The Soviet occupying power prohibited and dissolved the German Red Cross (DRK) in its zone of occupation in September 1945. However, in 1947 a re-creation of the DRK was discussed within the SED party leadership because of the difficult situation of healthcare. In April of 1952, Stalin ordered the SED to create instead of a military people's police a fully-fledged army as well as various military training and support organizations, in particular a Red Cross organization. This newly founded Red Cross was entirely under the control of the SED. Even before the Berlin wall was built, the East German DRK was already completely integrated into the party led system of territorial defense.
