Ethno-Nationalist Movements in Europe: A Debate

A reply to Michael Keating's "Stateless Nation-Building: Quebec, Catalonia, and Scotland in the Changing State System" (1997) questions Keating's thesis that Catalan, Quebec, & Scotland represent a new form of nationalism that is a response to the decline of the contemporary nation-state. Keating maintains that this nationalism reflects a rational, inclusive, civic form of national identity that generates multiple identities. It is argued that the causes offered for the new nationalism are applicable to other regions that have experienced different results. Further, Keating's focus on similarities neglects the many differences, as well as the separatist nature of the parties that dominate nationalist movements in Scotland & Quebec, & the lack of multiple identities in Quebec. It is contended that the absence of violence in the face of demands for regional autonomy demonstrates the strength, flexibility, & tolerance of the liberal democracies in the three regions. In addition, pressure exerted by minority nationalisms has the potential for weakening the nation states & increasing ethnic conflict. 12 References. J. Lindroth
