In 1979, the Third Plenum of the 11th Central Committee of the Chinese Communist Party (CCP) initiated a dizzying series of changes in economic policy, allowing, among other things, the individual economy (geti jingji) to expand. Basically, the individual economy can be defined in terms of self-employment. Since 1949, the policies of the CCP and the state toward the individual economy have fluctuated. The article explores the effects of ambivalent attitudes and policies on the development of the individual economy as an economic sector, and on the lives of the self-employed themselves with special reference to a case study.
