La difficile reconversion de l'agriculture étatique en Pologne

L'auteur retrace (jusqu'à la fin de 1994) la courte histoire de la privatisation de l'agriculture étatique en Pologne (17,7 % de la SAU en 1989). La loi du 19 octobre 1991 en a défini les règles. La totalité des opérations est assurée par l'institution fiduciaire du Trésor public, c'est-à-dire l'Agence de la propriété agricole du Trésor public. A la fin de 1994, la reprise des biens, marquée par l'autofinancement de l'Agence, est achevée. Pour des raisons financières (manque de capitaux) et juridiques (absence d'une loi sur la reprivatisation), les solutions transitoires (le bail - 46 % des terres, la gestion provisoire - 41 %) dominent le réaménagement des terres, la vente n'en concernant approximativement que 3 %. La présence de l'Agence est toujours nécessaire. De ce fait, elle devient - outre les agriculteurs, les ex-salariés des fermes d'Etat, les anciens propriétaires et les créanciers - le cinquième acteur social de la privatisation.

Artykuł jest częścią interdyscyplinarnego projektu badawczego "Wiejskie okruchy pandemii – społeczności i ich instytucje" realizowanego w Instytucie Rozwoju Wsi i Rolnictwa Polskiej Akademii Nauk. Celem badań jest analiza zachowań i działań władzy i społeczności lokalnej wobec pandemii COVID-19. Prezentowane w niniejszym tekście wyniki to efekt badań w jednej z wielkopolskich gmin, wykorzystujących obserwację bezpośrednią uczestniczącą, analizę dokumentów, ale przede wszystkim badań ilościowych prowadzonych w kwietniu 2021 r. na reprezentatywnej grupie dorosłych mieszkańców tejże gminy.
Temporal and spatial diversification of rural social structure: The case of Poland

AbstractThe article presents a temporal and spatial analysis of the social structure of rural Poland – currently a home to two‐fifths of the national population. In the first – temporal – dimension, the focus is on changes that have taken place since the post‐communist transformation. The aim of the analysis was to explain the mechanisms of change, that is, identify the processes that brought about those changes. We assumed that transitions in the rural social structure progressed differently than in the rest of society: they were deeper, followed different trajectories and resulted in fundamentally changed proportions between the rural structure's elements. In the other – spatial –dimension, we investigated the territorial diversity of the contemporary social structure. The social structure morphology was analysed on the basis of the proportions between three major social/occupational segments: farmers, workers and the middle class. Their distinction was determined by the trajectories of social structure change starting from the 1990s: depeasantisation, proletarianisation and gentrification. The study has revealed the complexity of the process of change as well as the unique character of the process of deagrarianisation, its depth/intensity being determined by the spatial diversity of types of rural social structure.

À l'occasion du 100 e anniversaire de l'indépendance de la Pologne en 2018, l'Institut du développement rural et de l'agriculture a édité un ouvrage consacré à la publication des souvenirs des habitants de la campagne. Il présente un choix de témoignages collectés auprès des agriculteurs et de leurs familles dans le cadre d'un concours de récits mémoriels, organisé avec l'appui d'une maison d'édition de magazines destinés aux agriculteurs. Les histoires de vie ainsi recueillies sont pleines des évènements dramatiques traversés par la paysannerie polonaise au cours du siècle passé. Ces témoignages constituent un matériau précieux pour les chercheurs de l'Académie polonaise des sciences qui leur permet d'analyser la manière dont les mémoires paysannes ont conservé et transmis les traces des vicissitudes du siècle écoulé.

Polish agriculture and the question of European integration : Contras views.
Given its productive potential and its specific structural characteristics, Poland will likely play an important role in the enlargement process of the European Union. On the basis of an analysis of official views in Brussels and Warsaw, questions are raised about the impact of political and social actors' tacit opinions and conceptions. Even though a post-communist coalition now heads the Polish government and an interventionist, protectionist policy has been adopted, a new political conception in favor of integration tends to prevail in the country. All the scenarios for integration, as foreseen by European or Polish experts, focus on assessing production potentials and the rhythm of price adjustments. But integration cannot be reduced to its economic and financial impact ; this question must also be seen in social and historical terms. Might Poland's structural heritage not thwart the convergence of agricultural policies ? Although there is a political willingness to adapt Polish farming to European requirements, the specificities of an agriculture mainly comprised of small family holdings may make it difficult for this country to accept the European agricultural model.
Les voies de la mise en œuvre du programme LEADER en Pologne
The ways in which the LEADER programme has been implemented in Poland Since Poland joined the EU, the LEADER programme has been integrated into the system of rural planning: in the National Development Plan for Rural Areas from 2004 to 2006, and in the National Strategic Reference Framework from 2007 to 2013. In this Framework, the transverse objective no. 6 concerns the development of the countryside. It is conceived of as an attempt to bring about equal chances of development and to help achieve structural changes in the rural areas. The Programme for Territorial Development is an instrument for implementing it, as are other initiatives in the field of regional policy which are part of the National Development Plan for Rural Areas and are financed by the structural funds. The implementation procedure for LEADER (2007-2013) is monitored by the local governments of the voivodeships (the Marshals' Offices). LEADER is thus linked to the system of regional planning, administered at the level of the voivodeships. ; Dès l'entrée de la Pologne dans l'UE, le Programme LEADER s'est inscrit dans le système de la planification rurale : dans le Plan national du Développement des territoires ruraux, de 2004 à 2006, dans le Cadre national stratégique de référence, de 2007 à 2013. Dans ce dernier cadre, l'objectif transversal n° 6 concerne le développement de la campagne. Il est conçu comme une recherche d'égalisation des chances de développement et comme une aide aux changements structuraux des territoires ruraux. Le Programme pour le Développement des Territoires ruraux est un instrument de sa réalisation, de même que d'autres actions du domaine de la politique régionale qui font partie du Plan national du Développement des territoires ruraux et qui sont financées par les fonds structurels. La procédure de mise en œuvre de LEADER (2007-2013) est suivie par l'autogestion des voïvodies (les Offices des Maréchaux). Ainsi, LEADER est lié au système de planification régionale, géré au niveau des voïvodies.
