This book assesses the management and performance of networks in light of the rising popularity of collaborative approaches in public service delivery. It does so by examining the case of smoking-prevention networks in Switzerland. The book considers how network managers can be distinguished based on work-context related factors, and analyses how the interaction of these factors leads to either active or non-active network management within collaborative policy delivery arrangements. It also empirically investigates the effects that network management and other network-level and project-level factors have on the policy output performance of these networks. Adopting a multi-method approach combining a qualitative comparative analysis, case studies as well as Bayesian regressions, the book will appeal to academics and students of public policy, public administration, and public management. It will also be of use to practitioners responsible for the design and the management of policy delivery networks. AbstractCooperative forms of policy implementation bear the promise of being an answer to the policy delivery challenge resulting from policy growth, with the quality of network management often rated as a key success factor. The positive relationship between network management and performance in networks, however, is primarily supported by theoretical reasoning rather than empirical evidence. The present study empirically investigates this relationship in the context of rapid policy growth resulting from a change in the governance structure in the field of smoking prevention in Switzerland. The results of the analyzed 13 Swiss smoking prevention networks and the 187 associated projects show that network management improves the performance of new policy projects by facilitating access to implementing partners and target groups, but has no impact on output delivery in existing interventions. The study shows that networks, if actively managed, can be a means to ensure adequate enforcement in the context of increasing numbers of new policies.

The non-implementation of political decisions is a major challenge of contemporary political life. Policy analysis has devoted careful attention to implementation gaps resulting from administrative non-compliance with political orders. However, the fact that political authorities actually want to enforce all policies should not be taken for granted. This article proposes a conceptual model that systematically accounts for cross-agency divergence and convergence processes both at the political and at the street levels. We find that in inter-sectoral policies, dissent between different heads of agencies (political level) or between groups of implementing bureaucrats (street level) rather than dissent between the political and the street-level can be a major cause of non-compliance. Based on a comparative dataset on the implementation of the smoking ban in 12 Swiss states, the article analyzes cross-agency fragmentation processes. It advocates a stronger dialogue between street-level bureaucracy and policy coordination literatures, and nuances the conceptualization of (non-)compliance in a cross-agency context.

Therefore, this article broadens the debate and follows the call by previous studies to pay attention to evaluation clients, which have been identified as the main influencing stakeholders within evaluation processes. The findings of an online survey among Swiss evaluation clients show that most clients have never been told by evaluators that they put the latter under pressure, even though previous studies found that half of the evaluators feel pressured. Nonetheless, clients frequently experience conflicts during evaluations that are often caused by a lack of a common understanding between evaluators and clients. Thus, we conclude that preventive measures are needed to increase the parties' mutual comprehension, and ultimately, the quality of evaluation results.

This article proposes the extension of a conceptual framework aimed at analysing policy mixes and their outcomes and demonstrates its value added for the study of sustainability transitions. The argument is that policy mixes research should not focus only on the form of policy instruments, but also on their implementation context. Policy mix form designates the specific policy instruments that are involved according to a policy strategy. Policy mix context includes the specific setting where each policy measure is implemented, such as enterprise or family. It also includes the specific target group of each measure, such as youth or smokers. We apply this conceptual framework to the policy concept and implementation of tobacco control policies in Switzerland, which are an exemplary case for analysing transitions as they are geared towards behavioural change. In a mixed method approach, we triangulate different sets of quantitative and qualitative indicators in order to assess the implementation of eleven subnational policy mixes. Our findings show that taking into account the moderating role of settings between policy instruments and target groups allows for a more in depth analysis of policy processes. Observing the interactions between the four elements policy instruments, policy strategy, the implementation settings and the target groups allows capturing the complexity of policy mixes, at the crossroads of policy design, policy implementation and policy outcomes. Taking implementation settings and target groups into account in the analysis of policy mixes allows for a refined understanding of policy compliance and thus, from a broader perspective, of sustainability transitions.

