The support of sustainable energy innovations has become a dominant topic on the political agenda of many countries. Providing this support remains difficult, since the processes constituting such innovation trajectories are poorly understood. To increase insight in such processes, this paper takes the historical development of biofuels in the Netherlands as the topic of study. Special attention is paid to the simultaneous development of two technology generations within the field: a first generation (1G) and a second generation (2G) of biofuels. A critical question asked is whether deployment programmes for a 1G technology may have positive effects on the development of later generations. Two archetypical support strategies are identified: one is to keep investing in R&D concerning 2G technology, where the expected outcome is a fast move from one technology generation to the other. The other strategy is to focus on learning-by-doing in the 1G technology. In that way progress can be made in 1G technologies but the effects on 2G technologies are uncertain. We apply a Technological Innovation System perspective to analyse the strategies followed and their effects. From the results we draw lessons of relevance for practitioners who aspire to understand and influence emerging energy technologies.

This research aims to identify the institutional strategies of incumbent firms with regard to sustainable energy innovations that threaten their interests. This exploratory study contributes to the multi-level perspective by providing new insights into niche–regime interaction. The focus on actor behavior in transitions is informed by literature from institutional theory and strategic management. Based on semi-structured interviews with actors and on documents related to LED lighting and biofuels in the Netherlands, this study identified a preliminary set of empirical strategies: providing information and arguments to policy makers and the general public, as well as strategically setting technical standards. Incumbents are in a position to significantly influence the innovation's development by employing these strategies; thus temporarily keeping sustainable innovation on a leash

Since the 1970s research on energy conversion technologies, such as biomass digestion, has been carried out in the Netherlands. However, after 30 years biomass digestion has not been implemented on large scale. The aim of this paper is to create insight into the underlying factors of this troublesome trajectory by applying the 'Functions of Innovation Systems' framework. This results in clear understanding of the (lack of) activities that took place in the innovation system of biomass digestion and the role of government policy in both inducing and blocking this development. The analysis provides several lessons to take into account when developing policies for the acceleration of the development and diffusion of biomass energy.

Even though the food system is responsible for a significant part of global greenhouse gas (GHG) emissions and a transition to a sustainable food system is needed, the growing body of literature on sustainability transitions has paid little attention to the food processing sector. We expect transition dynamics in the food processing sector to differ from the typical dynamics portrayed in transitions literature due to particularities in required technological knowledge and government intervention. To better understand dynamics in the food processing sector we apply the Technological Innovations Systems (TIS) framework to an in-depth case study of the plant-based meat substitutes industry in the Netherlands. Results illustrate that, contrary to many other transitions, consumers and changing informal institutions are the driving forces of this process. We show how strengthening cognitive and normative legitimacy can lead to growing markets for sustainable products.

The empirical literature reports conflicting findings on the relation between environmental policy and environmental innovation: environmental policy both encourages and impedes environmental innovation, resulting in competing theoretical explanations. To find a way out of this counterproductive debate requires new and complementary insights into the effects of different policy instruments. This research therefore advances an approach in which a set of specific policy instruments as well as firms' behavior regarding CHP (cogeneration of heat and power) adoption are considered as two distinct factors explaining environmental innovation in the Dutch paper and board industry. Using a longitudinal research design, the focus was not on any single policy instrument but on the accumulation of policy instruments. In addition, we studied intra-organizational factors influencing the adoption decision. Overall, we can conclude that paper and board factories perceive governmental environmental policies to be relevant, but that this constitutes just one of the factors influencing adoption processes, next to intra-organizational factors. The relative importance of such policies varies over time and per adoption process. The role of top-down regulation appears to be limited, whereas interactive regulation turned out to be important for several factories in the latest period of adoption. Positive economic instruments were important in almost all adoption processes, but were not and will never be the most important reason for adoption. The most important reason for CHP adoption appears to be high energy prices in combination with cost price reduction or the threat of additional regulation. For future policies, we recommend the implementation of a specific mixture of policy instruments, attuned to the specific industry and reinforcing each other. Moreover, goals should be consistent over time to avoid risk-averse behavior. © 2009 Elsevier Ltd. All rights reserved.

In the policy-making process concerning energy and environmental issues, cooperation between government and firms is a means to create a more efficient energy and environmental policy. Intermediary organizations can play an important role in this policy-making process. Aim of this study is to get insight into the role of one specific intermediary organization: the industry association. In this paper, we focus on the Dutch paper and board industry. Important policy themes for this industry are waste water, waste, and energy efficiency. We distinguished four types of governmental policy instruments: top-down regulation, interactive regulation, negative economic instruments, and positive economic instruments. We analyzed the role of the industry association in the policy-making process for all of these four instruments. The results clearly show different (relative) roles of the industry association in different steps of the policy-making processes and for different types of instruments.

