AbstractThis article addresses the challenges of sense making in social work practice and presents a descriptive model of peer-aided judgement to facilitate critical debate and knowledge creation. The model is founded in Hammond's Cognitive Continuum Theory and developed in direct application to social work practice. It seeks to expand currently available models of social work judgement and decision making to include processes and outcomes related to informal peer interaction. Building on empirical studies and multiple contemporary literatures, a model of peer-aided judgement is hypothesised, comprising four distinct and interacting elements. By modelling these fundamental aspects of the processes and outcomes of peer-aided judgement, this article provides a tool for illuminating the everyday unseen value of peer interaction in practice and a framework for critical debate of dilemmas and propositions for professional judgement in social work practice. This article concludes by examining some of the implications of the model and its potential use in the further development of theory, methodology and practice.

AbstractSocial workers are routinely required to make finely balanced judgements on matters defined by subjectivity and uncertainty. Often, these judgements have to be made on the basis of information which is incomplete, inconclusive and contested. The way in which social workers make sense of such information is a crucial component of effective assessment and intervention. This ethnographic study of judgements in a social work office describes some of the practices which practitioners employed in making sense of information about children and young people's needs. The findings suggest that initial statements in dialogue may potentially act as signposts for preceding intuitive sense‐making. Observations offer insights into the way in which individuals construct professional responsibility. The study also suggests that sense‐making is not necessarily an individual activity but can be an activity which is shared between people and across teams. The findings indicate the importance of emotional intelligence and intersubjectivity in social work judgements.

Abstract
Decision making is an intrinsic and complex aspect of social work practice, requiring consideration of diverse but connected aspects. Decisions are often required as to whether a situation requires protective state intervention or whether it reaches the criteria for public or charitable services. Such instances of deciding whether or not a situation is 'on one side of the line or the other' are referred to in this article as 'threshold judgements'. This article draws on experiences and material from a range of social work contexts to explore generalisable theory-informed understandings of 'threshold judgements' and 'threshold decisions' to develop knowledge and skills on this topic. The article outlines signal detection theory and evidence accumulation ('tipping point') theory and discusses these as ways to understand the key concepts underpinning threshold decisions in social work. We then argue that although these threshold concepts are a necessary part of decision making in social work, as in many other aspects of life, they are not sufficient. Operationalising such decisions requires some form of sense-making. Naturalistic decision making and heuristic models of judgement are discussed as frameworks for practice which seem to be useful in this context.

Social workers must make 'justifiable' decisions, but 'intuition' is also important in assessment, decision making and working with risk. We discuss intuition within professional judgement as being part of our cognitive faculties; emotionally-informed reasoning processes connect workers with clients and families; and intuition making use of internalised learning. Challenges discussed include intuition as a taboo topic; communicating intuition-based judgements within group decision processes; and lack of models for integrating intuition with explicit use of knowledge. To develop the professional knowledge base on professional judgement, the paper considers six theoretical frameworks which might be used to conceptualise intuition within social work decision making, including: (1) the 'tacit knowledge' of sociological discourse; (2) intuition as 'sense-making'; (3) internalisation of learning; (4) conceptual schemas from neuroscience; (5) Kahnemann's 'thinking fast and slow'; and (6) decision heuristics. Intuition is discussed in the context of supervision and organisational governance; use of assessment tools and processes; creation of mental models for practice; implications for education and training; and further research. Although the profession must continue to develop its ability to use the best knowledge to inform practice, a psycho-social rationality model may be required to conceptualise internalised 'intuitive' judgement processes in practice.
