Welfare and Amenity in the Work of Bertrand de Jouvenel

The opening essay of a symposium on French political philosopher Bertrand de Jouvenel (1903-1987) focuses on his economic essays. It is maintained that Jouvenel was more than a liberal economist or liberal constitutionalist. His sui generic orientation is best exhibited in his economic essays, which both laud the work of classical economists & point out their serious limitations. Jouvenel's critique of welfare economists & his insights into the consumer welfare tasks of public policy are examined, noting that he emphasized the need for welfare calculations to be supplemented by a special kind of political calculations in spite of the difficulties involved. The relationship between liberty & the science of political economy is explored, along with the link between liberty, education, & a good life. Jouvenel felt that improving life for the majority did not necessarily require a larger state. Rather, government must regulate the social sphere without direct control, a task that requires the state to be guided by both wise economists & an intelligent political science. J. Lindroth
