An examination of Turkish relations with the newly independent Caucasian states notes that Turkish leaders believe these small republics offer opportunities to expand trade, strengthen security, & share in the expected oil boom. It is argued that the mixed success of Turkish diplomacy is due to conflicting interests & remaining skeletons from the past. Historical links between Anatolia & the Caucasus are traced from ancient times to the end of the Cold War. A country-by-country exploration of diplomatic efforts notes that positive political ties with Georgia have become strained by the support of efforts to separate Abkhazia from Georgia on the part of Abkhaz descendants in Turkey. The Armenian-Turkish border remains closed &, although Turkish products are sold in Armenia, there is continuing hostility/distrust rooted in the legacy of what Armenians consider Turkish genocide & Turks see as Armenian treason. Conversely, Turkey's warm relation with Azerbaijan holds the promise of improved oil transport. The influence of the Chechen struggle for independence on Turkish relations with the North Caucasus is discussed, along with prospects for the future. J. Lindroth
