"This book provides a critical assessment of the theories and practice of environmental security in the context of the Anthropocene. The work analyses the intellectual foundations, the evolution and different interpretations, strengths and potential of the link between environment and security, but also its weaknesses, incoherencies and distortions. To do so, it employs a critical environmental security studies analytical framework and uniquely places this analysis within the context of the Anthropocene. Furthermore, the book examines the practice-theory divide, and the political implementation of the environmental security concept in response to global environmental change and in relation to different actors. It pays significant attention to the Environment and Security Initiative (ENVSEC), which is led by different programs of the United Nations, the OSCE and until recently by NATO, among others, and has largely been overlooked in the academic literature to date. The goal is to study how environmental security practice could inform and shape the environmental security theory, and also to explore how, conversely, new theoretical insights could contribute to the enhancement of environmental security activities. This article contributes to existing research on this problem by expounding a three-fold analysis. First, it assesses the conceptual approach to the climate-security nexus from the joint statement of 10 UNSC member states in 2020. Second, it critically exposes the confusion of different climate-security conceptions and uncovers shared assumptions of the UNSC-member states in 2020 by comparing their different positions, which makes a soon-to-come agreement likely. Third, it critically evaluates whether the proposal to include climate change into the UNSC will lead to a transformative change of the institution, of the meaning of security, and on how this would correspond to the existential threats outlined in the Anthropocene context. The theoretical framework of analysis draws on critical security studies. It takes as its empirical basis the primary sources of the UNSC debate of 2020 and is also informed by the secondary literature on climate and security and the Earth System Sciences descriptions of the state of the planet.

Dans la quête de la sécurité planétaire comme réponse aux défis de l'Anthropocène, nous contribuons à rapprocher la théorie et la pratique par le biais d'une évaluation critique de la Planetary Security Initiative – l'Initiative pour la sécurité planétaire (PSI), un consortium d'experts composé de cinq instituts. La PSI vise à améliorer la prise de conscience politique, à renforcer l'interface entre la connaissance et la politique, et à créer une plateforme pour la coopération internationale en matière de sécurité planétaire. Cet article s'appuie sur les études critiques de la sécurité environnementale, fusionnant les approches critiques des études de la sécurité avec celles des études émergentes sur l'Anthropocène. Sur la base des documents de la PSI, l'analyse empirique révèle une vision traditionnelle des relations internationales et du monde de l'Holocène et recommande de faire progresser la recherche interdisciplinaire sur la sécurité planétaire pour penser les mondes de l'Anthropocène, en mettant l'accent sur l'interface entre science et politiques publiques.

Au plus tard depuis le rapport sur le « risque sécuritaire du changement climatique » publié en 2007 par le Conseil scientifique consultatif du gouvernement fédéral allemand sur les changements environnementaux de la planète (WBGU), rapport qui à l'époque avait fait sensation, le changement climatique n'est plus discuté en premier lieu comme un problème environnemental en Allemagne, mais de plus en plus comme une problématique centrale de la politique extérieure et de sécurité. Dans ce contexte, l'Allemagne a même fait de la sécurité climatique un sujet central de son mandat de deux ans (2019-2020) au Conseil de sécurité des Nations unies. Dans notre article, nous jetons un regard critique sur cette évolution et sur l'impact politique d'une « sécuritarisation » croissante du dérèglement climatique. Nous montrons ainsi que cette transformation d'un problème environnemental en un problème de sécurité a contribué à un accroissement de l'attention portée sur ce sujet et au développement de réponses politiques innovantes, mais qu'elle entraîne également certains problèmes comme celui de négliger les mesures d'atténuation, d'infantiliser les pays du Sud ou de courir le risque d'une militarisation rampante, qui doivent trouver leur place dans l'évaluation normative. Nous plaidons par conséquent pour une réorientation du volet climatique de la politique extérieure et de sécurité allemande vers les concepts de sécurité écologique et de justice climatique.

The UNSC is the only institution with a mandate to maintain international peace and security. Since its creation, it has primarily adopted a traditional defensive, reactive understanding of security focused on violent conflict, war and military activity. While the UNSC has dealt with broader security topics (e.g. human security and the "Responsibility to Protect") and included climate change's adverse impacts on stability in resolutions and mandates for field missions, official recognition of the multiple connections between climate change and other larger socio-ecological phenomena remains overdue despite several initiatives to address climate change in the UNSC since 2007.

Klappentext: The speed and scale of climate change presents unique and potentially monumental security implications for individuals, future generations, international institutions and states. Long-dominant security paradigms and policies may no longer be appropriate for dealing with these new security risks of the Anthropocene. In response to this phenomenon, this book investigates how states have reacted to these new challenges and how their different understandings of the climate-security nexus might shape global actions on climate change. It focuses on the perceptions, framings, and policies of climate security by members of the United Nations Security Council (UNSC), the world's highest ranking multilateral security forum. Empirically, the book presents detailed, bottom-up case studies from local authors of every UNSC member state in 2020. It combines this with an innovative theoretical approach spanning national, human and ecological security that helps to capture the complex dynamics of state-led approaches to dealing with security in the Anthropocene. This research report is the first to systematically engage with the growing political agenda of the climate-security nexus and to place a particular focus on the relationship between the state and the only international organ with a mandate to maintain international peace and security: the United Nations Security Council (UNSC). Discussions that have been ongoing since 2007, scattered governmental positions and the difficulty of achieving an overview of the various understandings, topics, concerns and responses of the UNSC member states
in relation to the climate-security nexus all indicate a need to address this topic. This report therefore assesses and maps if and how the UNSC members acknowledge the linkages between climate change and security and how they position themselves with respect to these debates in the UNSC. With a large international network of interdisciplinary and country-specialized partner scientists, the analysis relies on an extensive spectrum of official primary sources from member state governments, various ministry strategies (such as those addressing security and climate change), UNSC documents and interdisciplinary academic literature on the climate-security nexus. It is located in the context of substantiated planetary climate emergencies and existential threats as well as urgent calls for action from the UN and member state representatives, scientific networks in Earth System Sciences and youth
protests. Based on broad empirical research findings, this report concludes that all 15 current UNSC member states acknowledge the climate-security nexus in complex, changing and partly country-dependent ways. The report formulates an outlook and recommendations for decision-makers and scholars with a particular focus on strengthening the science-policy interface and dialogue and emphasizing the urgent need for institutional, multilateral and scientifically informed change. It also illustrates how essential it is for the UNSC to recognize
and adapt institutional working methods to the interrelations of climate change and security and their effects as a cross-cutting issue.
