This article deals with a cross-national measurement methodology of democracy as it is applied to Muslim and Arab nations by Freedom House, a major research organization. The results of Freedom House's studies show that Muslim and Arab states prove comparatively to be exceptional in
being resistant to democracy. This article briefly examines measurement criteria then highlights the finding that the exceptionalism thesis propagated by the Freedom House project is the product of serious discrepancies in the measurement application.

Subsidies are a widespread economic practice in most developing countries and in centrally planned economies such as those of Eastern Europe. In the United States and Western Europe, they are generally associated with price support for producers, especially in agriculture. In the less-developed countries (LDCs), subsidies usually support consumers. When extended to producers, the benefit is passed on to consumers through official price controls. The question is whether such price support is the best means available to meet the basic needs strategy of development.Subsidies in LDCs often begin as measures to help the poor, but they usually expand beyond the target population and constitute by and large a wage supplement for almost all salaried workers.

Die Bemühungen der tunesischen Regierung seit Beginn der 80er Jahre, die Wirtschaftsstrukturen umzugestalten und Staatsbetriebe zu verkaufen. 1985 und 1987 folgen entsprechende Gesetze, aber die Realisierung kommt nur langsam voran, ausgenommen der Verkauf staatseigener Hotels. Gründe hierfür sind die bürokratischen Hürden der Gesetze, knappe Kapitalmittel im Privatsektor und mangelnde Attraktivität der zum Kauf angebotenen Betriebe. Der Verkauf der Bekleidungsfirma SITEX als Beispiel für die Privatisierung von Industriefirmen. (DÜI-Ott)
