Suggests that if sociologists are to use history they should seek to sustain the conceptual creativity and sensitivity to paradox which are central in sociological studies. Democratic apathy is becoming apparent in both Western Europe and North America. The majority of Western citizens are neither 'dissidents' nor 'believers'--they are content to acquiesce in the mode of government in force. Their passiveness has been spreading for some 20 years. (SJK)
