International audience ; Of all the interconnected threats facing the planet the top two are the climate and biodiversity crises. Neither will be be solved if we ignore the ocean. To turn the tide in favour of humanity and a habitable planet we need to recognise and better value the fundamental role that the ocean plays in the earth system, and prioritize urgent action needed to heal and protect it at the 'Earthscape' level-the planetary scale at which processes to support life operate. The countries gathering at COP26 have unparalleled political capacity and leadership to make this happen. COP26 could be the turning point, where we not only see commitments to united action for the ocean but also plans to meet those commitments based on science-led solutions that address the interconnectivity between the ocean, climate, and biodiversity. Here we first summarise some of the key ways in which the ocean contributes to and has acted as the major buffer of climate change focussing on temperature although not forgetting its role in storing CO2. Noting in particular with 'high confidence' that the ocean has stored 91% of the excess heat from global warming with land, melting ice and the atmosphere only taking up approximately 5%, 3% and 1% respectively (IPCC, 2021). We also highlight the impact of the recent large release of heat from the ocean to the atmosphere during the 2015/16 El Niño. We then present six science-based policy actions that form a recovery-stimulus package for people, climate, nature, and the planet. Our proposals highlight what is needed to view, value, and treat the planet, including the ocean, for the benefit and future of all life.

The sustainable exploitation of marine ecosystem services is dependent on achieving and maintaining an adequate ecosystem state to prevent undue deterioration. Within the European Union, the Marine Strategy Framework Directive (MSFD) requires member states to achieve Good Environmental Status (GEnS), specified in terms of 11 descriptors. We analyzed the complexity of social-ecological factors to identify common critical issues that are likely to influence the achievement of GEnS in the Northeast Atlantic (NEA) more broadly, using three case studies. A conceptual model developed using a soft systems approach highlights the complexity of social and ecological phenomena that influence, and are likely to continue to influence, the state of ecosystems in the NEA. The development of the conceptual model raised four issues that complicate the implementation of the MSFD, the majority of which arose in the Pressures and State sections of the model: variability in the system, cumulative effects, ecosystem resilience, and conflicting policy targets. The achievement of GEnS targets for the marine environment requires the recognition and negotiation of trade-offs across a broad policy landscape involving a wide variety of stakeholders in the public and private sectors. Furthermore, potential cumulative effects may introduce uncertainty, particularly in selecting appropriate management measures. There also are endogenous pressures that society cannot control. This uncertainty is even more obvious when variability within the system, e.g., climate change, is accounted for. Also, questions related to the resilience of the affected ecosystem to specific pressures must be raised, despite a lack of current knowledge. Achieving good management and reaching GEnS require multidisciplinary assessments. The soft systems approach provides one mechanism for bringing multidisciplinary information together to look at the problems in a different light.

Maerl beds occur worldwide and are formed by an accumulation of unattached calcareous red algae (Rhodophyta). Maerl-forming algae grow in a superficial living layer on sediments within the photic zone. Maerl beds are spatially complex habitats with a high degree of species and trophic group diversity. The European Commission's 'Habitats Directive' mandates the conservation management of two of the main European maerl-forming species, Phymatolithon calcareum and Lithothamnion corallioides. Mediterranean maerl beds are to be considered for inclusion in national inventories of sites of conservation interest, as required by the SPABIM Protocol of the Barcelona Convention. In spite of their importance, and the requirement for their conservation management, European maerl grounds suffer a variety of anthropogenic perturbations including direct exploitation through extraction, fishing impacts and chemical pollution by organic matter and excess nutrients. The ecology of northeast Atlantic and Mediterranean maerl beds has received little attention, in contrast to other marine communities (e.g. kelp forests, sea-grass meadows). Key conservation and management measures proposed include: the recognition that maerl beds are non-renewable resources and cannot sustain direct exploitation; prohibitions on the use of towed gear on maerl grounds; moratoria on the issue of further permits for the siting of aquaculture units above maerl grounds; monitoring of existing exploited or impacted maerl beds; the designation of 'no-take' reserves; measures to limit the impacts that might affect water quality above maerl beds; a programme of monitoring of the 'health' of European maerl beds; an awareness campaign on the biological importance of maerl beds; a higher conservation status for maerl habitats and maerlforming species in European legislation; and further research on maerl ecosystems. ; peer-reviewed

The term Blue Carbon (BC) was first coined a decade ago to describe the disproportionately large contribution of coastal vegetated ecosystems to global carbon sequestration. The role of BC in climate change mitigation and adaptation has now reached international prominence. To help prioritise future research, we assembled leading experts in the field to agree upon the top-ten pending questions in BC science. Understanding how climate change affects carbon accumulation in mature BC ecosystems and during their restoration was a high priority. Controversial questions included the role of carbonate and macroalgae in BC cycling, and the degree to which greenhouse gases are released following disturbance of BC ecosystems. Scientists seek improved precision of the extent of BC ecosystems; techniques to determine BC provenance; understanding of the factors that influence sequestration in BC ecosystems, with the corresponding value of BC; and the management actions that are effective in enhancing this value.
