The discourse coalition of ecological modernization is examined. Contemporary environmental politics is dominated by a policy- or regulation-oriented discourse of ecological modernization. Three ideal-typical interpretations of ecological modernization are discussed: institutional learning, technocratic project, & cultural politics. Each is a social construction that advances particular preferences for the future of society, but their simultaneous existence leads to the inevitable conclusion that the environmental crisis cannot be taken at face value but must be deconstructed & then reassembled. A cultural politics that reveals the social & cultural consequences of adopting any of the interpretations of ecological modernization is needed to open unfettered debate on the environmental problematic. 37 References. What kind of policy analysis is required now that governments increasingly encounter the limits of governing? Exploring the new contexts of politics and policy making, this book presents an original analysis of the relationship between state and society, and new possibilities for collective learning and conflict resolution. The key insight of the book is that democratic governance calls for a new deliberatively-oriented policy analysis. Traditionally policy analysis has been state-centered, based on the assumption that central government is self-evidently the locus of governing. Drawing on detailed empirical examples, the book examines the influence of developments such as increasing ethnic and cultural diversity, the complexity of socio-technical systems, and the impact of transnational arrangements on national policy making. This contextual approach indicates the need to rethink the relationship between social theory, policy analysis, and politics. Die Frage nach einem Ende oder einer Wiederkehr der Politik wird im einleitenden Beitrag des Sammelbandes im theoretischen Bezugsrahmen einer Unterscheidung zwischen einfacher und reflexiver Modernisierung - Modernisierung der Moderne - aufgeworfen und durchleuchtet. Heute, an der Wende zum 21. Jahrhundert sind wir mit den Herausforderungen und Paradoxien einer "Modernisierung der Moderne" oder reflexiven Modernisierung konfrontiert, in der die Konsequenzen, Grenzen und Widersprüche einfacher Modernisierung selbst kontrovers thematisiert werden. Es handelt sich also nicht nur um einen Wandel im Bezugsrahmen der klassischen Soziologie, sondern um einen kategorialen, einen Wandel des Bezugsrahmens, einen Gesellschafts- und Politikwandel also, der sich signifikant von früheren Phasen der sozialen Evolution in modernen Gesellschaften unterscheidet. Dazu will das Buch einen spezifischen Beitrag leisten indem induktiv, in einer empirischen Phänomenologie reflexiver Modernisierung, diese Grundidee veranschaulicht, befragt, ausdifferenziert und modifiziert wird.
