Mixed-use developments are one of the means planners use to realize land-use changes required by SB375 to encounter climate change. The mix of land uses is intended to reduce distances between activities. However, for their economic viability, such projects require specialty retail as anchor tenants which draw a special customer base that may be willing to travel far. Consequently, specialty may contradict a mixed-use development's intention to reduce traffic. Modeling residential location as a key component of the land-use system is essential to understand the relationship between land use and transport. The increasing availability of censuses such as the German Zensus 2011 has enabled residential location to be modeled with a large number of observations, presenting both opportunities and challenges. Censuses are statistically highly representative; however, they often lack variables such as income or mobility-related attributes as in the case of Zensus 2011. This is particularly problematic if missing variables define utility or willingness-to-pay functions that characterize choice options in a location model. One example for this is household income, which is an indispensable variable in land use models because it influences household location preferences and defines affordable location options. For estimating bid-auction location models for different income groups, we impute household income in census data applying an ordered regression model. We find that location models considering this imputation perform sufficiently well as they reveal reasonable and expected aspects of the location patterns. In general, imputing choice variables should thus be considered in the estimation of residential location models but is also promising for other decision problems. Comparing results for two imputation methods, we also show that while applying the deterministic first preference imputation may yield misleading results the probabilistic Monte Carlo simulation is the correct imputation approach.
How can projects for redistributing and repurposing public streets succeed? What can be learned from successful national and international examples? The brochure summarizes practical experiences of redesigning streets in favor of active mobility and the quality of life in cities. Good examples from Germany and Europe were examined using an evaluation matrix. Many show recurring success factors. The brochure presents nine key factors for successful street transformation that address specific aspects in the planning and implementation process. Municipalities and planners can use it to advance future projects more easily.
Wie können Projekte zur Neuverteilung und Umwidmung öffentlicher Straßenräume gelingen? Was lässt sich aus erfolgreichen nationalen und internationalen Beispielen lernen? Die Broschüre fasst Praxiserfahrungen zur Umgestaltung des Straßenraums zugunsten der aktiven Mobilität und der Lebensqualität in Städten zusammen. Gute Beispiele aus Deutschland und Europa wurden anhand einer Evaluationsmatrix untersucht. Viele zeigen wiederkehrende Erfolgsfaktoren. Die Broschüre stellt neun Schlüsselfaktoren für erfolgreiche Straßenumgestaltungen vor, die bestimmte Aspekte im Planungs- und Umsetzungsprozess betreffen. Kommunen und Planende können künftige Projekte damit leichter voranbringen.
Diese Publikation stellt das Forschungsprojekt "Verkehrliche und stadtplanerische Maßnahmen zur Neuverteilung und Umwidmung von Verkehrsflächen des motorisierten Verkehrs zugunsten Aktiver Mobilität und einer nachhaltigen urbanen Siedlungsstruktur mit hoher Lebensqualität" vor. Anhand einer Evaluationsmatrix wurden in diesem Vorhaben erfolgreiche nationale und internationale Beispiele von Umverteilungsmaßnahmen hinsichtlich ihrer Zielstellung, der implementierten Maßnahmen, dem Umsetzungsprozess und der beobachteten Wirkungen vergleichend aufbereitet. Außerdem wurden in Vorabstimmung mit deutschen Modellkommunen Machbarkeitsstudien für konkrete Problemlagen erstellt. Darüber hinaus wurde besonderes Augenmerk auf die Wirkungen auf die lokale Ökonomie und die konkrete Übertragbarkeit im deutschen Rechtsrahmen gelegt. Auch innovative Formate der Stakeholder-Beteiligung wurden recherchiert. Die gesammelten Erkenntnisse wurden zu neun Thesen synthetisiert und in Form einer separat verfügbaren Fachbroschüre veröffentlicht.
