New Zealand's national myths have emphasized the rural frontier. The archetypal and most commonly celebrated colonist has been the backblocks settler, the cow cockie, and to some extent the gold miner. New Zealanders have never seen much glamour in their towns. Yet from the very beginning New Zealand has been a mainly urban society. Many towns were founded in the early stages of European settlement, and New Zealand has exhibited in modified form the tendency to 'metropolitanism' characteristic of other countries that were settled in the mid-nineteenth century. The urban historian could have a very important role to play in helping New Zealanders to come to terms with, and absorb into their sense of national identity, this major aspect of their national existence.

This article suggests that lawyers and courts are largely oblivious to scientific insights regarding the value and limitations of latent fingerprint evidence. It proceeds through a detailed historical analysis of the way fingerprint evidence has been reported and challenged. It compares legal responses with mainstream scientific research. Our analysis shows that fingerprint evidence is routinely equated with categorical proof of identity notwithstanding scientific warnings that such an approach is 'indefensible'. We find that legal challenges to latent fingerprint evidence have been uniformly focused on adjectival issues (e.g. compliance with enabling legislation), leaving the validity and accuracy of this subjective comparison technique virtually unexamined since its first reception at the very beginning of the twentieth century. Lack of legal engagement with validity, error and scientific research suggest that adversarial procedures have not worked effectively to secure scientifically reliable expert evidence and that legal personnel struggle with elementary scientific reasoning.

Information on the diet of threatened species is important in devising appropriate management plans to ensure their conservation. The Australian sea lion (Neophoca cinerea) is Australia's only endemic and globally one of the least numerous pinniped species. However, dietary information is currently limited because of the difficulty in using traditional methods (identification of prey hard parts from scats, regurgitates and stomach samples) to reliably provide dietary information. The present study assessed the use of fatty acid (FA) analysis to infer diet using milk samples collected from 11 satellite tracked Australian sea lions from Olive Island, South Australia. Satellite tracking revealed that females foraged in two distinct regions; 'inshore' regions characterised by shallow bathymetry (10.7 ± 4.8 m) and 'offshore' regions characterised by comparatively deep bathymetry (60.5 ± 13.4 m). Milk FA analysis indicated significant differences in the FA composition between females that foraged inshore compared with those that foraged offshore. The greatest differences in relative levels of individual FAs between the inshore and offshore groups were for 22 : 6n-3 (6.5 ± 1.2% compared with 16.5 ± 1.9% respectively), 20 : 4n-6 (6.1 ± 0.7 compared with 2.5 ± 0.7 respectively) and 22 : 4n-6 (2.4 ± 0.2% compared with 0.8 ± 0.2% respectively). Using discriminant scores, crustacean, cephalopod, fish and shark-dominated diets were differentiated. The discriminant scores from Australian sea lions that foraged inshore indicated a mixed fish and shark diet, whereas discriminant scores from Australian sea lions that foraged offshore indicated a fish-dominated diet, although results must be interpreted with caution due to the assumptions associated with the prey FA dataset. FA analysis in combination with satellite tracking proved to be a powerful tool for assessing broad-scale spatial dietary patterns.

Background: Following the recognition that morbidity and mortality due to malaria had dramatically increased in the last three decades, in 2002 the government of Zambia reviewed its efforts to prevent and treat malaria. Convincing evidence of the failing efficacy of chloroquine resulted in the initiation of a process that eventually led to the development and implementation of a new national drug policy based on artemisinin-based combination therapy (ACT). Methods: All published and unpublished documented evidence dealing with the antimalarial drug policy change was reviewed. These data were supplemented by the authors' observations of the policy change process. The information has been structured to capture the timing of events, the challenges encountered, and the resolutions reached in order to achieve implementation of the new treatment policy. Results: A decision was made to change national drug policy to artemether-lumefantrine (AL) in the first quarter of 2002, with a formal announcement made in October 2002. During this period, efforts were undertaken to identify funding for the procurement of AL and to develop new malaria treatment guidelines, training materials, and plans for implementation of the policy. In order to avoid a delay in implementation, the policy change decision required a formal adoption within existing legislation. Starting with donated drug, a phased deployment of AL began in January 2003 with initial use in seven districts followed by scaling up to 28 districts in the second half of 2003 and then to all 72 districts countrywide in early 2004. Conclusion: Drug policy changes are not without difficulties and demand a sustained international financing strategy for them to succeed. Background: Zambia was the first African country to change national antimalarial treatment policy to artemisinin-based combination therapy – artemether-lumefantrine. An evaluation during the early implementation phase revealed low readiness of health facilities and health workers to deliver artemether-lumefantrine, and worryingly suboptimal treatment practices. Improvements in the case-management of uncomplicated malaria two years after the initial evaluation and three years after the change of policy in Zambia are reported. Methods: Data collected during the health facility surveys undertaken in 2004 and 2006 at all outpatient departments of government and mission facilities in four Zambian districts were analysed. The surveys were cross-sectional, using a range of quality of care assessment methods. The main outcome measures were changes in health facility and health worker readiness to deliver artemether-lumefantrine, and changes in case-management practices for children below five years of age presenting with uncomplicated malaria as defined by national guidelines. Results: In 2004, 94 health facilities, 103 health workers and 944 consultations for children with uncomplicated malaria were evaluated. In 2006, 104 facilities, 135 health workers and 1125 consultations were evaluated using the same criteria of selection. Health facility and health worker readiness improved from 2004 to 2006: availability of artemetherlumefantrine from 51% (48/94) to 60% (62/104), presence of artemether-lumefantrine dosage wall charts from 20% (19/94) to 75% (78/104), possession of guidelines from 58% (60/103) to 92% (124/135), and provision of in-service training from 25% (26/103) to 41% (55/135).
