Focuses on the distinction between discrimination & differentiation in deciding human rights questions for disabled persons. It is asserted that differentiation is a recognition of the variability that exists in human beings. When such variablity is over- or underestimated in an arbitrary way, &/or reasonable accommodation for such variation is not made, discrimination occurs. Disabled persons have the human right to be valued equal to others while having reasonable measures taken to accommodate their disabilities. It is concluded that disabled persons must be legally protected from discrimination, & affirmative measures must be taken to rectify past discrimination. 71 References.
