Zusammenfassung
Die Finanzkrise von 2007/2008 gilt weithin als die schwerwiegendste globale Finanzkrise seit der Großen Depression. Während Akteure der etablierten Institutionen des Finanzsystems seinerzeit versucht haben, durch hektische Eingriffe den Kollaps des Finanzsystems abzuwenden, haben verschiedenen Protestbewegungen begonnen, über Alternativen nachzudenken. Dieser Beitrag befasst sich mit einem aktivistischen Alternativgeldexperiment, das uns seitdem besonders beschäftigt hat: Bitcoin. Dabei wird untersucht, wie sich Bitcoin seit seinen Anfängen entwickelt hat, welche Fragen es aufgeworfen hat und welche Implikationen sich aus den Erfahrungen mit diesem Experiment ergeben.

AbstractThe emerging blockchain technology is expected to contribute to the transformation of ownership, government services and global supply chains. By analysing a crisis that occurred with one of its frontrunners, Ethereum, in this article I explore the discrepancies between the purported governance of blockchains and the de facto control of them through expertise and reputation. Ethereum is also thought to exemplify libertarian techno‐utopianism. When 'The DAO', a highly publicized but faulty crowd‐funded venture fund was deployed on the Ethereum blockchain, the techno‐utopianism was suspended, and developers fell back on strong network ties. Now that the blockchain technology is seeing an increasing uptake, I shall also seek to unearth broader implications of the blockchain for the proliferation or blockage of global finance and beyond. Contrasting claims about the disruptive nature of the technology, in this article I show that, by redeeming the positive utopia of ontic, individualized debt, blockchains reinforce our belief in a crisis‐ridden, financialized capitalism.

How can we make sense of tensions and contradictions in digitally mediated practices of anonymity and identification? This article calls for foregrounding computer protocols as key sites for locating how agency amongst increasingly complex sets of relations between human and non-human actors is impacting contemporary (in)security. We distinguish agency within and between contemporary finance/security infrastructures by tracing the development, application and updating of a particular set of computer protocols – blockchains. Locating agency at the site of these and other computer protocols, we argue, exposes security politics that have largely remained overlooked in the ongoing engagement of critical security studies with science and technology studies. Widening engagements with security devices, this article also broadens the interdisciplinary engagements of critical security studies with new media and software studies.

AbstractHow do applications of emergent technologies contribute to the social legitimacy of finance? To address this question, we examine a set of technologies that have received increasing industry, media, and scholarly attention over the past decade: blockchains. Harnessing the concepts of 'moral economy' and 'scandal', we identify both possibilities and limits for blockchain applications to legitimate a range of monetary and investment activities. However, we also find that a persistent individualisation of responsibility for failures and shortcomings with 'live' blockchain experimentation has undermined the potentially legitimating aspects of this technology. Combining a reliance on technological fixes with a persistent individualist moral economy, we conclude, works against efforts to confront head-on the tensions underpinning the on-going legitimacy crises facing finance.

Die meisten Versprechungen der Technik wurden nicht erfüllt, auch wenn sich in den entstanden Arbeitswelten Formen guter digitaler Arbeit finden. Als Digitalisierungsmythos beeinflussen Blockchains aber arbeitspolitische Prozesse auf Mikro- und Makroebene. Im Verteilungskampf um Digitalisierungsgewinne und bei der Abwehr von Überwachungs- und Kontrollpraktiken kann es sinnvoll sein, den Mythos als "Instrument der Umwälzung" aufzufassen, eröffnet er doch Freiheitsgrade und ermöglicht Aufklärung über Aufklärung.

Im Jahr 1974 verunsicherten eine Reihe von Bankenkrisen viele der größten Volkswirtschaften der Welt. Die Prominenteste, die Herstattkrise in Deutschland, verursachte große Schockwellen durch das entstehende globale Finanzsystem. Rückblickend markiert die Krise den Beginn eines langen Trends der diskontinuierlich steigenden Finanzinstabilität, der in der Krise 2007/08 gipfelte. Im Rückblick scheint die Krise ein Vorspiel oder Vorwort zu sein, wenn nicht sogar das erste Kapitel einer sich abzeichnenden Ära der Finanzialisierung und der Bankenverwirrung. Als solches hätte es die Reaktion derjenigen beeinflussen können, die die finanzielle Instabilität analysieren und darauf reagieren. Aber wie haben zeitgenössische Beobachter die Episode tatsächlich interpretiert und kontextualisiert? Welche Auswirkungen hat das auf die professionelle Sichtweise und die Politik für den Finanzsektor? Mit Schwerpunkt auf Deutschland überprüfen wir eine umfangreiche Sammlung von Zeitdokumenten, um die Auswirkungen der Krise von 1974 auf die Erwartungen der Experten an Banken und Finanzen zu analysieren. ; In 1974, a series of banking crises unsettled many of the world's largest economies. The most prominent of them, the Herstatt crisis in Germany, sent major shock waves through the nascent global financial system. In retrospective, the crisis marks the beginning of a long trend of discontinuously rising financial instability that culminated in the crisis of 2007/08. In retrospect, the crisis appears to be a prelude or preface, if not the first chapter of a looming era of financialization and banking turbulence. As such, it could have shaped the response of those analyzing and responding to financial fragility. But how did contemporary observers in fact interpret and contextualize the episode? What mark did it leave on professional views and policies on the financial sector? With a focus on Germany, we review an extensive set of contemporary documents to analyze the impact of the 1974 crisis on experts' expectations towards banks and finance.