Like in many Small Island Developing States, the techno-economic potential of renewable energy technologies (RETs) in the Maldives is substantial. However, it is not certain that these economically viable RETs will indeed be implemented and utilized, since this is greatly influenced by various social, institutional and political factors (i.e., the Innovation System). In order to steer away from activities that enhance the current fossil fuel based lock-in situation and create an environment that increases the chance of a successful transfer and diffusion of RETs, several projects have been set up in the Maldives. These projects have been initiated by the Global Environmental Facility, the United Nations Development Program, and the European Commission. In this article we evaluate these projects by analyzing whether or not they strengthen the local Renewable Energy Innovation System. This evaluation shows that these RE programs strengthen most of the key processes necessary in an Innovation System conducive to technology transfer. However, as not enough attention is being paid to local entrepreneurial activities and the creation of a domestic market for RETs, the process of RET transfer might run the risk of stagnation after completion of the RE programs.

Supporting the development and diffusion of sustainable innovations has become a dominant topic on the political agenda of many countries. However, this has proven to be a difficult task. To increase insight in such processes, this paper takes biofuel technologies in the mobility sector as the topic of a comparative case study. Various national governments have supported innovation trajectories around biofuels. We analyse, assess and compare two such trajectories as they have developed so far: one in the Netherlands and one in Sweden. A Technological Innovation System (TIS) approach is applied. A TIS is constituted by actors, networks and institutions, that are to be gradually constructed around a technology. We analyse whether governments and entrepreneurs have succeeded in developing seven key processes, or system functions, necessary for the development and diffusion of biofuel technologies. By analysing the build-up of system functions over time we identify virtuous and vicious forms of cumulative causation. The Dutch and Swedish TISs for biofuels are followed from 1990 to 2005. Our comparison shows that, due to the fulfilment of system functions and the emergence of cumulative causation, the Swedish TIS has reached a market expansion and broad social implementation of biofuels, whereas the Dutch TIS has established considerably less.

The Maldives is one of the most vulnerable countries to the projected impacts of climate change, due to a combination of the small sizes of the islands and their low height above sea level. Like other small island developing states, the Maldives depends overwhelmingly on petroleum imports for their electricity production, which creates serious economic and financial difficulties. The Government of Maldives is therefore committed to promote sustainable energy and has been actively pursuing several inter-related initiatives to overcome the existing barriers to the utilization of renewable energy technologies. To assist this, the quantification and evaluation of the potentials of available solar and wind resources in the country for electricity applications has been performed. The hybrid system design tool HOMER has been used to create optimal renewable energy (RE) system designs. In order to evaluate these different RE alternatives a multi-criteria analysis is performed using a number of criteria that are likely to be decisive in implementation decisions. The evaluation shows that fully RE system configurations are not financially viable in the Maldives while the RE-diesel hybrid systems could bring down the price of electricity with 5-10 $cent/kWh in smaller outer islands. Assuming that these latter systems with a high probability of adoption are implemented, the results show that 10% of the electricity in the Maldives could be supplied by RE based systems in a cost effective way.

An underexplored issue in the institutional entrepreneurship (IE) literature is the difference between incumbents and new entrants in promoting institutional change for innovative technologies. We study the IE activities: cooperation, framing, and political tactics in the case of biomethane development in the Netherlands, during 2006-2012. While for decades biogas farmers have been unable to build a supporting institutional framework, incumbents recently arranged substantial government support. Our theoretical contribution lies in defining dimensions of the three core IE activities. We present empirical evidence that new entrants and incumbents employ all three activities, but in distinct ways. Thus, the incumbents' IE activities lead to more substantial institutional change than new entrants' activities. As a consequence, production shifts from electricity to gas and the scale of installations increases. We conclude that incumbents can accelerate institutional change, however their focus on large-scale installations makes it difficult for biogas farmers to contribute to biomethane production.

The Copernicus Institute of Sustainable Development, Utrecht University, the Netherlands and Deloitte have jointly carried out research on barriers to the Circular Economy (CE) in the European Union. For this research, a survey with 153 businesses, 55 government officials and expert interviews with forty-seven thought leaders on the circular economy from businesses, governments, academia and NGOs have been carried out. Two types of barriers emerged as main barriers Firstly, there are the cultural barriers of lacking consumer interest and awareness as well as a hesitant company culture. This finding is at odds with claims that the circular economy concept is hyped; rather, the concept may be a niche discussion among sustainable development professionals. Secondly, market barriers emerged as a core category of barriers, particularly low virgin material prices and high upfront investments costs for circular business models. Government intervention might be needed to overcome the market barriers which then may also help to overcome cultural barriers. Cultural barriers do also need to be overcome by circular start-ups. And, even though there is still no circular startup that has made global headlines, this may change soon.
