The international community is seeking to respond in a more integrated manner to the violent conflicts & security problems facing partner states. Restoration of a viable national capacity in the security domain, based on mechanisms that ensure transparency & accountability, is a vital element of the overall effort to strengthen governance. Security sector reform is nonetheless a new area of activity for international actors, & there is still not a shared understanding of what the priorities & objectives should be. The response of states to the terrorist attacks in the US on 11 September 2001 may impede security sector reform by increasing the political influence & institutional autonomy of security services.
