Los Angeles and the Future: Uprisings, Identity, and New Institutions
The emergence of exclusionary politics & culture & the ideology of individualism in Los Angeles, CA, are discussed in reference to the need for new institutions. It is argued that racial & ethnic division has been a defining characteristic of Los Angeles since its founding, a division that has been maintained through a variety of political, economic, cultural, & social channels. A number of legislative procedures were introduced in the early 1900s with the implicit goal of confining racial & ethnic minorities to segregated neighborhoods. Further, the white majority has maintained political control through nonpartisan at-large elections & restructuring of electoral districts when minorities gain a population advantage. Although the absence of white workers encouraged geographic mixing & minority immigration during WWII, white families fled to the suburbs following the war, resulting in the racial & ethnic ghettoization of central Los Angeles. It is concluded that this persistent segregation & individualism can be tempered through the establishment of assemblies for disadvantaged groups, giving them the opportunity to articulate their traditionally neglected concerns & pursue collective, rather than individual, goals. 45 References.
