Abstract
Die Autorin untersucht eugenische Ehe- und Familienberatung als transnationale Verflechtungsgeschichte am Beispiel zweier Sozialexperten, des US-amerikanischen Eugenik-Pioniers und Familienberaters Paul B. Popenoe und des führenden NS-Rassenhygienikers und späteren Ordinarius für Humangenetik in Münster, Otmar Freiherr von Verschuer. In der langen Perspektive von den 1920er bis in die 1970er Jahre zeigt sich, dass die NS-Zeit keine Zäsur markierte. Vielmehr wurde auf beiden Seiten des Atlantiks eugenisches Wissen mobilisiert, um die Familie als Grundlage der Nation vor den Zumutungen der Moderne zu schützen. Die Quellengrundlage bilden wissenschaftliche Texte, Ratgeber, Briefwechsel, Institutsakten und ein bislang nicht genutzter Bestand an Patienten- und Beratungsakten.

The article analyses how the Alternative for Germany (AfD) conflated images of the traditional family with the nation and a racially-defined notion of ' Volk', consciously repackaging terms from the 1930s for current political use. Taking a comparative and historical perspective, the article situates the family rhetoric and policies of the AfD in the historical debates on family, reproduction, and women that characterized Germany from the post-war period to the early 21st century. Exploring how the AfD sought to portray and regulate women's roles and reproductive decision-making, the article argues that the party sought to produce an authentic take on family and gender politics, the racism of which went practically unchallenged. It presents four analytical dimensions to grasp the specific biologist family-centrism and anti-gender approach of the AfD in comparison to National Socialism family rhetoric and policies. The 1980s were characterized not only by Ronald Reagan's rhetoric of 'traditional family values' but also by a fierce anti-abortion movement that challenged the legalization of abortion. While the women's movement fought to preserve abortion rights and reproductive choice, an organization that originated with the 1970s women's rights and self-help movements conceived 'adoption' as a moral alternative to abortion. The self-help organization Concerned United Birthparents, founded in 1976 sought the opening of records and moral recognition for 'birthmothers' (and later 'birth-parents' in general). While their emphasis on adoption as an alternative to abortion seemed to meet with President Reagan's pro-adoption campaign and the Christian Right's support for adoption, Concerned United Birthparents nonetheless pursued an agenda of its own, demanding respect and legitimacy for unmarried women's reproductive decision-making. This article draws primarily on the records of Concerned United Birthparents to develop a new perspective on single women's changing perception of their reproductive rights and choices in the 1980s. Transforming an originally conservative claim ('adoption instead of abortion') into individual 'adoption rights' and an inclusive concept of 'choice', Concerned United Birthparents drew on the social movements of the period. Moreover, it provided a case for liberal reproductive decision-making within an ultra-conservative political climate that challenges the assumption of an all-encompassing conservative revolution.

Während des gesamten 20. Jahrhunderts standen Frauen in den USA im Fokus öffentlicher Debatten und Expertendiskurse, die ihre biologische und soziale Funktion als Mütter künftiger Staatsbürger reflektierten. Diese Auseinandersetzungen um "Concepts of Motherhood" erlauben Rückschlüsse auf zentrale gesellschaftliche Wandlungsprozesse und deren Gegenbewegungen. So zeigen die hier analysierten Debatten um Frauenrechte, Frauenarbeit und Reproduktion erstens, dass sich Normen und Handlungsspielräume für Frauen zwar sukzessive erweiterten, sie jedoch stets von Forderungen nach einer Re-Biologisierung der Geschlechterrollen bedroht waren. Zweitens wird deutlich, dass das Ideal der "White Middle Class Nuclear Family" in den Debatten nicht grundsätzlich angetastet wurde. Vielmehr ging es den Beteiligten um die Ausbalancierung der Geschlechterrollen innerhalb dieser Kerneinheit, unter Vernachlässigung der Bedürfnisse und Lebensrealitäten von Müttern aus anderen ethnischen oder sozialen Gruppen.

Der Beitrag beschäftigt sich mit der Expertengruppe innerhalb der SS, welcher die Konzeption und Ausführung der NS-Politik der rassischen Homogenisierung obliegt, den Rasseexperten der SS aus dem Rasse- und Siedlungshauptamt. Wie ist diese Gruppe innerhalb der SS zu verorten, was charakterisiert sie? Inwiefern tragen diese Rassespezialisten zur Herausbildung und Verfestigung der rassistischen NS-Weltanschauung bei? Worin besteht schließlich ihr spezieller Auftrag zur nationalsozialistischen Vernichtungspolitik? Ferner gilt es zu klären, inwiefern sich innerhalb der Gruppe der SS-Rasseexperten Fälle von 'ambivalentem Verhalten' feststellen lassen. Die Beantwortung gliedert sich in drei Schritte: In einem ersten Schritt werden die Rasseexperten hinsichtlich ihrer Ausbildung, Altersstruktur und Karrieren vorgestellt. Im zweiten Schritt werden typische Tätigkeiten und Handlungsspielräume der RuSHA-Mitarbeiter in den besetzten Gebieten vorgestellt. Im dritten Schritt wird abschließend das Selbstverständnis der SS-Rasseexperten analysiert und, daran anknüpfend, die Frage nach der möglichen 'Ambivalenz' ihres Verhaltens diskutiert. So ist davon auszugehen, dass sich in den Reihen der Rasseexperten der Typus des 'ambivalenten Funktionärs' kaum finden lässt. Hier handelt es sich vielmehr um eine Gruppe konsequenter Rassisten, die von der Richtigkeit ihrer weltanschaulichen Mission überzeugt sind. (ICG2)

The "racial experts" of the Race & Settlement Main Office of the SS (RuSHA) were an important, yet not well studied, group of perpetrators. By setting up a procedure for "racial examination" that was applied not only to the members of the SS but also to millions of civilians in the Occupied territories, they provided the ideological background & logistics of persecution. Following the outbreak of war, the racial experts' qualification of persons as "desirable" or "undesirable" guided National Socialist population policy & the planned ethnic reconstruction of Europe. This article analyzes these SS racial experts' efforts to legitimize, implement, & accelerate not only forced population movements in general, but also the "Final Solution.".
