947 to 1982 were statistically documented and evaluated on the basis of a complete survey. Based on a methodological approach that, similar to demography, distinguishes between population and flow variables, the growth of legislation with all additions and removals as well as the evolution of the scope of legislative activity were collected and analysed for all legislative bodies and standardisation levels as well as the various fields of activity. The predominantly descriptive study, published in a journal article and in book form, provided for the first time a comprehensive picture of the longer-term evolution of legislative activity and also refuted popular assertions such as that of "legislative inflation" or the increase in "prescriptive" vis-à-vis the "constitutional state".
The current project examines legislative activity from 1983-2007, enabling a second 25-year period to provide interesting information and comparisons with the results of the previous study. However, in line with the further developed state of research and the statistical data now available on parliamentary and general Swiss policy research, a number of new analytical questions offer themselves:
- Can the "internationalization of politics" also be determined at the level of intensified international legislative activity and typical areas (above all economic and environmental legislation), as postulated in the literature on globalization?
- Does the legislative activity in individual areas (e.g. environmental law) follow economic cycles?
- Does strong controversy lead to longer treatment of a bill, but to more frequent revision of the law?
- Does globalisation lead to a stronger position of the executive in lawmaking or, conversely, has parliamentary reform led to a stronger position of the Councils in legislation?

Since the 1960s, a specific stream of literature in the field of social welfare has been concerned with the phenomenon of non-take-up, i.e. people who are entitled to social benefits but do not receive them. This issue of non-take-up is becoming increasingly salient and reaching policy agendas, including in Switzerland. It questions both the conditions of access to social benefits and their adequacy or even legitimacy when some people prefer not to claim their rights. What does non-take-up say about the aims of social policies and the way they are perceived by concerned people? What does it say about the underlying norms of those policies and the ways these norms are incorporated or contested by (potential) beneficiaries? What does it say about the public service and its capacity to reach its communities and support them? This special issue starts with an introduction to the topic of non-take-up of health and social benefits, focusing more specifically on the case of Switzerland. Building on this state of the art, the agenda is further developed to explore what non-take-up of social benefits says about the reconfiguration of the relationship between citizens and the state. The five authors of the special issues contribute to this new research agenda in three different ways: by emphasizing the temporal dimension of non-take-up; by supporting a view of recipients as capable and critical actors; and by arguing for a systemic and relational approach to non-take-up. ; Seit den 1960er Jahren befasst sich eine spezifische Literaturströmung der Soziologie des Wohlfahrtsstaates mit dem Phänomen des Nichtbezuges, d.h. mit Menschen, die Anspruch auf Sozialleistungen haben, diese aber nicht erhalten. In den letzten Jahren gewann diese Thematik zunehmend an Aufmerksamkeit und erreicht die politische Agenda, auch in der Schweiz. Globalisierung, Digitalisierung und Krisen verändern die Armutsrisiken. Deshalb ist die Politik in der Armutsbekämpfung auf eine solide Faktenlage angewiesen. Die Berner Fachhochschule (BFH) hat gemeinsam mit Caritas Schweiz ein Modell entwickelt, das die Armutsbeobachtung im Land erheblich verbessern kann.
