A current study on accountability and transparency in the third sector comes to the provisional conclusion that the attention which German non-profit organisations currently enjoy reflects neither their social nor their economic significance: the requirements which they face in the areas of accountability and transparency are far lesser than those faced by private and state organisations, but also far lesser than those faced by non-profit organisations in other countries. They are not as based on a questioning civil society public as on a relatively stable state and taxes oriented system which also entails field-specific accountability and reporting requirements. However, the current state of research does not permit to assert a transparency and accountability problem of the third sector in Germany. It remains to be seen whether this system will be able to accommodate future changes as a result of the increasing delegation of state tasks to non-profit organisations ("new subsidiarity") and the stated shift of a state-focused accountability regime towards expanded inter and intrasectional partnerships ("governance hypothesis").
