Das Management der menschlichen Entwicklung und der Kulturwandel werden als eine bedeutsame Richtung der Förderung der öffentlichen Verwaltung in den Entwicklungsländern dargestellt. Dabei wird eine Entwicklung intendiert, die den Einzelnen in einen politisch engagierten Bürgers mit entsprechenden Wahrnehmungs-, Orientierungs- und Handlungsmustern verwandelt. Vor diesem Hintergrund werden die dauerhafte Notsituation als bürokratischer Kontext und der Zusammenhang zwischen kultureller Kompetenz und Förderung der Handlungsfähigkeit analysiert. Die allgemeinen Vorstellungen zur Entwicklung der Bürgerkultur werden durch den lateinamerikanischen Kontext relativiert. Dabei werden wirtschafts- und sozialstatistische sowie demographische Daten über die Region erläutert und die Herausforderungen durch die dauerhaften Notsituationen als ein wesentliches Merkmal der intendierten kulturellen Entwicklung präsentiert. (ICG). Die Untersuchung enthält quantitative Daten.

AbstractIronically, the resuscitation of civic spirit and capacity that has spearheaded Baltimore's turnaround was prompted by the abject human conditions that characterized the community's post‐war decline. Effective, sustainable revitalization must focus both on neighborhoods and downtown, have leadership and support from the top as well as the grass‐roots, and draw its energy from collaboration among units of government, neighborhoods, sectors, and organizations.

AbstractIn spite of their technical and professional reputations, regional councils of governments are both attracting and actively soliciting citizen input. The research presented in this article suggests that increasing diversity of representation in COGs has paralleled the empowerment in local governments of traditionally underrepresented populations. More importantly, COGs are making the transition from primary reliance on elected officials for policy formulation to more direct citizen involvement.
