ABSTRACT Using estimations by Bresser-Pereira et al. (2021), this paper analyses the misalignment between the real exchange rate and the current account equilibrium exchange rate in Colombia in the last two decades (2000-2020). Evidence suggests that the commodity boom and bust cycle in this period is important to explain (i) the main trend of the misalignment, (ii) the deterioration of the current account in recent years and (iii) the general macroeconomic performance of the Colombian economy. A discussion about macroeconomic development and stability is also provided in the context of the Colombian financial configuration, characterized by a flexible exchange rate regime, central bank independence and inflation targeting. Ideas in this paper are consistent with key elements in the New Developmentalism Theory.

Presidentialism in Latin America has been the most widely used form of government, but gradually, different political forces have set limits to their powers, since in many cases they become authentic dictatorships. The presidential system is an example of a form of government that Latin American states have reproduced in complete antagonism to parliamentary regimes. ; El presidencialismo en Latinoamérica ha sido la forma de gobernar más utilizada, sin embargo, paulatinamente, las diferentes fuerzas polí- ticas han establecido límites a sus atribuciones, ya que en muchas ocasiones se convierten en auténticas dictaduras. We find evidence suggesting that economies with a tax structure more oriented toward indirect taxes –rather than direct taxes– tend to mitigate the effect of terms of trade shocks on output fluctuations. This finding might be particularly important for lower-income countries since the negative welfare effects caused by macroeconomic volatility in the absence of consumption-smoothing mechanisms are more severe in developing economies exposed to external shocks. Additionally, some of these economies are attempting to reorient their tax structure toward more direct taxes following the standards in advanced economies.

Resumen En este artículo se presenta el resultado de la segunda fase del proyecto de investigación que tiene como objetivo detectar patrones delictivos con técnicas de minería de datos en el Observatorio del Delito del municipio de Pasto (Colombia). En esta fase se construyó un mercado de datos que almacenará los datos históricos, limpios y transformados sobre las lesiones de causa externa fatal y no fatales registradas en este Observatorio en un periodo de 10 años. Este mercado permitirá realizar análisis multidimensional y soportar la detección de patrones delictivos que facilite a los organismos gubernamentales y de seguridad tomar decisiones eficaces en lo relacionado a la implementación de planes de prevención de delitos y seguridad ciudadana. Palabras Clave: Mercado de Datos, Patrones Delictivos, Análisis Multidimensional, Minería de Datos Abstract This paper presents the results of the second phase of the research project that aims to detect crime patterns with data mining techniques in the Crime Observatory of the municipality of Pasto (Colombia). At this stage, it has been built a data mart that will store historical, clear and processed data about injuries from fatal and non-fatal external causes recorded at the Observatory over a period of 10 years. This data mart will support multidimensional analysis in order to detect crime patterns which aim to facilitate the effective decision making in relation to the implementation of crime prevention plans and public safety by the government and security agencies. The gene for BANK1, located in chromosome 4, has been found to contain genetic variants that are associated with several autoimmune diseases and also other complex phenotypes, in particular, with systemic lupus erythematosus. Common genetic variants are associated with changes in BANK1 expression in B cells, while rare variants modify their capacity to bind efferent effectors during signaling. A BANK1-deficient model has shown the importance of BANK1 during TLR7 and TLR9 signaling and has confirmed its role in the disease. Still, much needs to be done to fully understand the function of BANK1, but the main conclusion is that it may be the link between different signaling functions within the B cells and they may act to synergize the various pathways within a cell. This article examines the characteristics of an equitable and structural tax reform. Taxation does not only determine revenue, but it also affects the productive apparatus and equitability. In Colombia, tax pressure is very low and resources are insufficient to provide essential public goods. The duty system should contribute to the consolidation of a "new economy", as it is called by the government, which boosts industry, agriculture, and tourism, and which is less dependent on fossil fuels. Taxes should favor equitability, and so direct taxation should increase in a progressive manner, with a rate which rises as income increases. The recently passed tax reform improves revenue, but favor neither the new economy nor equitability, since it gave too much weight to V.A.T. and very little weight to income or wealth tax. ; Este artículo examina las características de una reforma tributaria estructural y equitativa. La tributación no solo determina el recaudo, también incide en el aparato productivo y en la equidad. En Colombia la presión tributaria es muy baja, y los recursos son insuficientes para suministrar bienes públicos esenciales. El sistema impositivo debería contribuir a consolidar una "nueva economía", como la llama el gobierno, que impulse la industria, la agricultura y el turismo, y dependa menos de los hidrocarburos. Los impuestos deben favorecer la equidad, por ello la tributación directa debería aumentar en forma progresiva, con una tarifa mayor a medida que crece el ingreso. La reforma tributaria recién aprobada mejora el recaudo, pero no favorece la nueva economía ni la equidad, pues dio excesivo peso al iva y muy poco a los impuestos de renta y patrimonio.