The evaluation embraces the federal level, the cantonal program level, and the project level where target groups are directly addressed. We employ Pawson and Tilley's realist evaluation approach, in order to do justice to the varying context factors that impact the cantonal programs leading to varying effectiveness of the implemented activities. The application of the model to the canton of Uri shows that the numerous vertical and horizontal relations play a crucial role for the program's effectiveness. As a general learning for the evaluation of complex programs, we state that there is a need to consider all affected levels of a program and that no monocausal effects can be singled out in programs where multiple interventions address the same problem. Moreover, considering all affected levels of a program can mean going beyond the borders of the actual program organization and including factors that do not directly interfere with the policy delivery as such. In particular, we found that the relationship between the cantonal and the federal level was a crucial organizational factor influencing the effectiveness of the cantonal program.

Policy evaluation literature has stressed the importance of independence of evaluations to guarantee objective evidence collection. The evaluator–client relationship is critical in this respect, since it contains inherent tensions due to the necessity for independent assessments alongside requirements for increased responsiveness to clients' interests. Despite this distinct relationship, the client perspective has only recently received attention in research. This article presents findings from a survey among US evaluation clients and compares these to existing evidence from Switzerland. Unlike previous studies, we distinguish between constructive and destructive client influences. We show that professional experience and client familiarity with evaluation standards increase the likelihood of constructive influences aimed at improving evaluation results. Nevertheless, the findings indicate that dissatisfaction with an evaluation increases client's attempts at influence that may be destructive. By discussing both motives behind influence and potential preventive measures, this article seeks to contribute to the increased social impact of policy evaluations.

