This paper discusses the European Commission's proposal for a New Pact on Migration and Asylum, and emphasizes that the current gridlock of the European Union (EU) in the field of asylum is rooted in a status quo problem: the EU's approach to asylum is characterized by a static policy core and a lack of institutional capacity building. This status quo problem limits sustainable internal solutions by the EU and its member states and shifts the weight onto the external dimension of migration and asylum.
This contribution takes a look at the phenomenon of 'gender-nationalism'. It argues that references about gender equality and women's rights play an important role in contemporary politics of belonging: these references are used as boundary markers in nationalist narratives, constructing the self versus the immigrant other. The contribution traces the emergence of this phenomenon in Europe, and focuses on its occurrence in recent debates. It concludes that whilst gender equality is a crucial claim that needs to be upheld in the public sphere, we also need to pay attention to intersectional mechanisms of exclusion and oppression which are at play in contemporary versions of gender nationalism.

Der arabische Frühling hat auch ein europäisches Gesicht: Bilder von der italienischen Insel Lampedusa, Bilder von Fischerbooten gefüllt mit flüchtenden Menschen, und die öffentlich geäußerte Befürchtung von europäischen Politikern, dass Europa von Flüchtlingen überströmt werden würde. Kaum ein anderes Bild, als das von den auf der italienischen Insel Lampedusa ankommenden überquellenden Fischerbooten hat die europäischen Medien in den letzten Monaten eindrücklicher geprägt als dieses. Eine der Antworten Europas auf die auftretenden Migrationsbewegungen lautet "Hermes" - eine von der europäischen Grenzschutzagentur FRONTEX eingeleitete Operation, um Italien bei den ankommenden Flüchtlingen zu unterstützen. Im vorliegenden Beitrag wird herausgearbeitet, welche Antworten Europa auf die Migrationsbewegungen in der Folge des arabischen Frühlings fand und welche Auswirkungen dies auf die europäischen Migrationspolitiken hat. Um die Auswirkungen erfassen zu können, wird zunächst ein Blick auf die Entwicklungen in der europäischen Migrationskontrolle vor den Ereignissen in den arabischen Ländern geworfen. Der Beitrag gliedert sich demnach in zwei Teile: In einem ersten Teil werden aktuelle Trends in der Migrationskontrolle beleuchtet, ehe in einem zweiten Teil auf die Reaktion Europas im Zuge der Fluchtbewegungen aus dem arabischen Raum eingegangen wird. Ziel des Beitrages ist es, einen Überblick über diese Prozesse zu geben und deren Problematiken aufzuzeigen. (ICI2)
Der Beitrag betrachtet das wechselseitige Spannungsverhältnis zwischen Migrationsforschung und Migrationspolitik. Die Ausführungen basieren auf einer Reihe von ExpertInnen-Interviews und gliedern sich in folgende Punkte: (1) das Verhältnis von Politik und Wissenschaft, (2) Formen des politisch-wissenschaftlichen Austausches, (3) Zeitpunkt der Politikberatung, (4) Stand der Migrationsforschung in Österreich sowie die Fragen nach (5) der Verwissenschaftlichung der Migrationspolitik bzw. der Politisierung der Wissenschaft. Während in den letzten Jahren in Österreich sozial- und politikwissenschaftliche Migrationsforschung vor allem durch eine Intensivierung der diesbezüglichen Forschungsförderung stimuliert wird, bleibt ihr Einfluss auf politische Entscheidungen eher bescheiden. Verständigungsschwierigkeiten sowie schwer überbrückbare Differenzen zwischen politischen und wissenschaftlichen Interessen erschweren die wissenschaftliche Politikberatung in diesem Feld. (ICG2)
AbstractSeveral scholars have observed persistent gaps between policy responses to complex, ambiguous and politicized problems (such as migration, climate change and the recent Covid-19 pandemic) and evidence or 'facts'. While most existing explanations for this 'evidence-policy gap' in the migration policy field focus on knowledge availability and knowledge use by policymakers, this article shifts the focus to processes of knowledge formation, exploring the questions of what counts as 'evidence' for migration policymakers and what are the sources of information that shape their understandings of migration policy issues. It does so, by developing a network-centred approach and focusing on elite US policy-makers in the field of irregular and asylum-seeking migration. This 'heuristic case' is used to challenge existing explanations of the 'evidence-policy gap' and to generate new explanations to be tested in future research. Our findings—based on qualitative and quantitative data collected in 2015–2018 through 57 elite interviews analysed applying social network analysis and qualitative content analysis—challenge scholarly claims about policymakers' lack of access to evidence about migration. We also challenge claims that migration-related decision-making processes are irrational or merely driven by political interests, showing that policymakers rationally collect information, select sources and attribute different relevance to 'evidence' acquired. We instead highlight that knowledge acquisition processes by elite policymakers are decisively shaped by dynamics of trust and perceptions of political and organizational like-mindedness among actors, and that political and ideological factors determine what qualifies as 'evidence' in the first place.
