PurposeThe aim of this paper is to give an empirical illustration of value co-creation and to argue for narrative methodology as a fruitful analytical strategy when exploring the processes of value co-creation.Design/methodology/approachThrough an in-depth case study in the non-profit housing sector in Denmark, the research explored how residents perceive and co-create value in a long-term service relationship. The point of departure is an understanding of value co-creation as a phenomenological construct determined by the beneficiary, and the research is based primarily on the perspectives of service-dominant logic and customer-dominant logic.FindingsThe research elucidated how value is both socially created and deconstructed through stories. Moreover, narrative analysis revealed how residents' perceptions of services are deeply embedded in context and time. In this way, the study highlighted that the co-creation of value is inherently social and temporal.Practical implicationsUnderstanding how value is perceived and negotiated by customers might assist practitioners to refine their understanding of value co-creation and lead them to address customers in more nuanced ways.Originality/valuePrevailing streams in service research on value co-creation argue for more studies and empirically grounded examples of value co-creation processes, especially those based in the customer sphere. This paper contributes to such an enhanced understanding of the process of value co-creation and gives the outline of a new methodology for studies in this specific area of service research.

While many books provide guidance to the construction of theory, the process of theorizing itself has been addressed far less. The aim of this book is to encourage researchers to reflect upon their subjective theorizing practices and to engage in dialogue about theorizing in organization studies. The aim of the paper is to explore how living labs, as a specific tool of innovation in the public sector focusing on stakeholder and citizen involvement, can enable public value creation with a commitment to democracy. The paper is based on a thorough presentation of living lab literature and two case studies of living labs within Danish local government settings. The paper reveals that living labs within Danish local government are working with multiple notions of what living labs are, the role of citizens in co-creation activities, and how living labs are legitimized. Analyzed through the lens of public value theory and the strategic triangle, the article particularly discusses how living labs can contribute to creating democratic practices that strengthen public value. Public innovation has received increasing attention in recent years. Experiments with new governance structures, such as New Public Management and New Public Governance, have challenged the traditional top-down, internally driven forms of innovation in the public sector and have entailed a search for new forms of open, collaborative and interactive innovation, implying a reframing of public innovation activities. However, introducing these new frames of innovation causes uncertainties in the public sector, necessitating better understanding of how public innovation can be changed to address societal needs. This paper uses materials from case studies of 21 public living labs across Europe to analyse the lessons that can be learned from public sector participation in living labs in terms of their contribution to reframing public innovation. The "frame" construct is used to analyse and provide an understanding of how participation in living labs helps public actors to reframe innovation and address public and societal needs. Three living lab framings for changing public innovation are identified (processual learning, restrained space and democratic engagement), and the degree of intensity of these framings with respect to involving stakeholders and addressing societal challenges is discussed. The paper contributes to knowledge of public sector innovation by extending previous accounts of how public innovation can be improved.

The public administration literature and adjacent fields have devoted increasing attention to living labs as environments and structures enabling the co-creation of public sector innovation. However, living labs remain a somewhat elusive concept and phenomenon, and there is a lack of understanding of its versatile nature. To gain a deeper understanding of the multiple dimensions of living labs, this article provides a review assessing how the environments, methods and outcomes of living labs are addressed in the extant research literature. The findings are drawn together in a model synthesizing how living labs link to public sector innovation, followed by an outline of knowledge gaps and future research avenues.

Citizen participation in the planning, design, and delivery of public services has been of central interest for public administration and management scholars since the 1970s at least (Osborne and Strokosch 2021, 2022) [...]

It has been applied in two streams of developing literature on public innovation and collaborative governance, and on value creation and the PSL. The authors compare the main differences between public service logic and public administration logic and highlight potential ways of bridging the two traditions when advancing the PSL. In short, this Special Issue has contributed to the public administration literature by providing new insights into value co-creation, living labs, and innovation in the public sector.
