Discusses the neglected issue of North Korea's chemical and biological weapons capabilities and how to address it. The threat is described; North Korean biological and chemical weapons profiles are provided. Threat reduction models are outlined before considering actual experience with threat reduction in terms of the four key elements of a weapons capability: weapons, infrastructure, material, and personnel. Threat reduction activities that might be relevant to the North Korean case are put forth along with how they might be incorporated in a negotiated settlement with North Korea or other proliferating states.
