The military planning system provides a structured process through which contributions from the staff, as well as superiors and subordinate units, enable the Commander's intent to unfold and become effective. Visual displays, in the form of diagrams explaining the steps in the process as well as serving as the resulting plans (often in the form of Power Point presentations) play an important role. As the Naval Warfare Publication 5-01 Navy Planning puts it, "Military planning, and by extension, Navy planning, is the process by which a commander (CDR) visualizes an end state as well as the arrangement of potential actions in time and space that will allow the realization of that future." Checklists, decision support matrixes, tables articulating risks and other tools visually displaying planning process elements are central to planning process execution. In addition, visual tools concerning the process itself can facilitate education, training and execution of the Navy Planning Process (NPP). AbstractThis article examines the reappearance of for‐profit imprisonment in the US by focusing specifically on the racial and colonialistic history of imprisonment for private profit in America. The article documents that during the two periods of American history in which corrections policy facilitated wholesale private profit through imprisonment, first during the proprietary operation of the convict lease system in the mid 1860s and again today (since the mid‐1980s), incarceration of disproportionately large numbers of African American men has been the industry's chief source of revenue. The article demonstrates a renewed focus on African American crime as the chief source of private profit in today's second era of African American mass imprisonment. The article notes the return of a transnational system of commerce capitalizing on economically and politically dispossessed prisoners for its coercive system of economic production.

This article explores the racial dynamics of contemporary prison privatization in the USA from the perspective of social disorganization theory. It relies particularly on the concepts of 'social' and 'human' capital to suggest that, due to late 20th-century imprisonment policies, a renewed understanding of prisoners as commodities has emerged. While the nature of prisoners' commodity-value has changed somewhat in modern times - prisoners are no longer profitable solely for their labor, but also now for their bodily ability to generate per diem payments for their private keepers - the historical pattern of racially distinct commerce in imprisoned human beings, most of whom are poor, non-violent, minority offenders, has returned. This article first explains the re-emergence of privatized control over prisoners in contemporary times, then moves on to examine the 'social capital' implications of prison privatization as it relates to public policy.

The portrayal of police officers on reality-based TV shows such as "Cops" is examined. The viewing public desires guns & action, but if officers were given full editorial control over their own TV coverage, they would probably present themselves more as social workers than crime fighters. Despite the public & media fixation on crime rates, violent crime, punishment through force, & a crime-fighting policy stance, the emerging trend in criminology & the reality of police work is peacemaking. Peacemaking can become the new paradigm for police work, but it will likely be challenged by traditional crime fighters who attempt to co-opt peacemaking as a reformulated strategy for once again making war, legitimizing the use of force in the name of peace. 7 References.
