Political order in the Horn of Africa degenerated further into chaos in 1990, intensifying the desperate economic circumstances of most of the region's citizens. The author explores the politics of pragmatism in Ethiopia, prospects for the resolution of the civil wars in Somalia, the collapse of the Siad Barre regime in January 1991 and the deepening and seemingly irreconcilable division between the largely Muslim and Arabic-speaking north and the southern part of Sudan. 2 Aufsätze zur Afrikapolitik der USA: 1) Die US-amerikanische Außenpolitik begreift seit dem Ende des Kalten Kriegs Unterstützungsmaßnahmen zur Demokratisierung besonders in Afrika als eines ihrer zentralen Anliegen. Angesichts nach wie vor bestehender allgemeiner demokratietheoretischer Defizite z.B. bezüglich des Ansatzpunktes (wer soll gefördert werden, NGOs oder Parteien?) und der Frage nach der notwendigen Synchronisation von demokratischen Prozessen - sozio-politische Stabilität, Partizipation, Übergang von alten zu neuen Regimen - bestehen Zweifel an der Effektivität der Demokratisierungsstrategie. Zudem ist die Finanzausstattung der Demokratieförderung, etwa im Rahmen der USAID-Arbeit, angesichts der großen Aufgabe gering. 2) Die Clinton-Regierung verfolgt hinsichtlich des Konfliktmanagements in Afrika zwei übergeordnete Ziele: Schaffung und Erhalt von internationaler Stabilität zur Durchsetzung eigener ökonomischer Interessen und die Demokratisierung der afrikanischen Länder zum Wohle ihrer Bürger. Im Fall ethnischer Konflikte in Afrika, die aufgrund schwacher staatlicher Strukturen schnell in Bürgerkriege und Massaker umschlagen können, greifen die USA auf abgestufte Interventionsformen zurück, die von diplomatischen Ermahnungen über Konfliktvermittlung, Wirtschaftssanktionen, Wirtschafts- und Militärhilfe, Verweigerung der diplomatischen Anerkennung bis zur politisch-militärischen Intervention reichen.