Dieser Bericht präsentiert die Erkenntnisse des Vergleichs der 14 kantonalen Tabakpräventionsprogramme (kTPP), die die nachfolgenden Kantone zwischen 2012 und 2020 umgesetzt haben (chronologisch nach Startzeitpunkt geordnet): Uri, Zug, Solothurn, St. Gallen, Zürich, Wallis, Jura, Thurgau, Basel-Stadt, Freiburg, Waadt, Basel-Landschaft, Tessin und Neuenburg. Diese Programme wurden vom Tabakpräventionsfonds (TPF) wesentlich mitfinanziert und in den freiwillig teilnehmenden Kantonen von Netzwerken aus staatlichen und nichtstaatlichen Akteuren umgesetzt. Der TPF führte die neue Programmstruktur mit den Hauptzielen ein, eine besser koordinierte, vermehrt evidenzba-sierte Tabakprävention in der Schweiz und insbesondere auch auf der kantonalen Ebene zu erreichen, in welchen neben den NGOs auch die Kantone eine verstärkte Rolle einnehmen sollten. Die teilnehmenden Kantone verpflichteten sich, neben der Koordination auch den drei Handlungsfeldern Verhaltensprävention, strukturellen Prävention (auch Verhältnisprävention genannt) sowie Information und Meinungsbildung genügend Rechnung zu tragen. Auch der gesundheitlichen Chancengleichheit sollte in den Programmen besondere Wichtigkeit beigemessen werden. Die Planung wie auch Umsetzung der kTPP brachte für die Tabakprävention einige zentrale Vorteile mit sich: Erstens ist die Tabakprävention in 14 Kantonen aufgrund der Bündelung in ein kantonales Programm und der dadurch erfolgten Koordination und Abstimmung der Aktivitäten kohärenter geworden. Zuvor bestehende Lücken in den kantonalen Massnahmen konnten gezielt gefüllt werden, indem beispielsweise neue Aktivitäten für Zielgruppen und in Settings umgesetzt wurden, die zuvor nur wenig oder keine Beachtung erhielten (bspw. Migrationsbevölkerung, Personen aus dem Strafvollzug und PatientInnen aus Suchtbehandlungsinstitutionen sowie medizinisches Setting, offene Jugendarbeit). Dies kam nicht zuletzt auch der gesundheitlichen Chancengleichheit zugute, da unter anderem besonders vulnerable Zielgruppen erreicht wurden. Zweitens profitierten auch die einzelnen Massnahmen von der verbesserten Koordination, indem eine gegenseitige Bewerbung und inhaltliche Unterstützung stattfand, wobei insbesondere die neuen Partnerschaften zwischen staatlichen und nichtstaatlichen Akteuren anerkennenswert sind. Drittens vermochten die eingeführten Selbstevaluationsprozesse ein evaluatives Denken sowie die Logik der evidenzbasierten Politik im Bereich der Tabakprävention zu verankern. Das wiederum begünstigte die Aktivitäten durch die verbesserte Reaktivität vieler Umsetzungsakteure, wenngleich teilweise weiterhin Optimierungspotenzial bei der Steuerung der einzelnen Präventionsprojekte im Falle von Umsetzungsproblemen be-steht. Viertens ermöglichte die Programmstruktur durch die stärkere Integration der kantonalen Verwaltung eine intensivierte interdepartementale Kooperation, die vor allem auf die strukturellen Massnahmen einen positiven Effekt hatte. Durch den engeren Austausch zwischen den Gesundheitsämtern und anderen Verwaltungsstellen wie den Lebensmittelinspektoraten oder der Polizei konnten Vollzugsprozesse vielerorts systematisiert und koordiniert werden. Fünftens hatten die Programme einen starken symbolischen Wert, indem dem Thema Tabakprävention durch die reine Durchführung eines kantonalen Programms eine grosse Wichtigkeit beigemessen wurde. Diese demonstrierte politische Unterstützung hatte nicht zuletzt auch einen positiven Effekt auf die Motivation der umsetzenden Partner, was schliesslich den Tabakpräventionsaktivitäten zugutekam. Sechstens konnte die Wirksamkeit vieler kantonaler Tabakpräventionsaktivitäten als Folge der kohärenteren, evidenz-basierten, besser koordinierten und gesteuerten Massnahmen verstärkt werden. Dies zum einen weil die Wirkungszusammenhänge innerhalb vieler Projekte durch das vorgenannte evidenzbasierte und evaluative Denken verbessert wurden, womit bessere Effekte auf die Einzelnen erzielt werden konnten. Zum anderen wurde durch die verstärkte Kooperation in den Kantonen die Reichweite einer Vielzahl von Projekten erhöht, womit schliesslich mehr Personen erreicht werden konnten. Trotz dieser vielen Fortschritte stehen die Tabakpräventionsakteure auch in Zukunft vor Herausforderungen, denen sie sich annehmen müssen. In absehbarer Zeit steht ein wichtiger struktureller Wechsel im Tabakpräventionssystem an, der die Gefahr birgt, dass die im Rahmen der kantonalen Programme gemachten Fortschritte nicht beibehalten werden können. Alle Akteure – der TPF, die Kantone sowie die nichtstaatlichen Partner – sind daher gefordert, gewisse zentrale Elemente der kTPP beizubehalten und zugunsten einer wirkungsvollen Tabakprävention weiterzuführen. Diese weiterzuführenden Kernaspekte umfassen erstens das Beibehalten und Ausbauen der integrativen Steuerungs- und Umsetzungsstruktur zwecks Einbezugs verschiedener Verwaltungsstellen, nicht-staatlicher Akteure als auch der kommunalen Ebene. Nur so kann die Tabakprävention auch in Zukunft von einer kohärenten Strategie und einer gewinnbringenden, Sektor- und Themenübergreifenden Kooperation profitieren. Zweitens sollte eine zentrale Koordination und Steuerung der kantonalen Aktivitäten auch in Zukunft ein Kernelement der Tabakprävention sein. Dabei sollten Aktivitäten wie die Umsetzung jährlicher Workshops, der Aufbau von Arbeitsgruppen, die Unterstützung der Multiplikatorenakquise sowie die Identifikation von Optimierungspotenzial zu den Hauptaufgaben einer solchen Programmsteuerung gehören sollten. Drittens erscheint es zwecks weiterer Stärkung der evidenzbasierten Tabakprävention unabdingbar, dass die regelmässigen Selbstevaluationen weitergeführt werden, womit auch die Wirkung auf die Zielgruppen aufgrund der regelmässigen Gegenüberstellung von Erreichtem und Geplantem erhöht werden kann. Viertens müssen die Tabakpräventionsakteure eine weitere Stärkung der strukturellen Prävention anstreben, sowohl hinsichtlich des Vollzugs bestehender gesetzlicher Grundlagen als auch hinsichtlich der Einführung neuer, präventionsfreundlicherer Regulierungen. Auf Basis der Erkenntnisse aus den 14 Kantonen wurden die nachfolgenden 20 Empfehlungen erarbeitet. Um diese umsetzen zu können, bedarf es der Weiterführung der förderlichen Zusammen- und Mitarbeit aller in die Tabakprävention involvierten Akteure.
